A. Problem Analysis

 1. What was the problem before the implementation of the initiative?
Public participation should be encouraged by the level of information evenly spread in the community. It is hard to expect people to take part in any activities of concrete when they hardly know the information. The lack of written expression from community added by the minimum media of complain management event set the above problem into worse condition. In addition, the geographical condition of the province consisting of 2 main islands (Lombok and Sumbawa) with massive number of population of 5,398,573 residents plus the unevenly distributed telecommunication infrastructures have caused the efforts of disseminating information are even more difficult, as well as burdening the community to improve their economical condition. Another problem faced by the authorities is the residents’ lack of knowledge of technology which apparently cause the minimum public participation in disseminating the information. Besides, the small amount of mainstream media circulating in the remote areas and the administrative and financial obstacles faced by local authorities to incorporate with such mainstream media companies are also among the constraints of the information spreading.

B. Strategic Approach

 2. What was the solution?
Kampung Media (Media Village) is a program of community proposals (bottom up) addressed by the West Nusa Tenggara (NTB) provincial government through the Office of Transportation, Communication, and Informatics. The disposition then became a Breakthrough Program in Information Dissemination Field. The Office of Transportation, Communication, and Informatics structurally ordered The Local Office of Public Information Services (BPIP) to work with stakeholders including media activists, NGOs, youth leaders and others. The BPIP holds regular meetings to map out and solve the problems in the dissemination of information. The provincial government would be able to reduce the publication cost by using online media. The media is used as a tool to improve public participation in the information dissemination program. The government can directly analyze and solve any complaints submitted as well as utilizing the whole information on the online media as the resources to arrange any related policies.

 3. How did the initiative solve the problem and improve people’s lives?
• KAMPUNG MEDIA as a community-based information dissemination program conducted by the citizens, as well as aimed for the citizens. This innovation is the first in Indonesia and exists only in West Nusa Tenggara (NTB) Province, used jointly by the citizens and the government in disseminating information. • The innovation mobilized the potentials of all residents/citizens in terms of disseminating information and socializing the existence of the innovation to community. When the efforts were started by the community, the effects or influences are expected to last long since the initiatives and the works are all conducted by the community. • KAMPUNG MEDIA uses online media (www.kampung-media.com) in the mechanism. This will surely improve, even escalate, the level of knowledge and the utilization of technology among the communities. That way, the quality of the human capital in certain areas and in the province will automatically be improved.

C. Execution and Implementation

 4. In which ways is the initiative creative and innovative?
In general, the whole process of the implementation was divided into two main phases, namely Phase 1 (Changing the Verbal Dissemination Culture into Written Dissemination Culture) and Phase 2 (Creating Entrepreneurs through Creative Economics Improvement towards the Independent Media Village (KAMPUNG MEDIA MANDIRI)). The details of all the process include the followings: • Formally socialize the KAMPUNG MEDIA through the official events of the Regents/Mayors in the West Nusa Tenggara (NTB) and publicize through local media in the area as well as conduct a direct meeting with residents in rural communities; • Establishing KAMPUNG MEDIA Community in West Nusa Tenggara (NTB); there were 50 communities targeted in 2013, with the expectation of establishing 10 communities annually. Each community is made up of three people with qualifications as a writer, a motivator and a Information Technology (IT) specialist; • Conducting training for members of the communities including: Internet Introduction Training, Website Development and Administration Training, Media Management and Journalism Training, Inter-Communities Creative Meetings, and Rural Development Driving Motivators Training; • The trained community members were then classified into two groups, the Writers and the Motivators; both groups work together through offline and online activities; • The Writers groups hold online activities by conducting observing and monitoring residents activities followed by publishing the information through blogs and website; • The Motivators groups hold offline activities by conducting home visits to find and absorb information and aspirations of the citizens to be discussed with the Writers groups; • Conducting inter-communities creative meetings among the Kampung Media Communities, the events would be supported by the presence of successful economic actors to share the motivational encouragement; • Awarding the Information Ambassadors Tittles (for different categories) to improve the competitiveness of the communities; the assessment of the election would be conducted by independent team of Media, Information Technology and Cultural activists; • Putting together all the scattered and separated blogs of the members in one interactive website; • The Office of Public Information Services establishes the Team of KAMPUNG MEDIA Website Administrators consisting of 2 (two) Information Technology (IT) experts - in charge of making interactive website, 2 (two) administrative staff members - in charge of correspondence matters, and 3 (three) staff - in charge of editing the manuscripts for the website; • Every resident/citizen is obliged to register for a blog on the website and is required to invite all other residents/citizens to join the KAMPUNG MEDIA; • The provincial authorities (through the Local Taskforce Unit) are required to register for the same blog from the website so that they can interact with the community without any time and place constraints;

