The Problem

Singapore is increasingly being recognised as a model in total water management. PUB, Singapore’s national water agency, has done remarkably well in managing the entire water cycle in an integrated manner, winning the Water Agency of the Year Award 2006 by Global Water Intelligence. Taking a holistic approach to water management, PUB also actively involves the 3P (People, Private, Public) sectors in its programmes to get them to conserve water, value their water resources so that they can enjoy water activities in them. Moving forward, PUB plans to transform Singapore’s water bodies into beautiful vibrant community spaces under a new initiative known as the Active, Beautiful, Clean (ABC) Waters programme.

The ABC Waters Programme is a distinctive and powerful means to foster participation as it brings value directly to the 3P sectors by providing more community space, vibrancy, aesthetically pleasing environment and improved water quality. PUB has systematically engaged the 3P sectors in decision-making through inter-agency committees, public consultation, pilot projects, workshops with professional bodies, property developers, large - scale public exhibition, etc. PUB has deployed participative and inclusive 3P approaches where they co-create and co-own the ABC Water programme with their 3P partners, ensuring that the resulting policies are sound and inclusive. PUB’s ABC Waters programme is indeed a fresh and exciting way to foster participation in its policy making decisions.

Solution and Key Benefits

 What is the initiative about? (the solution)
Singapore is a small city state with limited natural resources, including water. PUB, the national water agency manages this limited resource to meet the rising demands of its population and industries. To ensure an adequate, diversified and robust water supply for all, PUB has implemented its 4 national taps strategy where water can be supplied from 4 different sources - local catchment water, imported water(Malaysia), NEWater(high grade reclaimed water) and desalinated water. Going beyond water supply, PUB has adopted the 3P (People, Private, Public) approach of engaging the community to bring them on board to conserve water as well as to keep Singapore’s water catchments and waterways clean. This total approach to water resource management is necessary for the long term sustainability of Singapore’s water supply.

PUB recognizes that in order for the 3P approach to be effective, it has to engage both the minds as well as the hearts of the people involved. To do this, PUB has created a unique and distinctive programme called ABC (Active, Beautiful and Clean) Waters Programme. The ABC Waters Programme will provide a platform to attract, involve and enrol the support of the 3P sectors in the management of Singapore’s water resources.

When completed, the ABC Waters Programme will transform Singapore’s utilitarian concrete drains, canals and reservoirs into beautiful, vibrant and flowing streams, rivers and lakes. As this will benefit the society by enhancing the living environment for the communities, boosting the value of properties in the vicinity, etc, it has excited and attracted people from the 3P sectors to come forward to voice their views and give suggestions. The views and suggestions PUB has gathered so far have shaped and improved the quality of policies. A large-scale public exhibition will be held in Feb 2007 to present the ABC Waters Programme and provide opportunities for further feedback from members of the public.

PUB hopes that collaborations forged through the exciting and attractive ABC Waters Programme will ultimately create a sense of collective stewardship of water resources among Singaporeans.

Actors and Stakeholders

 Who proposed the solution, who implemented it and who were the stakeholders?
Under the ABC Waters Master Plan, the entire Singapore island is divided into three “watersheds”, central, western and eastern, each with its own themes and projects. The initial Master Plan has been completed and about 150 projects have been identified across the 3 watersheds.

The Programme will be implemented in batches, with the first batch of 25 projects to be implemented over the next 5 years. These are high-priority projects with a large positive impact on the community. The remaining projects will be implemented over the next 10 to 15 years.

The consultation and publicity on the ABC Waters Programme which began in 2004 will culminate in a public exhibition on the Master Plans on 6 Feb 2007. At the exhibition, the first 5-year plan comprising 25 major projects will be launched. It will also feature displays by the 3P sectors. Following the launch, the exhibits will be taken on roadshows in various constituencies.

Singapore is a small country with a population of 4.3 milion and a total land area of 700 sq km. As a dense city state, Singapore is one of the world’s most water-stressed countries in terms of renewable water resources. Although there is no lack of rainfall, there is limited land for water catchment.

As the national water agency, PUB faces the challenge of supplying water for all Singaporeans, as well as meeting the demands of the country’s thriving industry and commence. To meet this challenge, PUB has successfully put in place a holistic approach to water resource management. PUB oversees the entire water loop, from sourcing, collection, purification and supply of drinking water, to the treatment of used water and its reclamation as well as the drainage of storm water. PUB has implemented the Four National Taps, a long-term water supply strategy that ensures a diversified, adequate and reliable supply of water. The Four National Taps comprises water from local catchment, water imported from Malaysia, NEWater/high-grade reclaimed water and desalinated water. This alone is not enough to ensure sustainability of the water resources. PUB recognizes the importance of an engaged community as a vital part in the management of Singapore’s water resources. PUB actively fosters the participation and involvement of the 3P (People, Private & Public) sectors in playing their part to conserve water, keep the catchments and waterways clean and build a closer relationship with water by enjoying this precious resource. This unique and total approach is well-encapsulated in PUB’s corporate vision: Water for All: Conserve, Value, Enjoy.

