Learning Outcomes

The learning outcomes of this training toolkit are crafted to address the frequently voiced challenges associated with implementing and improving government capacities for inclusive and effective local e-government. Consequently, the toolkit is designed to dismantle these barriers, fostering a more effective realization of the various components of the LOSI (Local Online Services Index) and, in turn, contributing to the attainment of SDG11, for Sustainable Cities and Communities.

Upon successfully completing the training, learners can anticipate the following learning outcomes:

  • Gain a Fundamental Understanding on Local Government Digitalization (LGD): LGD principles, threats, opportunities, and the role of Measuring and Evaluating (M&E) at the local level.

  • Explore In-Depth Guides around LOSI: Learn more about specific LOSI areas, i.e. institutional framework, technology, participation and engagement, services, e-government literacy and content provision.

  • Gain Complementary Insights: Access detailed insights on the United Nations E-Government Survey findings and the Local Government Questionnaire (LGQ)

  • Learn About The Typical Disabling and Empowering Conditions: Enablers and challenges faced by Local Governments in delivering public online services.

  • Find out How You Can Get Involved: Discover next steps for the LOSI, including expanding its user base and promoting the importance of measuring local e-government initiatives.
