A. Problem Analysis

 1. What was the problem before the implementation of the initiative?
Directing the people on Konya to use public transportation is important to protect the enviroment and put traffic in order. Public transportation becoming the preferred method of transport will reduce the need for personal transportation, which in turn will reduce traffice congestion and reduction in gas emissions. The most practical way to direct people to use public transportation is to remove the barriers that prevent them from using it. Konya Metropolitan Municipality has achieved success in many projects on this subject. One of these is Smart Public Transportation System (Akıllı Toplu Taşıma Sistemi). Before STS (ATUS-Akıllı Toplu Taşıma Sistemi) was implemented, a person could not find out when the requested transport would arrive,the time schedule, the routes the transport would take and these would direct people to seek other methods of transport.

B. Strategic Approach

 2. What was the solution?
One of the project done by Konya Metropolitan Municipality is STS ( ATUS Akıllı Toplu Taşıma Sistemi). The architecture of this system has been made by solely the Municipality and by 90% of the Municipality personnel. Those living in Konya can easily learn when the required transport will stop at which station,when it will leave a station, its current location and much more information such as this in a fast and simple way. Users can access the STS (ATUS Akıllı Toplu Taşıma Sistemi) system over the internet, by using the mobile app, (App Store,Google Play Store Konya App),by text messaging #5569 number the square barcode located at tram and bus stations to learn about the location,schedule and arrival time of the required transport.

 3. How did the initiative solve the problem and improve people’s lives?
Systems which look like STS ( ATUS Akıllı Toplu Taşıma Sistemi) can be seen in other cities. The difference between STS (ATUS Akıllı Toplu Taşıma Sistemi) and its look-a-likes is that it has more communication channels and categories. Users can access the followning channels through STS (ATUS Akıllı Toplu Taşıma Sistemi) “Konya” Mobile App Text message to 5669 Using the square barcodes located at stations Following the screens at stations Using Voice Calls Konya Metropolitan Municipality has added many varities to STS ( ATUS Akıllı Toplu Taşıma Sistemi) to appeal all kinds of individuals from communities. For example; Voice Call system has been designed for those who may have problems using internet or mobile devices such as the elderly and the visually handicapped.

C. Execution and Implementation

 4. In which ways is the initiative creative and innovative?
The following steps have been taken in the implementation in STS ( ATUS Akıllı Toplu Taşıma Sistemi) * The transfer to digital enviroment of the 4000 estimated public transport stations with the use of coordinations,directions,names,photographs and physcial status. The transfer of bus and tram routes to a digital enviroment The calculation of the algorithm to determine when a transport will arrive at a bus stop or tram station. The preparation of required programming and scripting. Testing of the required programming and scripting. The opening of to the public. The publishing of Konya app in Google Store and App Store The installation of monitors at stations The installation of square barcodes at stations 5569 SMS system being released for use. The Voice Call system testing for use.

 5. Who implemented the initiative and what is the size of the population affected by this initiative?
90% of the project has been done in the body of the Municipality. Only in the preparation of the mobile app and voice call system were benefited from the private sector.
 6. How was the strategy implemented and what resources were mobilized?
6. Financing has been completely provided by Konya Metropolitan Municipality. The design of the project,implementation,tracking and followups and development stages have been done with Municipality resources and personnel.

 7. Who were the stakeholders involved in the design of the initiative and in its implementation?
1. From the scripts which form the core of system, the use of the most realistic reulting algorithms. Keeping in mind, traffic status and time zones, probable situations and probably developments are all kept in mind while estimates are being made. 2. Use of all possible communication channels. 3. Keeping record of transports via; photographs, physical status and visual properties. 4. Constant observation of the algorithm and system. 5. Taking note of feeback from users regarding the system

 8. What were the most successful outputs and why was the initiative effective?
All applications and programming were held to testing periods. Also it was made sure that applications used were appropriate to international standards. An automated response system for both positive/negative feedback was implemented.

 9. What were the main obstacles encountered and how were they overcome?
9. To make use of the designed algorithms and programming first of all the routes and stations for the public transports had to be transferred to a digital enviroment. This part of the project required much effort. The Municipality formed teams regarding this subject to have the necessary processes made. Information regarding on how to use the STS ( ATUS Akıllı Toplu Ulaşım Sistemi ) was distributed through public transports,billboards located throughout the city, on the website and channels such as these.

D. Impact and Sustainability

 10. What were the key benefits resulting from this initiative?
With this project, public transportation has been made more attractive,easy and accessible.Along with current users of public transportation the system has brought over many new users. In this way it has aided in protecting the enviroment and reducing traffic congestion.

 11. Did the initiative improve integrity and/or accountability in public service? (If applicable)
As a result of the project STS ( ATUS ) is home to a large user base. It is commonly used in daily life. The feedback from users is a big resource for improvements and its continued success.

 12. Were special measures put in place to ensure that the initiative benefits women and girls and improves the situation of the poorest and most vulnerable? (If applicable)
The algorithm which resulted after the project took shape and shaped experiences of the Municipality. A few of these lessons and experiences were; Information must be published with all possible communication channels. When making estimates, traffic condition,number of passengers waitng at stations, same time transports and factors such as these must be considered. Mobile applications, people incapable of using internet must be considered.
