It is always said & firmly believed by the intellectuals in India & world level that all those natural resources which are needed to up-lift the living standards of any community --- all these resources are amply available in India.

However, due to high scale of corrupt practices in bureaucracy administration, judiciary & in most lethargic ill-literate political system, the state India has still remained backward in all walks of life.

The systems prevailing in India need to be revamped so as to instill the sense of accountability in the minds of custodians. And for this the contribution of people is also needed along with the honest & literate participation of political WILL. There for I Hitesh Bhatt---- as an individual, openly declare my participation to change the course of corrupt & lethargic & crippled administration & judiciary systems norms.

As said above I need an empowerment & a forum to undertake activities to bring about the solutions in the area of social inequalities, right to have basic civic amenities like drinking water connection, house hold domestic electricity connection, cleanliness surrounding resident area, sewerage sanitation line, street light, etc…, social-economic up-liftman of poor & needy, education to all, poverty alleviation, democratic rights to all in real sense etc……

I, the claimant, am facing the problems related to not being able to enjoy the basic civic amenities for the past 11-12 years in spite of falling eligible with respect to my individuality.

As the corrupt motivated practices in all systems have really deprived me from enjoying all these civic amenities like drinking water connection, house hold domestic electricity connection, cleanliness surrounding resident area, sewerage sanitation line, street light, etc…, non enjoying all these civic amenities.

Moreover, I have the experience of grass root level of how a common is forced to pay the price (bribe) when he does not succumb to malicious wrong practices adopted by the systems & their officials.

To a larger extent the communities affected immensely over the years will benefit a lot. The new ideas & practices which will be adopted will usher in a new era & a precedent will automatically get set for India & world.

Revenue generation can come through only when the appropriate forum is allocated. By implementing new ideas finally the corruption level will definitely go down, &, the money being saved in stopping corruption that save money can be utilized in developing infrastructure & improving overall good governance.

The environmental problems have arisen due to abuse of official power, abuse of humanely values. And once the values of humanity are restored the environmental problems will vanish in the short period of time. The systems have also grossly failed to notice the environmental problems as well. I am better equipped to address problems at least in the area in which I am living in India.

A collective effort is required the problems being faced by the communities can not be redressed or sorted out by any individuals, or any organizations. It needs participation from the bodies such as UN, UNO, NGOS, Heads of states, individuals, world banks, world renowned celebrities, intellectuals etc…… can be assessed in appropriate forum.

When you say that we must have a company or trust to represent our participation in the competition without which our written arguments will not be considered for the competition then we would suggest you not send us the the information about such events to be held in future.

Who proposed the solution, who implemented it and who were the stakeholders?
The legal battle I am fighting against the indian constitutionally designated systmes has really provided me indepath kowledges & empirical experience as to how the system is corrupt & how it helpless the life of a complainant? The written arguments which I have made in the judiciary the set of which is self explanatory.As a matter of fact since 1998- to till date to date (11-12 years) I have been fighting hard with all the constitutional bodies to get basic civic amenities at my residence newly built house. Since 1998 I have been facing in-justice, delay in carrying out field work to let me enjoy civic amenities like drinking water connection (for 10-11 years), conspiracies amongst government bodies to deny me in-directly civic amenities like water connection, sanitation sewerage line, cleanliness surrounding area, electricity connection (for 5-6 years), leading approached road as per town planning road approved by authority, street light, un-healthy atmosphere living condition, pathetic situatution, trauma, justice. The delay in delivering justice, in giving civic amenities is intentionally & wittingly committed by the systems like administration/judiciary/political & media. As the custodians of the systems are fearful of getting exposed.Hence my fight against all these manipulation & political maneuvering for political mileage should be considered as my activities or initiatives considered as my activities or projects I have taken up to eradicate corruption & un-ethical practices from the systems.In my all written arguments with the systems I have stressed the need upon having a good, honest & transparent good governance out of my sheer hard work, physical pains, trauma, time consume to get civic amenities, incurred expenses, mental torture I have finally been able to get my own administrative efforts water connection & electricity connection at my home 15-March-2007 (drinking water connection10-11 years) & 27-May-2003 (Electricity5-6 years.). After fighting hard for 10-11 years I do all the activities in limited fund resources & if at all I empowered by a world renowned body like you I am sure I can turn the table on errant systems & push the corrupt official to a dead end. POLITICAL PROCESS: To eradicate corruption from the systems which are engaged in providing basic civic amenities for all. Civic amenities of all kinds are inherently to be made available for each & every living being & not only human being only. Hence my activities will revolve around political process.Regional process will be devised in due course once formalities at your end are over. let me see whether I am going to be fortunate enought to get your membership or not.

b. What were the key development and implementation steps and the chronology? No more than 500 words
It is very well understood by me that the judiciary system is comprised of qualified people, in spite of that the system is asking me to speak in my own words in the open forum, now, tell me do you all not happen to be well qualified who do not understand what I have claimed in my written arguments which I keep sending you either through e-mail or through post or courier. Wherever if you feel that you could not understand what I am driving as __ you all are strictly intimated to let me on written paper from your end. Do you all understand what I have suggested? Time & again the entire matter & the in-justice meted out against me are fairly un-just & grossly distorted my arguments. Now after such a long time of impasse I have started feeling strongly that the National consumer disputes redressal commission (NCDRC) is the main perpetrator of all & to a great extant apex court is also held responsible for not paying due attention to my grievance despite that fact that the written arguments were also sent to apex court of India in the form of C.C. for necessary information & action. While addressing the written arguments to some other concerned body. The entire constitutional system is at fault ___ who will punish you all?? Let the constitutional power be given to me & my team I am sure I will show you how efficiently the cases & entire matters can be resolved. Now, when I say that all the system are at fault it has become my intrinsic right to ask for the huge compensation without which you people will never come to know ghastly the offence has been committed by you all?

