A. Problem Analysis

 1. What was the problem before the implementation of the initiative?
Bojonegoro, one of developing town in East Java Indonesia, oil and Gas industry was developed in this town now. Thus, the effects went to the whole aspects of life in Bojonegoro. The increase in economy had also increased the need of healthy life trend. As the only landfill in Bojonegoro, Banjarsari landfill processed the whole waste from all over part of the town. The problems emerging and existting were unavoidable. The problems ranged from the social, economics, environment to health problems. The first problem emerging was the increase of waste in Bojonegoro. As a fast growing town, the number of waste was increasing more and more. The more waste produced meant the more problems to solve. The second problem that needed concern was that the Final waste processing site was limited and dirty. By using open dumping method, the life span of the landfill was limited for approximately 6,5 years. It meant that after 6,5 years a new landfill needed to be built. This problem needed to be solved in order to save a land and save the cost of building the landfill. Another problem was arising when the landfill was not managed well. The smell of the landfill was disturbing the people around the landfill area. This was leading to some social conflicts with the people around the landfill area. Not only the smell, the bad management of waste was also leading to some health problems. Flies were breeding fast causing some health problems. And those problems have triggered the demand from the people around the landfill to close Banjarsari landfill. The problems were not only limited in the aspects mentioned above. In economy aspects, the life of the people in the surrounding areas was not in a good situation either. Some of them were scavengers who were collecting some trashes that could be sold to be recycled. Their income was very poor. Approximately, it was only about Rp. 15.000 to Rp. 20.000 per day. The amount of the income was not sufficient for them. Another problem related to economy aspect was the price of fertilizers needed by the farmers around the landfill area. Besides, the presence of the landfill itself in the area was creating bad impact for the people in the surrounding area. Final waste or disposal site was always associated with something dirty, bad and unhealthy. If the problems mentioned above were not solved as soon as possible, the problems would grow bigger and bigger. The problems wouldn’t only be in one aspect, but it would be in the other aspects also. The problem of waste absolutely became people’s problems in our society. The social, health, environment issues had been the problems in the area around the landfill. If the government failed to overcome the problems that might arise from this waste issues, it would be leading to another serious issues.

B. Strategic Approach

 2. What was the solution?
In summary, all the problems faced by the people around the landfill and to change the waste into blessings, some of the ways applied were: a. Changing waste into some beneficial products for the environment (fertilizer, fuel and candle) b. Empowering the people around the landfill to sort the waste and gain some money from the waste sold to others which still had economic values. Finding and getting methane to be distributed to the people around the landfill as the fuel substitutes. c. Changing the bad image of Landfill into educative tourism objects.

 3. How did the initiative solve the problem and improve people’s lives?
The initiative was solving the problems arising and it was also contributing to enhancing the well-being of people, including the poor and the vulnerable. The main objective of the initiative "Waste Management Generates Blessings" is making a better management of waste and useful for all aspects of Bojonegoro people's life. There are many strategies with different outputs : 1. The heap of the wastes in the Final Waste Processing Site was reduced significantly by the aplication of 3R System (Reduce, Reuse, Recycle). Thus, it was prolonging the life span of the site itself. 2. Landfill Sanitary System applied in Banjarsari Bojonegoro Final Waste Processing Site was designed to reduce the bad odor of the waste residue. 3. Kompos Bojonegoro, a fertilizer made from the organic waste was also providing the people with the cheaper fertilizer. It was helping to be one of the fund source of Bojonegoro, moreover, it was useful to fertilize the parks in Bojonegoro. 4. The use of waste Bank was also pressing the number of wastes in Final Waste Processing Site and it was also generated the micro economy with its 3R activity. It was helping the students and the people to do entrepreneurship with a simple yet beneficial and environment friendly works. 5. Methane that was produced by the waste, was transferred to the houses around the Final Waste Processing Site, especially for the housewives. Thus, the site was directly beneficial for the people around it to give free gases for domestic use. 6. Pirolisys reactor (plastic waste processing) was turning the plastic waste into fuel oil/diesel that had been used as fuel in the waste plant, it was changing something with the least economic value with the higher one. It was also becoming a media for the people to learn more about alternative fuel. 7. Scavengers empowerment in Banjarsari Final Waste Processing Site who were mostly women, was an effort to increase the economy of the people around it as well as the main spirit of Bojonegoro's RPJMD (Medium Term Development Plan), Social Happiness. 8. With those many innovations developed in Banjarsari Final Waste Processing Site by The Sanitation and Landscaping Department of Bojonegoro, Banjarsari Final Waste Processing Site was becoming educative tourism object. This Tourism object was also facilitated with some facilities made from the wastes. It was also providing plants that grow nicely thanks to the Kombo Fertilizer made from the waste processing. Thus, in general, the outcome of this innovation was solving the problem of the Final Waste Processing Site, and it was turning it into blessings for the people around by providing jobs, welfare and support a clean and healthy environment for them.

