The Problem

1. The 96 London Convention Protocol banned ocean disposal of controlled substances. Therefore, it was necessary to come up with measures to treat sewage treatment sludges produced in the process of food waste disposal.

2. New cleaning administration system was introduced to recycle sewage treatment sludges (organic sludges) produced in the process of food waste disposal in a pro-environment way. Related equipment was also developed and distributed.

Solution and Key Benefits

 What is the initiative about? (the solution)
1. Recycling sewage treatment sludges (organic sludges) saved budgets and costs spent in the treatment process. The amount of food wastes reduced by 15,000 tons/year, and the costs of treatment by ₩1.2 billion/year.

2. We aim at zero disposals of controlled substances by recycling sewage treatment sludges (organic sludges) through pro-environment cultivation technology.

1. For the zero disposals of sewage treatment sludges (organic sludges) produced in the process of food waste dumping, the innovation idea bank team at Gwangsan-gu Office created its own action plans and system for the treatment.

1. Basic Strategy and Plan
Gwangsan-gu Office came up with strategies for the zero disposals of sewage treatment sludges (organic sludges) and worked with a group of housewives to form an idea bank team and prepare action plans and improvement measures.

2. Action Plan: Housewives and apartment residents' associations concluded an agreement with a company to introduce their own food waste disposal device by developing microorganism and equipment for recycling of food wastes.

1. December, 2006: Setting up basic plans to reduce sewage treatment sludges (organic sludges)
2. January, 2007: Organizing an idea development team to create sludge treatment equipment
3. April, 2007: Signing on an agreement and commissioning research job for equipment development
4. October, 2007: Conducting a pilot operation of the developed equipment (One apartment area)
5. November, 2007: Designating a complex for a pilot operation and expanding distribution of the equipment
6. 2010: Pursuing zero food wastes (sewage treatment sludges) disposlas in Gwangsan-gu

1. Lack of residents' awareness about serious environment pollution caused by pollutant :
Efforts are made to inform the residents on the seriousness of environment pollution and lift their awareness through experience programs for kids.

2. Costs for the treatment equipment :
The Gwangsan-gu Office provided financial supports to install the food waste treatment facilities and concluded an agreement to take part of the costs for the treatment device.

1. The food waste treatment system cuts off the creation of environment pollutant through zero disposals of sewage treatment sludges (organic sludges) and saves treatment costs by transforming sludges into resources.

2. Regulations for mandatory introduction of the system provided legal ground and the system was disseminated to other local governments to become nationwide pro-environment system.

 What are the impact of your initiative and the lessons learned?
1. At a time when the importance of environment protection is more emphasized than ever before around the world, the residents take pride in making contributions to the environment preservation. Their willingness and endeavors are part of the elements that make our initiative successful.

2. Cooperation among residents, public officials, and related organizations helped develop various items and activities to prevent environmental pollution. It laid the foundation to make people know how serious global warming is and to protect the earth from climate change.
