The Problem

As we have already known, the 21st century is the century of transnational crime and terrorism, which engender negative impact on national and international security. Thailand, without exemption, is a country where inevitably receives the consequence of the dark side of the globalization, so called "transnational crime". It seems evidently that the transnational crime has concretely given its bad consequence to the world since two decades before the 21st century. Nevertheless, unfortunately, many Thai policemen have not still understood much regarding what the transnational crime is. This leads to inefficient implementation and policy-making against transnational crime.

2. to enhance criminal analysis.
3. To improve ability in investigation, especially, transnational organized crime.
4. To gather and analyze information systemically and bring it into policy-making against transnational crime.

Actors and Stakeholders

 Who proposed the solution, who implemented it and who were the stakeholders?
The National Central Bureau-Interpol Bangkok (Foreign Affairs Division) proposed the solution. The Transnational Crime Coordination Network (TCCN) was established to give understanding to all relevant police units the meaning and negative consequence of transnational crime. The TCCN is administrated by the Transnational Crime Coordination Centre (TCCC) and main software, which is used for gathering and analyzing information, supported by the Australian Federal Police. The TCCC is managed by the National Central Bureau-Interpol Bangkok (Foreign Affairs Division. 22 operation police units around the country are the stakeholders and they are called the Transnational Crime Coordination Unit (TCCU).

 a.      What were the strategies used to implement the initiative? In no more than 500 words, provide a summary of the main objectives and strategies of the initiative, how they were established and by whom.
Our strategies are "Knowledge, Sharing information and Efficient Analysis are the key factors leading to combating against transnational crime". We provide computers with Case Management and Intelligence System (CMIS) software to our all stakeholders. When crimes happen or investigation is launched, the TCCU will input their information through computer with CMIS software. All information will be transferred automatically into main server located at the NCB-Interpol Bangkok where will analyzed all information received and present to the Executive Police for policy-making. Apart from that, CMIS is also a tool to create network of investigation. During project, CMIS training course, Case Analysis Course and knowledge regarding transnational crime were organized to many policemen from 22 stakeholders continually.

Gathering information and analysis have continually been implemented by policemen who got CMIS training and passed the key courses within first two years of the project.

(c) Overcoming Obstacles

The main obstacle encountered is that most of policemen in operation unit did not understand the transnational crime and its impact on national and international security. Also, in the first year of the project, they did not understand the real purpose of the project and what kind of benefit they receive from the project. However, all obstacles were solved by training, courses, and public relation campaign, such as road show to create understanding of the project at all stakeholders.

(d) Use of Resources

Big budget, computer with CMIS software, a lot of technicians and experts from foreign countries which come from international coordination and cooperation.

Sustainability and Transferability

  Is the initiative sustainable and transferable?
Absolutely yes, the project is certainly sustainable because the RTP supports.

Lessons Learned

 What are the impact of your initiative and the lessons learned?
Law Enforcement should be always reorganized and improved continually. Most necessarily, it must get along with the changes happening in the world.
