A. Problem Analysis

 1. What was the problem before the implementation of the initiative?
The Central Tenders Committee is responsible for management of Tenders and related subjects in Public Sector and Private Sector in state of Kuwait. The amount of information exchanged daily is very large and extremely dynamic. Many Parties involved in daily operation related to initiating new tenders, maintaining tenders, tenders awarding, contractor classification, companies’ qualification and other services. Hence, there is a necessary need for managing huge data and interaction with the CTC users’ wide sector. There was a problem with the way that users (contractors, citizens, public sectors etc.) to handle work with the CTC in a traditional manual way which required delivering and receiving requests and paper work to the physical location of CTC. The CTC mobile application was developed to integrate with the various systems with different platforms of the Central Tenders Committee to provide easy and quick access to the information provided to the related sectors of tenders and companies Classification and open biddings and tenders award (which is in sometime worth more than billions for some tenders. The application provided a new channel on smart phones and tablets for both platforms Android and IOS with all functions and facilities integrated with the back end databases providing all essential data for decision makers. The application is available to download for free instantly to smart phone and operate its various services to allow every user to be aware of the latest updates and vital tender’s information.

B. Strategic Approach

 2. What was the solution?
The idea was originally started at the information technology department and initiated by the IT department head to develop a gateway that provides an easy way to reach the information that belongs to the central tenders. It was necessary to put the entire information for the related sectors and individual citizens need to make a decision and be aware of the latest status and news of tenders and other services. The CTC mobile application allowed everybody to reach the necessary information before making a decision. The CTC solution for smart phones provided more than one of channel that of course serves different categories of users. The main objective of the solution was to reach end users of Tenders and related services in an easy and elegant way away from complex applications and long steps. A smart phone application solution is a point which everybody could use simply. It provided the information and needed service for a wide range of audience starting from business owner, engineers, consultants, contractors .. etc all over the world.

 3. How did the initiative solve the problem and improve people’s lives?
This mobile application is considered unique and pioneer in the middle east region since it introduces new and distinct services . The CTC mobile application provided an easy graphical interface and one touch easy access to multiple services provided by the Central Tenders Committee in one portal. It is designed and developed especially for the CTC and its associated services provided by the different CTC units. The overall design and architecture of the solution is following a simple way to use a service to reduce the time and save effort .

C. Execution and Implementation

 4. In which ways is the initiative creative and innovative?
The CTC mobile application was developed during 6 months started with the requirements gathering, collecting Business Rules and new requirements from different parties and stake holders. Then a scope of work was defined to set up the functionalities required to provide the best service for every participant. This came after a feasibility study to address the benefits and drawbacks of the potential application. The next step was the Analysis of the system against the requirements and scope of work on time oriented basis. Then the detailed design took place to define and design every small detail to implement in the system. The Detailed design phase went smooth and integrates with the previous steps. The implementation was given to one of the big IT software houses in Kuwait .Finally the integration with the existing systems was the tricky part and heavy testing with different Scenarios. The testing phase went throw an international information security and performance monitoring company which provided positive feedback for the application (attached the security report) The overall vision of the solution application was to reach and deliver the user needs with a proactive and inspective way.

 5. Who implemented the initiative and what is the size of the population affected by this initiative?
The System was developed during participation of different authorities, mainly the CTC IT department and business consultants working to analyze the data needed and surveys to serve the related sectors, contractors … etc. needs. The development team is keeping getting feedback from the application users involving enhancing current services, look and feel and performance watching the daily increase in download count.
 6. How was the strategy implemented and what resources were mobilized?
The CTC mobile application has been developed using the latest technologies in mobile development environments Which has the following team members:- 1 –System Analyst 2 – Project manager 3 – Developers 4 –Tester 5 – Implementer The team members have been working together during the development time until the delivery date in collaboration and continuous enhancements. This was all under the supervision of CTC IT department team and the central tenders committee funded the cost of the application.

 7. Who were the stakeholders involved in the design of the initiative and in its implementation?
The outputs that contributed to the success of the initiative is - Online open tenders service - Online Tenders advertisement service - Online Tenders awards service - Online primary insurance dates service - Online private sectors classification service - Online open bidding service - Meetings and weekly closings of awards.

 8. What were the most successful outputs and why was the initiative effective?
The team has been using Microsoft project software bundle to manage the development plan and follow up with the progress, deliverables and dependencies and resource management to watch progress and evaluates the continuous activities

 9. What were the main obstacles encountered and how were they overcome?
The main obstacles we faced is to introduce huge amount of information in user friendly interface which suitable for smartphones to overcome this, we used user-friendly user interface components such as one touch easy access.

D. Impact and Sustainability

 10. What were the key benefits resulting from this initiative?
The CTC mobile solution application for smart phones is providing a portable group of services necessary to keep the users aware of the CTC information, this lead to the following:- Reduce the time needed to access information. Automate some manual process that requires attending. Provided instructions and procedure for the private sectors. This information is available all the time and anywhere

 11. Did the initiative improve integrity and/or accountability in public service? (If applicable)
We are keeping updating and adding new features to the application and this application is applicable in countries that use similar tender regulations. This is achieved via keeping collection feedback from users and potentially adding new features on regular basis.

 12. Were special measures put in place to ensure that the initiative benefits women and girls and improves the situation of the poorest and most vulnerable? (If applicable)
The CTC mobile application solution has given an example of a medium application size with great values for different users of many categories.
