- Requirement for a system optimizing information in the 'flood of information' of local governments.
- Recognition of the need for taking a nationwide initiative in expansion project of Korean Estate Information System, the national GIS project.
- [Targeting Luxury Brand] Selected as local administration innovation brand project for 2007.
- Requirement for utilization of updated new address DB with correctness.
■ Finding innovation subject.
- Aiming at realization of effective local administration and promotion of civil service quality, by providing two-way information with residents' participation and higher value added information with combination of various geographical information and utility information systems which are currently operated severally.
- Providing utility information of high quality combining local utility information suitable to the peculiarity and environment of the province in order to solve the low customers' satisfaction, which arise from the information severally provided by the city and county in spite of expanded life sphere of provincial residents.
- Standardizing local utility information DB for integration of local utility information of each region as the need for a new method of circulating and sharing information emerges in order to smooth out the regional information disparities.
- A Need for publicity and utilization of GIS-based new address information by each local government in order to minimize the confusion that might arise from statutory concurrent use of street names and addresses (since April this year).

● Elevated efficiency of administration service
- A cornerstone for Ubiquitous society shall be prepared by reinvigoration of local community, promoted mutual information interchange, active PR of central government-driven New Address project and its early settlement.
- Reduction of work process at each level and department by simplified administrative process through utilizing new address DB updated in realtime.

● Preparation of information exchange system for information service of broad life sphere.
- Local utility and geometrical information of cities/counties can be accessed from any place in the country. Information exchange system among all local governments shall be prepared and it will lead to establishment of local distribution system.

● Development into broad area information system of next generation e-government and nation-wide expansion
- The system shall be developed into broad area information system of next generation e-government with introduction of self-evolving e-government UCG in which the residents shall not only consume but actively participate.

Lack of sense of sovereignty of each city/county office.
Dependence on outsourcing service. Retains doubts about the need.
Lack of members' support and willingness to participate.
Insufficient reward system for innovation result.

Establishment of computerization-related infrastructure including new addresses of the province and cities/counties.
A need for publicity method of new address project.
Support for the drive of pan-government level innovation including Aerial Imagery Information Service and establishment of KLIS.

New address projects of all cities and counties are incomplete.
Organization and aftercare plan for the Innovation Brand Project is not prepared.
Escalating competition in private service sector.

- 1U Broad area service
● All utility information shall be provided by One-click through just one broad area service system based on new address DB AND KLIS, including; civil affairs and administrative information such as estate and geometrical info of every local governments, land utilization plan, building info, health & welfare, disaster and etc, and other utility info such as culture, tourism, real estate, traffic and etc.

Detailed strategy - 2U Intellectual/order based service
● Information based on individual user's demand shall be available. Any information that the user wants shall be provided on order base including his interest such as cultural space, real estate prices, traffic and any interested area of broad or basic local governments. Intellectual function service shall be available in order to provide variety of order based service in consideration of regional traits, age and sex.
Detailed strategy - 3U Service with residents' participation
● This system is not supplier-oriented but user-oriented. A user may create service or information and upload them for objects of service.
Detailed strategy - 4U
● Meanwhile, current situation of exchanging and sharing information among local governments is so poor that access to other area's information and its integration is practically infeasible. Especially, standards for broad area service at city or provincial level for the promotion of utilizing central government's standardized systems (ex. KLIS) are not fully prepared. In order to solve such problems and enable to exchange and share the information, establishment of data standard system and sharing system, link policy, introduction of new web service technology, synchronization of common service data based on XML and system of sharing other area's info through central data server are needed.
