A. Problem Analysis

 1. What was the problem before the implementation of the initiative?
The East Java is one of province in Indonesia, which long of beach is about 1.900 km, vast of the sea is about 126.000 km2 and 446 islands which is extending at 22 cities, so it gives the big share of national food stock in marine and fisheries sector. The sea area of East Java Province has 2 fish management areas, which in WPP 712 (Java Sea) and WPP 573 (Hindia Ocean). While as beneficiaries the fishermen in east java are about 235.000 fishermen and the number of ship are about 57,000 unit of various sizes. However, along with the rate of increase in of population and the technology made of pressure for the potential of fish sources and the decrease of production and productivity capture fisheries. Base on the regulation of Marine and Fisheries Ministry Number 45/2011 about the estimation of fisheries potential shows the potential fisheries resources in coastal of north Java as most kinds and volume, had already demonstrated level overfishing marked by decreased the production and measure of fish, is causing that fishermen feel uneasy because do not get the catch, for that reasons fishermen is catching the fish with the unenvironmentally tools. The availability stock population of fish certain will be reduced by the presence of the influence of human activities that sufficient needs and also the process of a natural phenomenon in nature the earth. Most of the Indonesia’s sea damage is becaused human ehavior, for example overfishing areas especially in North Java and Selat Malaka, so throw off there is a chance to venture the development of fishing, and the activity of fishing used potash and bombs so as to it can caused coral reefs damage, where coral reefs was a shelter and spawning for mature fish.

B. Strategic Approach

 2. What was the solution?
The solving problems is guidance and improvement habitats of fish with the fish apartement and Under Water Restocking makes it possible to breeding the baby fish on that sea areas, if that was seeded to the surface of the water will be spread to the uncertain areas and will be eaten by the predators.

 3. How did the initiative solve the problem and improve people’s lives?
With this effort, the resources habitats shall be well as a spawing area, shelter, and restocking of fish resources, so that population is increase and will raise the catch also to be increase the income of fishermen.

C. Execution and Implementation

 4. In which ways is the initiative creative and innovative?
It assessed creative and inovative of the Under Water Restoking can be seen between activities before and after done innovation among others ( a ).Raising community awareness fishermen that used the unfriendly enviromental are very not advisable , ( b ). Direct involvement to the fishermen former the bombing and the leaders of fishermen in understanding how to make, drowned and the usefulness of the fish appartement and the implementation and benefits of underwater restocking ( c ). A method of Under Water Restocking is to take off seed a fish on their habitat or a substrate made in the bottom of the sea like home fish. Because generally restoking done by people, such as take off seeds of fish in the sea level. While the fish have function as a spawning ground and the protection of baby fish. Thus fish appartement is defined as a substitute for resources habitats the current state that most of them are broken because of the unresponsible activities of fishermen, ( e ) .Fishermen are already proficient and give awareness to others fishermen other . ( f ). The outcome of the activities increase the income of fishermens.

 5. Who implemented the initiative and what is the size of the population affected by this initiative?
The initiator is Marine and Fisheries Agency of East Java Province. The beneficiaries of this project are all the fishermens who doing the catch, especially at East Java fisheries management area (WPP 712 and WPP 573).
 6. How was the strategy implemented and what resources were mobilized?
Strategy of implementation : (a) Identifying the sea areas that already overfishing, identification is usually obtained from the number of production by fishermen catch and it can be assumed that the fish resources has been decreased. The other identification is The fishing ground areas which are very far from a shelter which has been closed enough from the place of the beach where fishermen live. Also the damage occurs fish habitats, as the damage to coral reefs, denudation mangrove forest. Whether the locations chosen as a restoking there are many predators. (b) The socialization to the fishermen about the use of get fish friendly environmentall with the methods fishing selective. The willingness of fishermen do not catch fish in a certain area, for example on the location fish appartement, conservation area, and also do not catch the baby fish; (c) Determines the kind of fish that they stocked very important because it is closely connection with the level of success restoking. Seed fish that will be in a healthy condition, nimble and not defective; (d) The fish successful high Survival Rate (SR), is just off on the surface of water, mid or in the bottom of the ocean. Means of transport from the seeding to the location discharge on the availability of oxygen, temperature, sunlight, shocks while the distribution; (e) Determining the time chosen on the waves of time is not too extreme , conducted in the morning where the temperatur is no heat; (f) The release of the fish be carrying seed fish packed in plastic module toward module fish apartements. To monitor the developments of fishes that dispersed on moduls of the fish appartement is localited the moduls. The budgets was spent for this Underwater restocking from years 2013 - 2017 are IDR 45.000.000.000,- (US$ 3.492.000,-) for location underwater restocking : Banyuwangi district, Situbondo district, Probolinggo district, Probolinggo city, Pasuruan district, Tuban district, Gresik district, Trenggalek district, Malang district.

 7. Who were the stakeholders involved in the design of the initiative and in its implementation?
Marine and Fisheries Agency of East Java Province and fishermens.

 8. What were the most successful outputs and why was the initiative effective?
• Increasing fish stock especially of groupers • kind of certain fishes usually so few the event would be easier to catch, an example squids, scomberomorus, etc; • very potential in appointed for tourism can increase public welfare fishermen about; • for the fishermen do not need much capital to catch the fish because it is relatively close; • could become marine conservation area or area protection.

 9. What were the main obstacles encountered and how were they overcome?
The main obstacle is the seed grouper difficult obtained , the government rely on unit servant technical cultivation development sea in situbondo city

D. Impact and Sustainability

 10. What were the key benefits resulting from this initiative?
• Could turn the food chainat the sea; • Can increase the stock of fish resources; • lowering the practice of catching of destructive for example is catching fish to use potassium , fish bomb , and another instrument which are prohibited; • can increase the income of the fishermen which affect directly on their welfare, especially scale of fishermens who used ship with measure 5-10 GT; • can increase the quality of fish capture; • The impact of Under Water Restocking has been publish at variously newspaper and another social media.

 11. Did the initiative improve integrity and/or accountability in public service? (If applicable)
This inovation created to increase population of fish, so it can increase fish capture production, especially at east java.

 12. Were special measures put in place to ensure that the initiative benefits women and girls and improves the situation of the poorest and most vulnerable? (If applicable)
Underwater restocking is done at location of houses fish appartement and is close to the beach, so a small scale fishermen can be catching the fish with no more effort or bigger capital.
