A. Problem Analysis

 1. What was the problem before the implementation of the initiative?
The Governorship, District, City Hall, Foundations, and Associations apart from the tasks they already have they also have a task to help the poor and needy citizens. To provide from the relief services the person must prove formally that he is in need or poor and the institution who is helping must be there in person. Since the persons process of proving himself leads to collecting official documents (A poor certificate from the ward, the application process to charities) from many places it allows to decode the person. This decoding process apart from the people that are really in need getting there help also offends them. On the other hand evil-minded people that made this helping process into a profit and makes their living this way are also existent. From the Charity’s, Associations Formal institutions with different topics and contents they collect more than one service all at once and go sell it or even though he doesn’t need it somehow shows himself as he does and many other evil-minded attempts are encountered. Basically to solve the problems below is the aim of the project: a- Making the citizen sufficiently offended during the application process. b- Taking repeated assistance c- Not making the preliminary determination with technologic methods of disadvantaged, in need of help or poor citizens. d- Evil-minded people with different names and topics making this helping process into a profit.

B. Strategic Approach

 2. What was the solution?
Within the scope of the project with the clear identification of the problems for the solution first of all the system requirements were identified by structured system analysis and design studies. Within the scope of these requirements the urban information system integration has been provided and has been integrated with the following headings: A- The building attribute information B- Building and development status information of independent sections C- Deed information D- Address information E- Population information based on address Within the scope of the project within the Metropolitan Municipality Health and Social affairs department and 30 foundations and associations that deliver aid to a wide range of people in Konya have been met and discussed and the aid data have been integrated into a single data base. The new aid data (needs to be finished )

 3. How did the initiative solve the problem and improve people’s lives?
To bring organizations that helped under the scope of the Project together in a common database, the infrastructure of the database to modeled by an web service architect, the modeled architecture to be carried out as a national information service of the land owners, Integrating the web services level with the national address database constitutes the innovative and strengths of the Project. Questioning not only the spatial analysis of the data collected at the same time can be used with the Urban Information System data infrastructure and receive information beforehand puts the project qualitatively on the foreground.

C. Execution and Implementation

 4. In which ways is the initiative creative and innovative?
The project began in 2006, the first data entry was carried out in 05.02.2007, according to the chronological calendar year can be summarized as follows: 2006: Performing the projects auction 2007: the collection of socio-economic data from households, Improvement of aid programs interface, integration of data organized in aid of the same year history into a single database 2014: from 2007 till the present day ensuring integration of foundations and associations in common query infrastructure the meeting of the stakeholder organizations and assistance services will still continue to be executed by the smart city-based Information System.

 5. Who implemented the initiative and what is the size of the population affected by this initiative?
Within the scope of the project the stakeholders were: Konya Metropolitan Municipality Department of Health and Social Affairs, Housing and Urban Development Department, 12 Foundations, 21 associations, 3 district governorship, as of 2014 Welfare Information System’s infrastructure and Ministry of Family and Social Policies are of the direct stakeholders of the project. The indirect stakeholders are: Ministry of Environment and Urban Planning Recorder of deeds, and Ministry of Interior, General Directorate of Population and Citizenship Affairs.
 6. How was the strategy implemented and what resources were mobilized?
The project initiation started with the auction held in 2006 the 2006 price was 897.000 TL with the Tender for urban information systems Social Texture Map and Social Information Center’s infrastructure was created. The Project has been fully financed by the Konya Metropolitan Municipality and the other stakeholders have given support to create data infrastructure and strengthening the web service system. Between the years 2006-2009 the system that was made by the tender contractor was later on with the source codes was given and carried on by the City Information System that was created under Konya Metropolitan Municipality. Even today the project ; the software coding services, database activities and reporting is carried by the City Information System under the Konya Metropolitan Municipality. We also integrated Business Intelligence to the developed system’s infrastructure with this effective reporting and statistical infrastructure has been gained.

 7. Who were the stakeholders involved in the design of the initiative and in its implementation?
1- On behalf of giving more effective and assistance services and public services are continually updated based on socio-economic data from households 2- The data of the organizations that distribute help will be gathered and the Social Data Center infrastructure will be established and will be kept updated, 3- Integration with Land Information Services, 4- Integration with Address and population data, 5- Integration with Urban Information System data.

