The Problem

The Municipals didn't participate in the planning of the municipal government's activities and, as a consequence of that, the municipal government put infrastructures that were not priority for the communities.

Solution and Key Benefits

 What is the initiative about? (the solution)
. Starting from this initiative, the municipal government started to put infrastructures, satisfying the communities' needs, and avoiding waste of resources. From request of the Municipals, there will be built in the next 2 years (2008-2013) 3 centers of health.

Actors and Stakeholders

 Who proposed the solution, who implemented it and who were the stakeholders?
The proposal was of a group of technicians of the Municipal Council of Nampula, and bill with strong collaboration of the groups of community consultation (a group of chosen citizens for the communities for you represent them in negotiations with the municipal government.

 Describe how and when the initiative was implemented by answering these questions
 a.      What were the strategies used to implement the initiative? In no more than 500 words, provide a summary of the main objectives and strategies of the initiative, how they were established and by whom.
. In the period of preparation of the plan of activities of the Municipal Council of advice for following year, all the municipal leaders, including the vain president the communities to pick the concerns of the Municipals. They are these concerns that enter in the plan, as activities to develop the following year and the budget is fastened in function of that.

(b) Implementation

 b.      What were the key development and implementation steps and the chronology? No more than 500 words
in April and May of 2005 the Mayor of the Municipality visited the neighborhoods and he noticed a widespread dissatisfaction on the part of the Municipals in relation to municipal government; in June and July of the same year, equips of technicians went to the land to do an opinion research and it concluded that the communities had a need to participate in the government, contributing in the process of elaboration of the plans. In November of 2005 it began the consultation for the elaboration of plan of 2006. And of there for here has been practical.

(c) Overcoming Obstacles

 c.      What were the main obstacles encountered? How were they overcome? No more than 500 words
The main obstacle went of finding people for if they move the 121 communal units that the city has.

(d) Use of Resources

 d.      What resources were used for the initiative and what were its key benefits? In no more than 500 words, specify what were the financial, technical and human resources’ costs associated with this initiative. Describe how resources were mobilized
The main used resources are:
- Human resources: about 50 men
Material -resources: vehicles, blocks of notes, pens; they are own resources of the institution.

Sustainability and Transferability

  Is the initiative sustainable and transferable?
The experience shows that the initiative is maintainable; the populations begin to assume that have an important paper in the administration of his/her municipal district. The initiative this to be reapplied for the municipal districts of Metangula and Ribaue in Nampula.

Lessons Learned

 What are the impact of your initiative and the lessons learned?
Today, for besides participating in the elaboration of the activities plan, the population participates in the evaluation of the level of execution of the same plan. The Municipal district is managed by own Municipals.
