The Problem

In the case of an inland city far from the great cities, Rio das Flôres always suffered from political and administrative culture of paternalistic care. The main share of GDP was composed of local agricultural and livestock activities and local trade employed a small amount of labor. The dream of becoming a public server was unanimous among the population given the widespread culture of clientelism for decades.

The Rio das Flôres City Hall has always been the major employer, but from the initiatives undertaken by the Municipal Generation Program of Work, Employment and Income was a significant change in the profile of social care by the local public power.

At that time, the City abandons the role of employer to become a promoter of opportunities with private initiative based on solidarity economy.

The main social groups were included people with alternative income or variable, below a minimum wage living in remote areas of the city, especially districts. And also the craftsmen, in general, the elderly who did not have adequate facilities to transform its work in income. Therefore, the initiative sought to concentrate its efforts to promote opportunities for sustainable development always seeking the downfall of paternalism and the incentive for entrepreneurship.

Solution and Key Benefits

 What is the initiative about? (the solution)
In few words, the initiative provided benefits under economic and social. Economic at the time that brings back about 6% of the population in the labor market and social as possible to those citizens the rescue of self-esteem and self-sustainability.

Actors and Stakeholders

 Who proposed the solution, who implemented it and who were the stakeholders?
The proposal was made by the then Municipal Mayor Mr. Vicente Guedes and implemented by the Municipal Secretariat of Planning for Economic Development in partnership with the FUNCEFET Foundation, Bank of Brazil, SENAC, SEBRAE, CEF, the State Government of Rio de Janeiro and the Federal Government from related ministries and secretariats, respectively.

(a) Strategies

 Describe how and when the initiative was implemented by answering these questions
 a.      What were the strategies used to implement the initiative? In no more than 500 words, provide a summary of the main objectives and strategies of the initiative, how they were established and by whom.
The main route used was the involvement of citizens. We conducted a social questionnaire with the population to clarify what would be the best strategy to be adopted. The result of the questionnaire pointed to the training of the workforce in industrial sewing to meet the strong demand of the textile market.

From then on, the City Hall began a strong cycle of training and qualification of human resources training 800 more citizens of Rio das Flôres in industrial sewing.


The next step was to show to business mans that Rio das Flôres was a city economically viable, and for this purpose the City purchased lands and began construction of sheds to house the textile industries and implemented several tax incentives as a reduction of IPTU in time, and ISS.

Regarding associations (crafts), the shares were to encourage the legalization and support in infrastructure construction as centers of production and sale of local products.

In 2001 it was decided to start a new era of development in the city from the development of local human resources. A series of training courses in different areas were opened in 2002 and 2003. Program of Generation of Work, Employment and Income was already in full operation. The year 2004 was marked by consolidation of the initiatives marked the end of the construction of warehouses and craft centers. The following year, in 2005, was created the Municipal Development Agency - ADM among other tasks that encourage and promote the formalization and legalization of cooperatives of seams. In the following years, 2006, 2007 and 2008 the city has maintained the same structure having any demands that naturally arose.

(c) Overcoming Obstacles

The first major obstacle was aware the beneficiaries about the importance of cooperatives legalization. There was a strong resistance due to the cost of legal process, but we show that with legalization the benefits would be positive, such as the opportunity to access lines of credit to purchase machinery and equipment.


The second obstacle was the very concept of cooperativism. Beneficiaries felt themselves in the position of civil servants, given that the City has always been present in day-to-day of cooperatives. Accordingly, activated the SEBRAE-RJ that promoted a cycle of lectures on the nature and form of the cooperative system, making it clear that there no employees, but cooperated members.

(d) Use of Resources

 d.      What resources were used for the initiative and what were its key benefits? In no more than 500 words, specify what were the financial, technical and human resources’ costs associated with this initiative. Describe how resources were mobilized
We used own resources, and resources allocated by the other levels of Public Administration: Federal and State Government.

The resources used were agreements signed between the Federal Government, State and Municipal, in the period from 2002 to 2007 investments in courses professional, construction of warehouses and purchase of machinery sewing, totaled the importance of US$ 1,609,438.83. In financial year 2008
their own resources the municipality invested US$ 147,293.48 in purchase of sewing machines. At the end of 2008 signed the agreement with PETROBRAS value of US$ 278,016.45 for purchase of sewing machines. We waiting now for 2009 agreement with BNDES (National Bank of Social and Economic Developing) in the amount of US$ 792,297.78 construction of 01 warehouse of 1,000 m2, purchase of machinery and computers and courses of professional qualification.

Sustainability and Transferability

  Is the initiative sustainable and transferable?
Yes, if the public policy managers provides a strong chain of preparing the local workforce to meet standards of quality of the textile market and the political will of local authorities to undertake the initiative. Both are basic premises for the smooth functioning and sustainability of the initiative.

Lessons Learned

 What are the impact of your initiative and the lessons learned?
According to the IBGE (Brazilian Institute of Geography and Statistics), Rio das Flores went from 84 th to the 12th place of the economy of Rio de Janeiro. Today the program employs about 6% of the entire population and if we consider that the average per household occupational is four persons per housing unit that number reaches 25% of the total population served directly and indirectly. There are approximately 480 citizens of Rio das Flôres that recovered its place in the labor market,rescued the citizenship and self-sustainability.

In general, we learned that when the government listens to the population the chances of success become much larger. However, above all, the great lesson is that when there is political detachment on the play of interests can foster the development and growth with solid and sustainability, if all stakeholders understand the context and social function that is being worked.