C. Execution and Implementation

 4. In which ways is the initiative creative and innovative?

 5. Who implemented the initiative and what is the size of the population affected by this initiative?
This initiative was implemented by The Sanitation and Landscaping Department consisting of the Head of The Sanitation and Landscaping Department, the Head of Waste Management & Transportation Section and all the staffs both from the Civil servant and the non civil servant staff . The waste and disposal site was one of the issues concerned by this department. This department was serving the whole people of Bojonegoro waste. Those who got more benefits from the initiative were the people around Banjarsari landfil. The people around Banjarsari landfil were using Methane as the alternative gas for their domestic use about 45% of the around population. Around 65 people whose work were collecting the waste were also benefitted from this program. More people benefitted from the initiative were also the people around the landfill who were free from the pollution and odour of the waste. So, there were more than 100 people in Bojonegoro, 60 % of which are the people around Banjarsari landfill benefitted by the initiative. This number didn’t count the number of people outside Bojonegoro who were also benefitted from the initiative by using the waste processing site as their educative tourist destination and also replicating the same program in their place. The application of this initiative had also worked together with some organizations such as Waste Bank “Patrol 21”. Waste Bank “Patrol 21” as a bank supervised by the government had become an important part in accomodating the sorted waste to be resold and to gain some profit. The organization consisted of some women and people around the landfill who had poor income. By “Patrol 21” waste bank they got better income.
 6. How was the strategy implemented and what resources were mobilized?
The initiative of managing wastes into blessings was considered as an evolutionary initiative. The idea was mixing the government regulation with adapted technology got from the internet and added by the literature about sanitary. This initiative was implemented in the only final waste processing site in Bojonegoro. With the limited place, The Sanitation and Landscaping Department hand in hand with the government of Bojonegoro Regency were doing this Initiative. There were so many problems appeared before the initiative. The smell of the waste site was creating unhealthy environment for the people. Thus, it was leading social conflicts for the people around. Not only social conflicts, many health problems were also appearing because of this waste site. The use of open dumping system before the initiative was also shortening the life span of the site. That’s why the initiative was taken into action. The first planning was building the Control Landfill that helped to process the waste well. Starting from 2012, the initiative was taken into action. Then, in the same year, Kombo Fertilizer was started to produced and acknowledged to the public. In September the same year, methane produced from the waste was developed into fuel and used as the alternative fuel in the site. In 2013, Sanitary Landfill, an ecofriendly system was implemented in the site. In April 16th 2013, Waste Bank "Patrol 21" was started to established. It was cooperating with the institution around Bojonegoro to help process the waste. April 21st 2013, the pyrolysis Reactor ( the machine processing plastic waste into alternative fuel) was starting to be developed in the site. It was reducing the plastic waste and therefore prolong the lifespan of the site. September 2013, scavenging action, developing and accommodating the scavengers to be the member of waste bank was taken into action. This action was helping the scavengers to increase their income in Banjarsari Final waste processing site. In January 2014, the site was meant to be an educative tourism objects, then, the site was arranged as well as possible to be an educative tourism object as a learning tools for the society. In February 2014, the site was started to introduced as the educative tourism object through public service exhibition held by Government of Bojonegoro. The next month, the site was opened to public as an educative tourism object.

 7. Who were the stakeholders involved in the design of the initiative and in its implementation?
His initiative was basically emerging from the Regent of Bojonegoro (kang Yoto) when he was doing the inauguration for the the structural officers of Bojonegoro on March 2011 in Banjarsari waste processing site. The Regent stated that A Great Nation is the one which can manage the waste into something precious. “ The idea was then translated by the head of Sanitary and Park Departmen and her team. Thus, the team was designing the best initiative to manage the waste. They were working together with the government of Bojonegoro Regency as the supporting funds of this initiative. The government of Bojonegoro Regency was also contributing in promoting the results and products of the initiative. The main executors for this initiative were the civil servants and the staff of Sanitary & Park Department of Bojonegoro, it was lead by the Head of Sanitary and Park Department. The field executor was the civil servant who were in charge and they were also helped by the sanitary team in the waste processing site. Thus, some plans that were designed in this Initiative were carried out by the team of Sanitation and Landscaping Department, the 68 local waste banks, and the people around the site to sort and processing the waste into some useful products.