c. What were the main obstacles encountered? How were they overcome? No more than 500 words
In my case, there has been an indirect attempt made by the officials of Gujarat electricity Board (G.E.B.) to compel me to offer some bribe there by I could have get domestic electricity connection very easily & immediately, but, then I was & am still averse to employing such practices. In view of this stance I was not given electricity connection for as many as 5-6 years. Even for this very reason I approached all relevant government bodies, office of the President of India, Office of the Prime Minister of India, Office of the Governor of Gujarat. But to my sheer surprise every government body has turned its back on me & pushed me in further crises. Now, there has arisen a question as to what shall be done to prevent these officials to keep them under check. To me this is nothing but one sort of terrorism & white-collar crime only. All these concerned higher authorities in the higher courts & judiciary systems who are courageous, prudent, scrupulous, neutral, positive, just, honest & the believer of law & the worshipper of motherland need only look into this matter to bring out changes in the defective system.

In the present context my only objective is to get all the basic civic amenities like sanitation sewerage line, leading approach road as per town planning, cleanliness surrounding house area, street light, un-healthy atmosphere surrounding area etc… unless I am socially,familywise & financially strong enough to achieve the desired set goals I will not be able to deliver good results. In view of this I would firstly prefer to have my own infrastructure & sufficient financial/fund resource I am sure my achievements & distinction will achievements come through automatically. You yourselves will see the distinctive approach I will have when taking on the wicked, un-scrupulous & corrupt people.As otherwise I am really strong enough to take on any project at any stature whether short, medium or long term.My only constraint is fund & finance. Had I been financially so strong then I would have never fought the legal battle on my own instead I would have appointed one competent authority to act on my behalf to fight against all bodies to seek justice fast. My own empirical experience to notice corrupt practices from the grass root level up to top level of any government body. Is the initiative sustainable and transferable?
I will remain in contect with WWF only after becoming a permanent member of your body. The reporting will be through e-mails, submission of hard copies of now findings, telecommunictions, vedio confernacing etc…..since I am individual engaged in fighting corruption___ I have a colleage who provides administrative support as & when need aries but as of now we both have decided that we will set up an organization which will remain focussed on the guidelines of ethics driven actions.My colleage has also got same idealogy as that of mine to forge the impect of ethics based on human values.My colleage, on behalf of me, will communicate with your body or any of your official hence he/we be considered as part of represantation from my end.My vision is very clear & on the face of it I want to see a world & the society free of any corrupt practices. As you know corruption not only spreads social menace but it also brings in poverty, social in-equality, literacy, poverty, unsafe social living, un-hygienic living conditions, lack of education facility & above all the abused political values in the country/system/world.My mission will be to encourage social balance to reduce poverty, promote sustainable economic development, eradicate illiteracy from the society, enforce the sense of accountability in the systems governed under constitutional authorities, promote educational values, instill the ethical values in the minds of the people, nature the children, extend possible help to make governance of system smooth & easily approachable by common man etc.My kind of duty bound obligations will be discharge with honesty, integrity & sustainable efforts which will certainly help the mankind at large.

What are the impact of your initiative and the lessons learned?
Reforms relating to administrative system & judiciary system should be done later; firstly the department should stringently ask the officiating concerned department to redress the grievance with immediate effect. The liberties of democracy are entirely enjoyed by the bureaucrats, politicians & judicial officers as all these people constitutionally appointed office bearers are working under the shelter of constitution. Even if they do something wrong nothing is going to happen. If you can violate the rule of law then I think everyone should be free to do so. The fact is, that majority of all these people commit wrongful acts for gaining selfish & corrupt motive. If this is not so, then can anybody tell me & justify why it has taken such a long time to provide me basic civic amenities? If a poor has done something against the rule of law he/she is prove to be prosecuted threatened & out of this situation he/she is likely to be exploited & harassed. Why this? I am surprised that though I have put up my arguments articulately before the higher authority of India all the systems nothing has positively & proactively & fast action happened. Do I consider that the office of all higher authority & the supreme court of India are taken for granted by the lower hierarchy constitutional bodies? What is the use of office of the higher authorities & the supreme court of India when neither of them is discharging meaningful duty bound moral obligations? There by this attitude of constitutional bodies’ leads to harassment & mental torture to common people like me. How long & for what this is all required? Do not we have to rise to the occasion to make India economically more super power? Merely by proclaiming that India will be! Super power by 2020 __ will definitely not serve the purpose & for this a positive attitude proactive & fast action needs to be taken without which everything else is redundant. The mindset of the people especially those who are working under the shelter of constitutional body are more harmful & dangerous & detrimental to the good cause of India. The rule of law of this land seems to be as good as the tyrant ruler ruling over the kingdom. I think if the judiciary is abused or the judges are humiliated then it does not become a crime, as for, when it is the abusing co-related with that of the non-compliance of opponent to effectuate & implement the court orders.
