The Problem

The Italian Police has created World’s first “On line Police Station” launched on 15 th of February 2006. It is a web site ( www.commissariatodips.it ), always at disposal of the citizen where he can:
1. Find general information.
2. Download forms.
3. Report a computer crime or theft and loss.
4. Receive valuable advices.
5. Interact with experts.

The On line Police Station is organized in this way:

INFORMATION AREA:
• Passports
• Immigration
• Minors
• Recruitment
• Licences and Permits
• Legislation on computer crime

PREVENTION AREA:
• Internet, E-commerce and Privacy security.
• Advice.
• Tips from the Public.
• News about dangerous phenomena on the Net
• Forum.

SUPPRESSION AREA:
• Theft and Loss Reports.
• Computer crime Reports about: Hacking (investigation of computer crimes), E-Commerce (suppression of financial crimes committed through the abuse of IT), Telephony (crimes committed in the field of phone communications), Copyright infringement and Intellectual property violations (such as satellite, software and audio/video piracy) and On-line child abuse.

The On line Police Station is a new, innovative, efficient, useful and high quality service offered to all the citizens. It realizes, for the first time in the world, a Police structure oriented to the web surfers speaking their own language.

Solution and Key Benefits

 What is the initiative about? (the solution)
The achievements can be summarized as follow:
Less work for the Police Stations that have the chance to use their personnel to have more control and security on the territory.
A new concept: the citizen in the middle of the Institutions. In fact, the On line Police Station reaches him in his office, home and so on. Therefore the citizen’s trust in the Institutions increased and now he can browse the Net safely.
The Time’s cover of this month quotes that the current year can be considered the most important concerning the concentration of the human and social resources on the Net. Therefore the project has a great achievement like helping the Net surfers to fell more secure in using Net technologies.

Actors and Stakeholders

 Who proposed the solution, who implemented it and who were the stakeholders?
1st June 2005: The birth of the On line Police Station’s idea.
From 30th June to 1st December 2005: Training of the personnel and birth of the infrastructure
From 2nd December 2005 to 14th February 2006: Phase of testing.
15th February 2006:The launch of the On line Police Station.
From 15th February to 15th December 2006: 400.000 visitors, more than 7000 request for information, 3500 signalations about crimes on the Net and 3000 reports on line.

 a.      What were the strategies used to implement the initiative? In no more than 500 words, provide a summary of the main objectives and strategies of the initiative, how they were established and by whom.
As the metropolis’ streets are often considered, in the reality and in the imaginary collective source of traps for the citizen, in the same way the roads of the data transmission can hide dangers that worry the navigator of the Net. To these citizens was intended to transmit a reassuring message and therefore as the Police station is the point of reference in case of difficulties, so the On line Police Station is the point of reference on the Web. In fact in this Office they can report a computer crime and interact with experts who can answer questions about Internet security. This Office is managed by the Postal and Communication Police Service which is characterized by a capillary and flexible operational structure.

To make the citizen closer to the Institutions, to induce and stimulate the citizen to report a crime, to offer a service easily reachable and easy to use by everybody also from people with handicap that would risk to be left apart.

1. To reply, in real time, to the citizen’s needs.
2. To make the use of the web site (www.commissariatodips.it ) more easy. That’s why it is written in a simple language.
3. To be courtesy.
4. To reach everybody.
5. To give a quick response to the citizen’s reports communicating what has been made in that matter.

(d) Use of Resources

 d.      What resources were used for the initiative and what were its key benefits? In no more than 500 words, specify what were the financial, technical and human resources’ costs associated with this initiative. Describe how resources were mobilized
More trust in the Institutions, more crimes reported, less work for the Police Stations, ready knowledge of new crimes on the Net, more security of the citizen surfing the Net, full knowledge of the social phenomena that could become new kind of crimes ( bullysm etc.).

Sustainability and Transferability

  Is the initiative sustainable and transferable?
To advertise the birth of the On line Police Station several agreements have been made with the main web portals ( google, virgilio, yahoo, kataweb etc.) that created on their home pages a link bringing to the On line Police Station web site. Therefore the main press agencies took part to the opening ceremony and personnel from the On line Police Station is present with a stand in the main fairs about net security and public communication. At last some agreements have been made even with the main consumers' and users' associations and with the ANCI (National Association of the Italian Municipalities) which have fully supported the new project advertising it and being open to every kind of collaboration with the web site.

Lessons Learned

 What are the impact of your initiative and the lessons learned?
The main difficulties met were:

The mentality of the policemen themselves that culturally are in the habit of having a direct contact with the citizen.

The reaching of all the people even those with few technical means.




At the moment the web site is only available in Italian but soon it will be in English as well.