 5. Who implemented the initiative and what is the size of the population affected by this initiative?

 6. How was the strategy implemented and what resources were mobilized?
a. Editorial Management Experts  Village Head; the term used for the Chief Editor who has expertise in communications and information management and organization. Village head is responsible for regulating the standards of the media-worthy public service of KAMPUNG MEDIA and setting up the development strategies and program implementation in accordance with the innovation’s main objectives;  Village Editors; group of individuals having expertise in journalism functioning as editors; prepared to control the incoming information to the KAMPUNG MEDIA;  Village Secretaries; qualified team to deal with all correspondence stuff and to coordinate all organizational functions in KAMPUNG MEDIA; b. Technical Management Experts  ICT Experts; responsible for the concept and implementation of Information and Communication Technology (ICT) in KAMPUNG MEDIA online media;  Programming Experts; responsible for the translation of the concept into a form of logic programming that will be implemented in KAMPUNG MEDIA online media;  Networking Experts (Internet Service Providers); responsible for the availability, management and improvement of existing Internet network as the main backbone of the information dissemination and accesses for parties having interest in the KAMPUNG MEDIA;  IT Hardwares Experts: responsible for data security as well as space availability to store and process the data either in the form of text, images, videos, etc.

 7. Who were the stakeholders involved in the design of the initiative and in its implementation?
The output of the most successful KAMPUNG MEDIA are as follows: a. The establishment of KAMPUNG MEDIA Community in each district and village in West Nusa Tenggara (NTB) until October 21, 2014; b. The increase of public awareness of Information and Communication Technology (ICT) that can be seen from the increase of citizens who join the community through the website of www.kampung-media.com; Until October 21, 2014, there have been 1077 registered members; c. The increase of people’s culture changing, from verbal into written, marked by the increasing numbers of articles to 5399 articles and 4032 public responses to the articles; d. The Home Visits improve the people’s knowledge about self-development, their creativities, and technology utilization; e. The non-stop availability of the information through the website, as well as the state of continuous interaction between the communities and the government.

 8. What were the most successful outputs and why was the initiative effective?
a. Conducting surveys through the KAMPUNG MEDIA website to determine the level of public satisfaction in using the KAMPUNG MEDIA; b. Compiling the complaints, critics, as well as suggestions from the users and public visitors of the website; c. Conducting regular Inter-Communities Creative Meetings and Gatherings to motivate and exchange the creative ideas in the field of the creative economy; d. Compiling some interesting inspiring stories from KAMPUNG MEDIA members into a book to sustain the spirit of change through the introduction of the innovation; e. The responded public complaints are publicly available on the website; f. Awarding the Information Ambassador Tittles annually, to community members.

 9. What were the main obstacles encountered and how were they overcome?
Obstacles: a. The common opinions about government programs as events fully supported by governmental fund and infrastructures; b. The slow coordination among official institutions resulted in the slow movement of the unit actions; c. The lack of IT knowledge among government officials resulted in the slow responses to the public complaints submitted through the website. Solutions; a. Conducting various meetings to convince the public about the benefit of the innovation/program of KAMPUNG MEDIA to publicly publish the great potentials of the province to be acknowledge globally; b. Increasing the number of IT Trainings by incorporating with private sectors in telecommunication field and media activists as well as IT activists to improve the quality of all the personnel and the members.

D. Impact and Sustainability

 10. What were the key benefits resulting from this initiative?
a. Supporting the growth of citizens journalists to widely provide the information for public and communities; b. Improving the residents’ participation in creative economy; c. Developing the creative ideas and innovations of the residents in managing the communities’ environment; d. Improving IT Knowledge for communities particularly in the field of creative writing and online businesses; e. The government availability to solve and overcome any possible constraints and obstacles arising in the environment; f. The easiness to identify the public interests in order to arrange the proper policies for the local and provincial development; g. The existence of public control and monitoring upon the on-progress development activities conducted by the government.

 11. Did the initiative improve integrity and/or accountability in public service? (If applicable)
KAMPUNG MEDIA program can be sustained for an indefinite period considering the output is creating new entrepreneurs in the field of the creative economy as well as the utilization of information technology in its dissemination method. The implementation of Information and Communication Technology (ICT) as an extra learning in schools also contributes to the sustainability of the development of the KAMPUNG MEDIA.

 12. Were special measures put in place to ensure that the initiative benefits women and girls and improves the situation of the poorest and most vulnerable? (If applicable)
The most valuable lesson is to comprehend how each resident affirm his/her right to attain information is protected by law. The method of grievance and complaint submission in written forms encourage the exploration and the escalation of residents’ potentials. The residents are also able to apprehend the importance of using technology as a means of delivering information without the constraints of distance and time. Besides, they may generate other innovators to sustain the continuation of the program. The local and provincial governments are able to organize and determine the potential regions/areas, making it easy for them to arrange proper policies or developmental actions.
