The Problem

1. The geographical location was separated, where the companies control department and the Directorate of the commercial register were located in several places. The Ministry of Industry & Trade decided to gather them in one place (Ground floor) to be close to the customer and service delivered.
2. Saved files that exist in indiscriminate manner can not be obtained by an easy way and certain persons are aware of extracting file instead.
3. The extraction of files takes a long time, leading to the delay in obtaining the required service.

Solution and Key Benefits

 What is the initiative about? (the solution)
1. Files and documents were archived using BARCODE system .
2. Streamlining.
3. Reduce procedure time and cost.
4. Files protection.
5. Questionnaire was distributed to measure the satisfaction of clients and investors concerning “Stop and Shop” service. Analyzing the questionnaire shows 89.8 % of total satisfaction.
6. Transparency, rotation system.

2. USAID financed a study; tender with certain specifications was put forward and transmitted to ‘SIGMA COMPANY’ for supervision and design which later tender was presented to Tender Department.
3. Former director of administration affairs “Mr. Ziad Abandah” was nominated as project management.

1. An idea was translated into a program and implemented through action plans through local tenders.
2. SIGMA COMPANY (Design and Supervision), QAHTAN HADDADIN (Study and Execution) and USAID (Invitation for tenders) execution of local firms.
3. Results:
• Streamlining procedures.
• Facilitating the delivery of services.
• Transparency in performance.

(b) Implementation

 b.      What were the key development and implementation steps and the chronology? No more than 500 words
1. Consultancy study was prepared by one of the local firm.
2. Technical specifications, project design and technical tender documents were prepared.
3. Tender was referred to a local construction company and was executed.
4. A director has been identified, and supervises the implementation of the project.
5. Duration of the project was a year and a half, including the location of files in the basement, linking it with “Stop and Shop” elevators and computer systems to request and reserve files.

(c) Overcoming Obstacles

 c.      What were the main obstacles encountered? How were they overcome? No more than 500 words
Technical problems:
• Gathering all files in one place.
• Requesting files problems.
• Randomly filing , now arranged by Terminal Colored Digital System
• 10 Million Documents have been archived.
• Archiving required 24 hours of work.

(d) Use of Resources

 d.      What resources were used for the initiative and what were its key benefits? In no more than 500 words, specify what were the financial, technical and human resources’ costs associated with this initiative. Describe how resources were mobilized
Financial resources:
• One million and a half Jordanian dinar for construction works.
• Half a million for archiving.
• Technical equipments ( new computer systems, new computer network).
• Ministry staff (project manager, mechanical engineer, electrical engineer, civil engineer).

Sustainability and Transferability

  Is the initiative sustainable and transferable?
During the project, the development and modernization of some aspects of work:
• Treatment of negative issues and matters and transforming it into positive.
• Adding stand system to improve existing services.
• Cameras and monitors and network computers arrangement with Archiving System.
• Running financial resources.
• Services provided in this place have regulations which govern work procedures.
• Governmental agencies visited the place, and reviewed the experience of the ministry to benefit from this project, and at the global level several international delegations have visited the site including the delegation from the World Bank to acknowledge this experience and benefit from them.
