Lesson learned from many countries such as China, Vietnam and also in Indonesia itself showed that the development of roads in rural areas is one of the effective ways to reduce poverty. National roads and provincial roads in Indonesia are relatively in good condition. However, fifty percent of the district and regency roads are in poor condition. Meanwhile five percent of the population, which means about 11 million people, do not have road access. Other infrastructure problems in rural areas related to water supply, sanitation, electricity and so forth.
