Evaluator for project on Sustainable Development through Open Government Data

The UN Department of Economic and Social Affairs (UNDESA) has implemented during 2014-2017 a project on Strengthening of Capacities of Developing Countries to provide access to Information for Sustainable Development through Open Government Data. In partnership with national counterparts this project aimed at developing a strategy for publishing government data in open formats and using OGD, particularly in thematic areas relevant to the achievement of internationally agreed development goals, including Sustainable Development Goals (SDGs) and Millennium Development Goals (MDGs). The project aimed at assisting select countries of Latin America and East Asia regions, specifically Bangladesh, Nepal, Panama, and Uruguay, with developing policy frameworks for implementation of OGD initiatives.

UNDESA is currently recruiting an external evaluator to assess the relevance, effectiveness, efficiency, and sustainability of this Development Account project (please see attached Terms of Reference for details). More specifically, it will examine and assess its performance, and determine whether the project succeeded in achieving its stated objectives and expected accomplishments and analyze lessons from its approach to capacity development. This is a home-based contract, which will not require travel to target countries.
