The Problem

The Human Resources Management Authority was estabilished in 2004 as a Government Body in charge of implementation of the Law on Civil Servants and State Employees. One of its defined resposibilities refers to the announcement process, selection and employmenet in State Body Authorities in Montenegro.The Human Resources Management Authority, as a very important Governement Body, is responsible for the implementation of the afore-metioned activities through which it wants to ensure specialized and effective resources of a good quality that can contribute to modern functioning of Public Administration.
Salaries of Civil Servants and State Employees are among the lowest ones and that is one of the reasons why there is a very small number of candidates who apply for HRMA’s announcements.
SIGMA, the European Commission, states in her report about the improvement of Montenegro that the major condition for entering of Montenegro into EU is the strenghtening of administrative capacities and Central Body, i.g the Human Resources Management Authority.
In order to ensure the effective resources and to organise the promotion of State Body Authorities’ work, the Human Resouces Management Authority initiated, created and implemented the first Employment Fair in State Body Authorities.

Solution and Key Benefits

 What is the initiative about? (the solution)
Given that from the economic point of view the work in the government bodies is not as payroll as it is in the private (corporate) sector, in recent years it has come to constant outflow of quality personnel and in this regard it was necessary to present the other benefits of the work in the state authorities institutions. The main objective of the employment fair was to raise the level of motivation to work in governmental institutions.
Around 35 bodies of state administration, among which were present all the ministries, administrations, institutions, the directorate had a chance to be in direct contact with the interested persons and to present the work of their institutions, their needs and the benefits they offered. One of the indicators for success of this event was a number of interested media outlets that were present on this event (all broadcasters from the territory of Montenegro, the daily newspaper ...). Within 2 days duration of the fair , state authorities stands were visited by large number of people. Approximatly 70 candidates left their CV s by each institution. Given that the process of recruitment in the bodies of state administration takes approximately 45 days, we concluded, with satisfaction , that 12 candidates who visited the fair have already been employed . Accordingly, the Fair was very useful, both for State authorities and the candidates.

Actors and Stakeholders

 Who proposed the solution, who implemented it and who were the stakeholders?
Sector for public announcement and monitoring of legislation through years of implementing the procedures of employment in the state authority institutions, based on the practice, came to an idea to organize the Employment fair. Conceptual creators and coordinators of this event were Duro Nikac, Zenajda Deloik and Vladana Miranovic. The initiative for organizing the fair, was supported by the Employment Agency of Montenegro and the Center for Vocational Education.

 a.      What were the strategies used to implement the initiative? In no more than 500 words, provide a summary of the main objectives and strategies of the initiative, how they were established and by whom.
The case analysis has been done based on the Report of EU on the improvement of Montenegro, recommendations of SIGMA and the Report on the Human Resources Management Authority work, for the period of 2007/2008. It has come to the conclusion that the State Body Authorities deal with the problem of drain of quality resources and weak motivation for working in the State Body Authorities. In 2008 that is recognised as huge problem, especially when taking into account the fact that Montenegro has prepared the application for status acquirement of the candidate country for EU membership.

(b) Implementation

 b.      What were the key development and implementation steps and the chronology? No more than 500 words
First was organized the meeting with representatives of State authorities institutions were the idea of organizing the fair was presented. The meeting was attended by approximately 70 representatives. After the meeting, we sent a written invitation for participation in the Fair. Participation has been confirmed by 35 bodies. After that, we organized the fair. Sector for public announcement and monitoring of legislation together with the assistance of the Employment Agency animated the candidates and the unemployed ones from the database. In addition to that, we started the aggressive media campaign, as wellas the process of animating students who are graduated on all faculties of University of Montenegro.

(c) Overcoming Obstacles

The biggest obstacle that has emerged at the very beginning, was the hostility and the passivity of authorities which had a dose of skepticism about presenting the advantages of working in State body Authorities and generally, that can be achieved by greater interest of young people to work in state authorities institutions. This problem was overcome in direct contact with the authorities. On the other hand, when candidates had been suspected in the existence of vacancies in relation to future employment in general.

(d) Use of Resources

The HRMA took up all the expenses of the organisation of the first Employment Fair. Complete organization of the Fair was done by the personnel from HRMA.

Sustainability and Transferability

  Is the initiative sustainable and transferable?
Given that the summing of results is still in progress, general grade of the State Authorities Seniors is that the purpose of the Fair has been reached. At the meeting held in the premises of HRMA on December 2008 it is decided that the Employment Fair will be included in regular annual activities of the HRMA and for the complete organization the funds are provided in the annual budget which was adopted at the end of the year of 2008.

Lessons Learned

 What are the impact of your initiative and the lessons learned?
The biggest success of the Employment Fair consist of the fact that candidates who visited it were proven that State Administration transformed from closed and rather inaccessible system, to Bodies that represent the service to citizens. In addition to this most of them have made an impact on the candidates, in terms of raising the level of motivation to work in state bodies and the impact on breaking prejudices about the belief that public annoucements are published for working positions already occupied.