One of the 4 National Taps is water from local catchments. To maximize the amount of rainfall that can be collected, over half of the total land area in Singapore has been designated as water catchment, one of the highest proportion of water catchments in any city in the world. Going further, with the completion of Marina Reservoir and Punggol-Serangoon Reservoir by 2009, two-thirds of Singapore will become water catchment.

Singapore has an extensive network of blue waterways i.e. rivers, canals, drains, spread all over the island which drains into our reservoirs. As Singapore is a small city-state, extending our water catchments to two-thirds of the island means that these waterways run through urbanized areas where Singaporeans live, work and play. This poses a challenge as incidences of pollution in urbanized catchments are much higher. Litter that is carelessly thrown into drains and canals are washed together with the rain water into the drainage system, eventually ending up in the reservoirs. PUB is clear that it needs to enrol the support of the 3P sectors in order to realize its vision of Water For All: Conserve, Value, Enjoy.
Winning the hearts and minds is essential to gain the support of the 3P sectors. Therefore instead of depending on punitive measures and surveillance to prevent pollution, PUB has adopted a distinctive and innovative 3P (People, Public, Private) approach through the Active, Beautiful and Clean (ABC) Waters Programme.

(b) Implementation

This Programme takes the pollution control measures a step further by transform our utilitarian concrete drains, canals and reservoirs into beautiful, vibrant and flowing streams, rivers and lakes. Coupled with more water-based activities, it will transform our waterways and their vicinity into vibrant lifestyle attractions. Through the ABC Waters programme, PUB hopes to engage Singaporeans to value and enjoy our waters, and develop a sense of stewardship to care for our water resources.

The proximity of rivers and canals to the residential heartlands also provides excellent opportunities to beautify the landscape and enhance the community experience, significantly increasing the population’s quality of life. Integrated with an extensive network of parks and parks connectors, it will turn Singapore into a “city of gardens and water”. This is a vision unique to Singapore.


The objectives of the ABC Waters Programme are:
(a) (ACTIVE) Providing new community space. The intricate network of reservoirs and waterways will create new community spaces and bring people closer to the waters. With more opportunities for interaction, PUB aims to connect our people with the waters, giving them a greater sense of ownership so that they will better value the waters.
(b) (BEAUTIFUL) Integrating reservoirs and waterways with the urban landscape. PUB will expand the scope of reservoirs and waterways beyond flood control and water storage, developing them into vibrant and aesthetically pleasing lifestyle attractions that integrate with parks, estates and even commercial developments.
(c) (CLEAN) Improving water quality. PUB will incorporate features to improve water quality, e.g. natural nutrient removal using aquatic plants, retention ponds, fountains and recirculation. PUB will also seek to minimize pollution in the waterways through public education and by building closer people-water relationships.

In addition, the ABC Waters programme will enhance the cityscape of Singapore and the land value surrounding the projects.

(c) Overcoming Obstacles

 c.      What were the main obstacles encountered? How were they overcome? No more than 500 words
PUB employed a consultative and participative approach involving the 3P (People, Public and Private) sectors in the formulation of the ABC Waters Master Plan. PUB proactively designed different channels to engage and seek inputs, ideas and feedback from the 3 sectors in the decision-making process. They are:

Public
An Inter-Agency Working Committee, involving 12 other government agencies in the public sector was formed to ensure maximum consultation on ABC projects. The ABC Waters concept was shared with all the agencies.
Some examples include working with:
1. Urban Redevelopment Board (URA) for inputs to integrate the Landuse MasterPlan
2. Land Transport Authority (LTA) to improve the accessibility to our waterways
3. Singapore Tourism Board (STB) to revitalize the Singapore River into an iconic, 24
hour lifestyle area
4. Singapore Sports Council (SSC) to bring water sports activities to the waterways
5. Housing Development Board (HDB) to enhance the surroundings of public residential
estates
This multi-agency approach ensures that the resulting plans are rigorously thought through, leading to quick and more efficient implementation.

People
For the 3 pilot projects under the Programme, MacRitchie Reservoir, Bedok Reservoir and the stretch of Kallang River at Kolam Ayer, PUB had solicited extensive public feedback over a 2-year consultation period. PUB reached out to the public for feedback and ideas through the display of plans at public exhibitions, internet and surveys. Discussions were also held with grassroots committees. With the valuable feedback collected, the plans were revised and presented for further discussions several times over the 2 year period.

There were also consultation sessions with stakeholders such as the National Sports Associations like Singapore Canoeing Federation (SCF) and Singapore Dragonboat Association (SDBA) to create buy-in for bringing the sports to our waterways. The stakeholders provided valuable inputs on including design elements that would make our waterways more user friendly for water activities, for example, building platforms for launching kayaks or canoes.

