Consultants for Capacity Needs Assessment

United Nations Project Office on Governance (UNPOG) is seeking THREE international consultants to conduct a capacity needs assessment of government institutions in implementing the 2030 Agenda for Sustainable Development and identify priority areas for capacity development in the Asia and Pacific region.


Each consultant will cover a group of countries and three groups are as follow:

Country Group 1 - 14 SIDS (Fiji, Kiribati, Maldives, Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, Samoa, Solomon Island, Timor-Leste, Tonga, Tuvalu and Vanuatu)

Country Group 2 - 7 LDCs and LLDCs (Afghanistan, Bangladesh, Bhutan, Cambodia, Laos, Myanmar and Nepal)

Country Group 3 - 12 Middle and Low Income Countries (Brunei, China, DPR Korea, India, Indonesia, Malaysia, Mongolia, Pakistan, Philippines, Sri Lanka, Thailand and Viet Nam)


Under the supervision of UNPOG/DPADM, the consultant will be responsible for performing the following tasks: 1) conduct a preliminary desk research review of existing institutional arrangements to implement the SDGs and capacity needs of developing countries in Asia and the Pacific to implement the 2030 Agenda for Sustainable Development; 2) devise, submit and analyse the results of an online survey in order to complement the desk research review, and assess target countries’ needs and priorities in terms of institutional arrangements and coordination for SDG implementation and integrated service delivery; 3) map the contribution of other UN agencies and regional organizations in the area of governance and public administration to highlight UNPOG’s comparative advantage and possibilities to build partnerships; 4) suggest practical feasible elements to build capacity in a selected number of countries to serve Member States; 5) prepare a final report of 20 to 30 pages including both general and country-specific analysis and recommendations; and 6) do work assignments that could be added when necessary after starting the research project.


The duration of the contract will be for 50 working days within the period of 1 October 2016 to 31 January 2017. However, the starting date could be adjusted in accordance with processing of the consultancy contracts.
