The Problem

In June, 2007, the Millennium Challenge Corporation (MCC) approved a Threshold Program
grant from the Millennium Challenge Account (MCA) to the Government of Guyana (GoG) to
support the Government’s efforts to overcome the country’s serious fiscal challenges, while also
streamlining the business registration process. The Guyana Threshold Country Plan
Implementation Project (GTCP/IP) is the vehicle through which this MCA support is provided to
the GoG. This project is managed and administered by the USAID Mission in Georgetown,
Guyana, and the Regional Contracting Office in the Dominican Republic under a SEGIR Macro
II IQC Task Order, with Nathan Associates Inc. as the prime contractor. The GTCP/IP began
operations on January 14, 2008, with an estimated completion date of January 13, 2010.

Solution and Key Benefits

 What is the initiative about? (the solution)
Strengthening of the public procurement process is an important component of the Government’s fiscal, financial and fiduciary management. In this regard, the Government promulgated a new Procurement Act in 2003, and accompanying regulations subsequently. The objective of the Act is to establish a regulatory environment conducive to transparency, economy, efficiency, openness, fairness, and accountability in public sector procurement. Section 16(1) of the Act provides for the establishment of a National Procurement and Tender Administration (NPTA), which is managed by a Board appointed by the Minister of Finance. In addition, regional, ministerial and departmental tender boards have been established in a manner prescribed by the Act.

Actors and Stakeholders

 Who proposed the solution, who implemented it and who were the stakeholders?
As part of the ongoing program of procurement reform, the Government is currently implementing a number of actions with the support of the Guyana Threshold Country Plan/ Implementation Program (GTCP/IP), a Millennium Challenge Account-funded and USAID-administered technical assistance program. At the request of the Government, the GTCP/IP completed a diagnostic assessment of the public procurement system in July 2008. In reviewing the Diagnostic Report, the Government has identified as a high priority the implementation of a comprehensive training program for procurement professionals. The objective of the training program would be to provide the Government with sufficient knowledge and techniques so as to conduct procurement activities efficiently and in keeping with the legal, regulatory and administrative provisions of the law, as well as sustain the training of staff over the medium term.

reforms have helped improve procurement administration, it has been found, especially in the Regions, where the skill availability is minimal and its mix less sophisticated, that there has been a marked reluctance to use the documents. . The main reasons given for their non use are their complexity and lack of user-friendliness. The NPTA has investigated this matter and found merit in the reasons given by the Regional Administration

Sustainability and Transferability

  Is the initiative sustainable and transferable?
The three-year training program is designed to provide the Government with sufficient knowledge and techniques so as to conduct procurement activities effectively, as well as sustain the training of staff over the long term.

The training program is expected to produce the following results:

• Public officials with procurement functions have a clear understanding of the Legal and Procedural Framework governing public procurement.
• Public officials are knowledgeable of the procurement process.
• Public official have developed skills to better perform their job in relation to their procurement functions

Lessons Learned

 What are the impact of your initiative and the lessons learned?
The objectives of the GTCP/IP are driven by the GoG’s commitment to achieving and maintaining fiscal sustainability through an efficient and effective tax regime, efficient public expenditure management, and improved fiduciary oversight. The main objective of the GTCP/IP is to provide targeted technical assistance and training to the GoG to support its ongoing fiscal policy strategy aimed at bringing the fiscal deficit down to a sustainable level. Other objectives include improvement of the business investment climate.
