The Problem

Issuance of health cards is a service which it is responsible Jeddah Municipality to achieve the principles of the public health community to protect individuals from infectious diseases resulting from engaging in employment qualified health work in public facilities, restaurants, Cafes and hairdressing salons and others. Have to work this through coordination with the Ministry of Health, represented by Health Affairs Jeddah Branch to determine the health centers are authorized to examine the work of employment on the other hand, coordination with the centers for employment screening, which gives labors health cards after registering and the work necessary examination.
Issuance of health cards was in the past was through a custom program for the issuance of health cards is installed in each center independently examine the employment and steps of issuing the card is as follows:

 The health center to receive labors request to issue a health card
 Register the employee of health center in website
 Record the result of medical examination
 Health center receives printed cards from municipality then hand it to the labor
 load data that was recorded and delivered to the secretariat on a regular basis

The role of Jeddah Municipality at the time was overseeing the health centers and follow-up work and technically supported to run the program, it was noted at that time a lot of negatives, including inaccuracy of the data that is entered through health centers and non-compliance with the dates of medical examination and the discovery of cases of forgery of the cards health, which refers to the presence of labors unfit healthy carry health cards are counterfeit.

In the current situation was taking into account all the negative aspects of the previous phase and change the procedures issued health cards, a new mechanism ensures easy version with a security protection on the cards to prevent fraud. and participating in the initiative are: Jeddah Municipality, Makkah Municipality, Health Affairs at Jeddah branch and health centers.

And the steps to release the card at this time start registering electronically the health centers accredited with the deposit of a of money in the account that allow them to start using the electronic services from the website, then the receptionist at the health center request for labor issue/renew health card directly from the website after conducting the necessary medical examination laboratory officer record the result online where the printing center in Jeddah Municipality print cards for successful examination, then delivered to the representative of the health center, in the case of late renewing the card penalty calculated automatically, and the health center print fine for labor; after paying the fine they can resume the issue/ renew of health card. And, of course, the inspectors of municipality visit centers and stores periodically to make sure of the correctness and validity of the health card of the labor.

 What is the initiative about? (the solution)
The key benefits of this initiative are applying principles of health in the community with publication of awareness among community members for importance of this initiative and the extent to better understand their effects on society as well as the benefits of increase productivity with gain a profit for the participating parties that could ensure the continuity of work in the same quality.

In addition to reduce the time and minimize the effort for labors in issue the health cards where average time for issuing the card before the initiative is ten working days while after implementing initiative it reduced to five working days.

The impact of this initiative was measured by statistics of issue cards before the initiative and after the result was:
Average number of health cards per year before the initiative around 60,000 cards
Average number of health cards in one year after the initiative around 181,496 cards

Actors and Stakeholders

 Who proposed the solution, who implemented it and who were the stakeholders?
The solution proposed internally by relevant departments in Jeddah Municipality [Initiatives Department, Commercial Licenses Department and Information Technology Department] they studied the visibility and possibility of developing this initiative with considering the external parties; the outcome of the study was promising to start using the internal resources.

The implementation used the internal resources in relevant departments, where the business processes developed by Initiatives Departments and Commercial Licenses Department, in the other side Information Technology department responsible for technical design and development of services.

The strategy relied on a faith of internal departments in Jeddah Municipality with full conviction in the success of this initiative as far as the support form top management in the Jeddah Municipality

Strategic objectives for the initiative:
 Promote awareness of the importance of health cards for those working in related areas.
 Promote a culture of health control of all members of society consolidate the concept of partnership between public and private sector.

The key to development is community acceptance of the importance of public health in addition to the presence of internal teams that have the ability to develop with advantage of the experience in municipal business.

 Complete the feasibility study in Q4 2006
 Development of electronic services in Q1 2007
 Data migration in Q1 2007
 Official launch of electronic services in Q2 2007

The main obstacles encountered was changing the business processes especially the process that related to external parties and which requires a major effort to convince them with the ability of change management to gain access to the requested service.

These obstacles overcome by presenting prototype of new electronic services with hold many workshops to promote the new changes of procedures.

The resources used in this initiative are: no additional financial costs, where the initiative has been developed internally, whether procedural or technical through a working group consist of ten members of related departments.

Sustainability and Transferability

  Is the initiative sustainable and transferable?
The Initiative is sustainable from an environmental perspective due to the need of the environment for this type of initiative to provide health protection for society. As well as the financial perspective as issuance fees cover the operational expenses of the parties participating in initiative.

This initiative is expandable where it began geographical to cover city of Jeddah then expanded to include the city of Mekkah based on agreement with Municipality of the Holy City. Thus covering the city of Jeddah and Makkah.

 What are the impact of your initiative and the lessons learned?
Most positive effects of this initiative is public awareness of people for the importance of health cards for labors.
The lessons learned from this initiative, the importance of cooperation and partnership between agencies, whether governmental or private for continued success.