 8. What were the most successful outputs and why was the initiative effective?
Within the scope of the project the data’s that are achieved were integrated to a mutual database and the mutual data entry web-based software services interface was developed and according to user authorization were presented to the stakeholder institutions. Also to check the accuracy of the inserted data on-site inspection reports of the field investigation team of the institutions were also integrated to the software. For managers to decide-support based on smart business intelligence reporting screens and social texture maps were created. With the reports the comparison between the budget for assistance and the budget that’s spent could be made and with this a control process was established. Continuously used as a basis for the social texture-map terrain maps City Plan the current status synchronization was made traceable.

 9. What were the main obstacles encountered and how were they overcome?
At the start of the project specifically the data integration the stakeholder institutions had standard data entries unaware from each other, at that time the citizenship card was not used much, not having address standards was the main problems. First of all the stakeholders institution data’s normalization have to be ensured, after for address integrity a city wide number work has been made and address standards were integrated into the system in order to establish the necessary field work to the national address database standard.

D. Impact and Sustainability

 10. What were the key benefits resulting from this initiative?
As part of the project for our poor, needy citizens requests to assist them are questioned by the system created in the project; during these questionings if they have which foundations, associations and governmental institutions they received aid from (stakeholders from institutions) corporate donations and periods can be seen. The applicants land register information can instantly be found if and investigation report was issued earlier on it can also be reached instantly. In the scope of the project to identify our poor candidate citizens social texture maps are created as analysis, in this context, Social-economic data collected in some households and spatial queries were combined to determine the needy and poor citizens residence. To these candidates investigation teams were directed to find citizens in need of help who have a disadvantage assistances are organized. Key benefits can be listed as the titles below, a- To reduce formal procedures for those who have applied for help and the creation of multiple queries were made to ensure this, b- Those who did not apply for help with the Social Fabric Maps but need help are being identified, c- Bringing the foundations, associations and governmental agencies in a common database and creating a standard data infrastructure for all the stakeholders, d- The additional input system 'social card', 'Bread plug' ensures the development of practical applications, e- The investigation team with mobile devices also questioning the person in the field with a mobile, f- Integration with population data to see the details of the individuals living in the household.

 11. Did the initiative improve integrity and/or accountability in public service? (If applicable)
Because the project basically hosts assistance activities in normal conditions the stakeholder foundations, associations and official institutions helps them do the work they do normally on the software environment. This way every assistance that is made since it it’s the related institutes normal work the system automatically updates and helps system consistently keeps up the updates. Since the aids is based on address and the address system is parallel with the national address data system and map system which enables natural correlation with City Information System to make geographical analyses based on automatically created Social Structure Maps.Located indirect component of the project our citizens in Konya the moment when they move their address from the metropolitan municipality has to check his address. With this obligation with our citizens requests asking questions directed towards Socio-Economic Information at the same time households continue to do some of the socio-Economic Development research is also being provided. With the components that are stated here are used as input to the social texture map. In example at figure 2 the shown Social map shows the Socio-economic data based on the query obtained by the hybrid method and the potential houses that are going to receive assistance. The scope of the questions posed for a household in the hybrid query context; it will be up to a maximum of 7 people in the household population, chronic disease to be found in the same household, the household's monthly income will be up to a maximum of $ 500 and the Socio-Economic Development questions that indicate a need for economic support. All of these criteria are shown below hosting the distribution of households, these households also shows that households who need help but get help.

 12. Were special measures put in place to ensure that the initiative benefits women and girls and improves the situation of the poorest and most vulnerable? (If applicable)
As it is known, the process is carried to the needy according to the decisions taken by human emotions. Even though in this matter organizations are involved in many different rules the measurement criteria is in the end ultimately the satisfaction of universal human emotions and creating the conditions necessary confidence and help ensure the service is performed. Technological developments; in this context provides faster access to this humanitarian aid decision-making and the decision to provide services, using the right sources in the appropriate times helps to locate the person in need. Before the project many organizations and institutes were unaware of each other while carrying out charitable activities with the project they reaches a common query hierarchy. This has led to the creation of infrastructure, especially in the Geographic Information System technology combined with the interactive map-based assistance. The first of the most important lessons learned; provision of assistance, urban services should be done with the correct allocation of resources and Geographic Information System for the provision of the necessary participation in service delivery to citizens has supported the creation of the social texture map. Secondly; data sharing service directly and indirectly organizations has come together with a real dedication. Stakeholders of public and civils to come together to take part in such a project to serve all across the city; acting as a whole, shows how public earnings and onsite service it is especially in urban management. The most important advice that can be recommended in this project; formal and organizations that serve the same purpose with a range of civil service must come together and become stakeholders among themselves. Also the technological era that we are in directly affects decision-support systems and services to facilitate citizens we need to ensure a more effective and the use of Geographic Information System technology at the atomic level.
