The Problem

In Styria there are 542 communities, who did not know among each other about their amounts of waste charge, or the different benefits achievable for selling recycling basic materials at the market as well as about the different costs for waste treatment.

Solution and Key Benefits

 What is the initiative about? (the solution)
The basic effect for the governing mayors was the awareness about the actual financial situation in case of waste and recycling materials and the possibility to exchange informations among each other anonymously. The impact was measurerd by statistical data evaluation and showed the room for improvements. To each member of the project was individually given an evaluation of his own situation versed all the other members of the project. The overall result of the project (benchmark) was provided for the public in anonymous form to make the financial situation of communities concerning waste treatment and benefits for secondary basic materials transparent. The project was initiated by HR DI Dr. Wilhelm Himmel in the year 2008 and continued in 2009. The necessary internet-tool as well as data evaluation for styrian governing mayors was designed by INFA

HR DI Dr. Wilhelm Himmel offered styrian governing mayors to participate voluntarily in a benchmark project to achieve transparency for waste management costs and benefits for secondary basic materials. The warranty for confidential treatment of data was assured to the mayors. An internet-tool was established by INFA inc. (www.infa.de)

(b) Implementation

 b.      What were the key development and implementation steps and the chronology? No more than 500 words
Establishment of internet-tool and excel-sheet for data input. The project was supported by workshops in teaching users to operate the tool accurately. After statistical data evaluation each member was individually given a report about his own situation versed the averall result. Finally statistical output data were presented anonymously and the conclusions were discussed within a public performance.

(c) Overcoming Obstacles

To overcome the distrust of the mayors concerning misapplication of data in line with elections could be seen as the main obstacle. The problem was solved by giving them the confirmation to handle their informations and data as strictly confidential.

The financial resources were provided by the regional government of styria. About 150 participants joined in the workshops.

The project was executed twice in the years 2008, 2009 and can be repeated also in the future considering longer time intervals.

Lessons Learned

 What are the impact of your initiative and the lessons learned?
It was possible to encrease cost awareness, to optimize the financial situation of waste management in styrian communities and to achieve cost recovery by adjusting charge fees for waste collection an –treatment.