 8. What were the most successful outputs and why was the initiative effective?
So far, there are some significant improvements found after the initiative has been implemented. - Before the innovation, the environment around the Final waste Processing Site was polluted by the smells of the waste. After the initiative, Sanitary Landfill System implemented in Banjarsari Final Waste processing Site, was helping to reduce the smell of the waste because sorting system was applied. The smell was eliminated by filtering the liquid waste. The waste which couldn’t be recycled was covered by the soil so it wouldn’t cause any smell. - One of the problems faced was also related to fertilizer. After the innovation, the fertilizer was more affordable since the fertilizer was made from the waste. It made them cost cheaper. It was also contributing to the income of Bojonegoro Government - Another problem was the heap waste was disturbing the environment and also the people around it. After the initiative, the empowerment of Waste Bank was able to press the heap of the waste, on the top of that, it was generating the micro economy with the recycle activity. - The social problem faced in the Final Waste Processing Site was below the standard level. The scavengers were also working by themselves without any guidance. It was affecting their income. They only got small income from their works. With this initiative, those who worked to sorting and collecting the waste was more organized and their income increased significantly. - At first the Final Waste Processing Site was merely a waste site. A place where people tended to avoid. But after the initiative, it became a place where people could learn and also relax. It became an educative tourism objects.

 9. What were the main obstacles encountered and how were they overcome?
Although the initiative was planned as well as possible, there were still some obstacles in implementing this initiative. The first obstacle was coming from the infrastructure and the communication service. The infrastructure was incomplete to do the initiative. The process of completing the infrastructure needed to do the initiative, needed some time. The second one was the lack of society interest to be involved in Waste matters because the lack of public awareness of the waste matters. People often thought that waste matters was not their business. Besides, there were very few people willing to take an action dealing with the waste problems.

D. Impact and Sustainability

 10. What were the key benefits resulting from this initiative?
1. BEFORE : Final Waste Processing Site Open Dumping and dirty. AFTER : Sanitary landfill System applied in TPA Banjarsari Bojonegoro, the surrounding environment was no longer polluted by smell because the residue of the waste sorted was covered with soil. 2. BEFORE : Organic waste couldn’t be processed and straightly backfilled in the site. AFTER : KOMBO (Kompos Bojonegoro) produced from organic waste was providing the people with the cheaper fertilizer Rp. 700/kg (normal price Rp. 1000/kg). Besides, the sale of “KOMBO” was also contributing to the government income as well as ferlitize Bojonegoro parks.What was meant by KOMBO (KOMpos BOjonegoro) is fertilizer made in Bojonegoro. Kompos is a fertilizer made from organic leaves. The leaves and twigs were processed for several weeks before it can be used as a fertilizer. 3. BEFORE : Non Organic waste was not bio gradable easily(Plastic). AFTER : The Waste Bank empowerment could minimize the heap of waste and as the initiator of micro economy. 4. BEFORE : Economic condition of the people around the Final Waste processing Site was middle-low. The scavengers were not coordinated yet. AFTER : Methane gas produced by the the waste heap was used as the alternative fuel for domestic use. The man empowerement was being done to increase the economic income of the people around the landfill. 5. BEFORE : Final Waste Processing Site was only functioned as disposal site. There’s no other benefit for the surrounding. AFTER : Pyrolysis Reactor as tool to change plastic into fuel aimed to process plastic waste as an educative tool for the students and the society who wanted to learn about alternative fuel. Innovations developed by Banjarsari Final Waste Processing Site were able to create Educative Tourism Objects of Final Waste Processing Site

 11. Did the initiative improve integrity and/or accountability in public service? (If applicable)
The initiative was recognized by the public that it was a good innovation in managing the waste into more useful things. But,so far, there were no annual report to the public related to finance.

 12. Were special measures put in place to ensure that the initiative benefits women and girls and improves the situation of the poorest and most vulnerable? (If applicable)
This initiative was beneficial for everybody. It didn’t differentiate the genders. All males and females could take part and got the benficial from the program. The initiative of “Waste Management Generates Blessings” in Banjarsari Landfill was very beneficial for the women who mostly had economic problems to increase the welfare and to help the house wives around Banjarsari landfill to get the alternative fuel that could replace LPG for free to save their expenses. The alternative fuel had already given great impact for the house wives and the food sellers there. The alternative fuel had saved their daily expenses for the cooking gas. House wives could use the money they used to use to buy fuel to buy other daily needs. The women food sellers around the landfill stated that she usually spent about hundred thousands for gas each month. But by using the alternative fuel, she could spend less than the amount for the gas.