Private
A workshop on the ABC Waters Programme was held for private developers, involving the Real Estate Developers Association (REDAS) and professional bodies such as the Singapore Institute of Architects (SIA), Construction Industry Joint Committee (CIJC) and Real Estate Developers Association (REDAS) to gather their inputs.

To encourage property developers to leverage on the potential of waterbodies to add value to their new developments, PUB amended the code of practice for drainage based on feedback from industry dialogue sessions with professional bodies. These amendments are aimed at encouraging the use of water in urban design. PUB is confident that through innovative design and implementation, a waterway can fulfill its drainage functions and yet be aesthetically pleasant and even allow for recreational activities. REDAS, SIA, CIJC expressed support for the Programme as it provided greater creative space for the design of new developments as well as commercial opportunities for premium waterfront developments.

(d) Use of Resources

The consultation and publicity on the ABC Waters Programme will culminate in a public exhibition of the Master Plans on 6 Feb 2007. To highlight the importance for this programme, Prime Minister, Mr Lee Hsien Loong will open the exhibition. At the exhibition, the first 5-year plan and projects under the Programme will be shared. The exhibition will also feature displays by the 3P (People, Private and Public) sectors. Following the launch of the exhibition, the exhibits will be taken on roadshows in various constituencies. The public will be invited to provide feedback on the Programme at the exhibition, the roadshows or at PUB’s website. PUB hopes to gain much feedback and support for the Master Plans through the exhibition and roadshows.

Over the years, Singapore has built up its reputation for being a clean and green city. The ABC Programme will beautify our blue waterways and make them a unique feature of the landscape, turning Singapore into a clean, green and blue city. Utilitarian concrete drains, canals and reservoirs will be transformed into beautiful, vibrant and flowing streams, rivers and lakes filled with water-based activities. Singapore’s waterways and their vicinity will become vibrant community spaces for new water-based lifestyle activities and attractions, offering more recreational options for her citizens.

Through this programme, PUB hopes to engage the hearts and minds of Singaporeans such that they will value our waterways for more than just its function of drainage and water collection. By appreciating its beauty and enjoying the vibrancy of the lifestyle activities, they can build a relationship with water and take ownership of keeping our waterways clean.

Sustainability and Transferability

  Is the initiative sustainable and transferable?
Through the ABC Waters programme, PUB has deployed a participative and inclusive 3P approach. PUB believes that we need to invest time to engage our stakeholders and our 3P partners in the decision-making process. Only by doing so can we co-create and co-own a programme which our 3P partners truly support because it meets their needs and reap benefits for all. This ensures the sustainability of the programme.

This 3P approach is replicated in our other programmes. Besides providing an adequate supply of water, PUB also takes a proactive step in managing demand through water conservation programmes. For example, the Water Efficient Homes (WEH) is a community-driven programme that reaches out to the People sector. Do-it-yourself (DIY) water saving kits are distributed to the residents free-of-charge for self installation. Mobile exhibitions are set up to educate the public to adopt good water saving habits. PUB also launched in March 2006 the “10-litre challenge” to get every individual to reduce the daily water consumption by 10 litres. One of the programmes under this initiative is the formation of Water Volunteer Groups (WVG) by grassroots and volunteers. The WVG conducts door to door visits to households to educate them on behavioural aspects of water conservation and to install water saving devices. A website portal is also put up to challenge the public to save 10 litres of water a day. To engage the private sector, PUB also assist the private commercial and industrial premises to review and reduce water consumption through the Water Efficient Buildings (WEB) Programme.

PUB has developed a robust water supply system and takes a holistic approach to water resources management to achieve its vision, Water for All: Conserve, Value, Enjoy, PUB actively fosters the participation of the 3P sectors to conserve, value and enjoy water.This ensures the long-term sustainability of our water resources.

Lessons Learned

 What are the impact of your initiative and the lessons learned?
The greatest obstacle that was overcome by PUB in this process was changing mindsets. PUB has boldly gone ahead with opening up of its reservoirs for recreational activities in an effort to get people to value and enjoy Singapore’s water assets. PUB had to overcome and dispel the commonly held notion that human activity will lead to more pollution. It is PUB’s belief that by allowing people to build a relationship and attachment with water, there will be greater incentive and desire for people to take action to keep the water catchments clean.

In the last few last decades, PUB has focused its attention on laying the groundwork i.e. investing in technologies, building infrastructure to fulfill our functions of water supply, collection and reclamation. After laying the groundwork, PUB came to understand that the hardware alone was not enough to ensure the sustainable of our water resources. The “software” of educating the public and fostering participation of Singaporeans to conserve, value and enjoy water is equally important. This means that that PUB needs to go beyond just engineering but move on to involve Singaporeans in the work we do. Through the ABC programme, PUB has evolved from the traditional role of being the sole custodian of our waterways to being a facilitator and integrator in engaging all Singaporeans to value and enjoy water and collectively take care of our water. The positive response we have received so far has inspired PUB to change the way we work and engage our stakeholders in our decision-making processes and all our programmes.
