QATAR has been ranked 36th in the Networked Readiness Index (NRI), which appeared in the annual Global Information Technology Report™ (GITR) 2006-07, by the World Economic Forum. 
NRI is defined as the degree of preparedness of a nation to participate and benefit from ICT developments.
UAE and Kuwait are ranked 29th and 54th respectively among 122 countries of the world.
The report was part of the presentation ICT  Benchmarks for Qatar, which was discussed during the ICT session of the ongoing knowledge-based economy workshop, by the General Secretariat for Development Planning and the World Bank.
In another report, published by the United Nations Online Network in Public Administration and Finance (UNPAN) on the E-government readiness ranking in 2005, Qatar ranked 53rd on the readiness among 189 countries. UAE and Kuwait were ranked 32nd and 57th respectively.
The assessment of UNPAN in 2005 considered Qatars e-government one-step electronic services portal, a regional best practice that is on par with integrated services portals elsewhere in the world.
