A. Problem Analysis

 1. What was the problem before the implementation of the initiative?
North Paser Penajam which is located in East Kalimantan province has a wide geography region and the distance between district and villages are quite far. The Regency was establish 15 years ago during the Otonomy Program from Government of Indonesia and has become one of the youngest regency in East Kalimantan Province. As one of the youngest Regency in East Kalimantan, the biggest problem is poverty among the citizen that live in village because the lack of infrastructure, water supply and sanitation in many village in our regency. Lesson learned from many countries such as China, Vietnam and also in Indonesia itself showed that the development of roads in rural areas is one of the effective ways to reduce poverty. National roads and provincial roads in Indonesia are relatively in good condition. However, fifty percent of the district and regency roads are in poor condition. Meanwhile five percent of the population, which means about 11 million people, do not have road access. Other infrastructure problems in rural areas related to water supply, sanitation, electricity and so forth. The fundamental problems related with the fulfillment of infrastructure development in the North Paser Penajam Regency are: 1. Poverty among villagers and people who live in rural areas because the lack of infrastructure condition. 2. Geographic condition of our regency with wide and connectivity between one to another area are quite far so for make a fulfillment of infrastructure is a big challenge. 3. There are many request proposals of rural infrastructure development from the people and require immediate completion; 4. The improvement of infrastructure is an urgent needs as the key to the success of economic increasing in the village or villages; 5. The bureaucracy of public services can’t fulfill the need of citizen especially who lived in rural area or villages because ineffective process and procedure so we need to make a breakthrough initiative to solve in problem of infrastructure in fast and transparent way.

B. Strategic Approach

 2. What was the solution?
Based on the problems, there is an idea to set up a Responsive Tactical Unit of Public Works in the District Level equipped with qualified personnel and equipment includes heavy equipment with fuel as well as material required so that all infrastructure activities at villages can be solved and lead the by the coordination between the head of district and head of Responsive Tactical Unit of Public Works in each district. By the Responsive Tactical Unit of Public Works in each district, it is hoped that all infrastructure problems can be handled and also get immediately respond and act upon more quickly. Responsive Tactical Unit of Public Works in the District Level headed by a Chief who has adequate experience at public works and have background in civil engineering. The Chief of Responsive Tactical Unit of Public Works in the District Level is assisted by the head of Sub-section administration unit and several functional groups. The Sub-section consists of public administration executive and employment, financial executive and programing executive. Head of Unit in charge of four coordinators, namely: Equipment Coordinator, Planning Coordinator, Executive Coordinator, and Coordinator of Supervision. Each of them equipped with capable staffs on public works. In every Responsive Tactical Unit of Public Works in the District Level equipped with heavy equipment consists of Bulldozer, Motor Grader, Vibrator Roller, Excavators, Wheel Loaders, Dump Truck, operational car, Pick-up car, Field motor. Each district Unit PU attemps to have at least one of those tools. They can propose to have more according to their specific problem in specific region such as: amphibious excavator that can be used in the area of the reservoir needs or irrigation even mini-excavator that can be used on the road alley narrower.

 3. How did the initiative solve the problem and improve people’s lives?
The problem solving is discussed in the meetings under the direction of Regents with several agencies who are involved in the infrastructure fulfillment, the budgets authorities and procurement units. The meeting concluded that it is necessary to establish a particular institution which is responsive and effective that quote the Responsive Tactical Unit of Public Works in the District Level placed in every District so that the infrastructure problems can be solved quickly and appropriately. The strategy of Responsive Tactical Unit of Public Works in the District Level are : First, become first filter for all complaints of infrastructure development issues from the village, society or mass community to have the attention of the local government. Then the Head of Unit and crew confirm to the Head of district to create a road-map and manage all the problems. The infrastructure problems that can not be solved by Responsive Tactical Unit of Public Works in the District Level should immediately proposed to the Department of Public Works to be followed up of its budget for work contract to the third parties. Second, to create a simple bureaucracy services of infrastructure issues at the district area. Mass communities or citizens who require the completion of infrastructure problems such as: develope new farm roads, neighborhood street, water storage , sanitation or other infrastructure work can directly propose to the Responsive Tactical Unit of Public Works in the District Level Then coordinate with the head of district and head of village, proposal will be checked of its urgency and its priorities to have followed up immediately by sending the personnels and the equipment needed; Third, Responsive Tactical Unit of Public Works in the District Level can also holds and facilitates BUMN/BUMD / Private enterprises who has program of Corporate Social Responsibility (CSR) in the process of infrastructure improvemet at villages so that the development program can be applied effectively and efficiently; Fourth, Responsive Tactical Unit of Public Works in the District Level is also manage in preparing the database related the infrastructure needs in rural or village so that the priority target of infrastructure development in rural area to be more integrated,clear objective and sustainable. This database is also important to be a reference for BUMN / BUMD / Private enterprises who wish to make improvement of infrastructure development in rural areas or villages to avoid the overlapping and misdirecting. Main Objective of Responsive Tactical Unit of Public Works in the District Level are also to decrease the level of poverty among the people in village and rural areas by providing a good service and respond in public works in district level so the connectivity and access to economic locus can provide in fast, good and transparent way. Target audiences are people in village especially group of farmer, fish farmers and the poor people who need service in public works so they can increase the production of their farming, make an easier access to sold their product, create many job initiative in village due to many progress in infrastructure.

C. Execution and Implementation

 4. In which ways is the initiative creative and innovative?
The establishment of Responsive Tactical Unit of Public Works in the District Level is an innovative idea that has not been applied to any area in Indonesia. The approach taken is: First, Institutional Approach, by create an innovative unit to help Public Work Department job in every district in our regency as solution for handling public works more quickly, appropriately and effectively; Second, system approach, the Responsive Tactical Unit of Public Works in the District Level expected to build independence system that close to the lowest level of Government Unit in District and villages so the program planning can create more transparent and eligible with condition in every district. It is one of breakthrough innitative that can be role model for many government in Indonesia especially with the same characteristics and geographic condition with Penajam Paser Utara Regency. It is effective, modern and create more participation of people in every civil work, water supply and or sanitation program in every villages.

 5. Who implemented the initiative and what is the size of the population affected by this initiative?
The basic idea of Regents Penajam Paser Utara, followed by a Focus Group Discussion (FGD) consisting of Vice Regent Penajam Paser Utara, Secretary, Assistant Secretary, Head of Planning Agency, Head of Department and Secretary of the Department of Public Works, Head of Development, Head Ortal, Head of Legal and Head of district and some competent work units. The main executive is the Responsive Tactical Unit of Public Works in the District Level - consisting of 1 Head of Responsive Tactical Unit of Public Works in the District Level is assisted by 1 Person Subsection Administration and several functional groups. Sub-section consists of executive administration of public administration and staffs, finance executive and program executive. Head of Unit in charge of four coordinators, namely: 1. Equipment Coordinator (1 person) in charge of two mechanics, hard tools equipment operator (5 persons), 4 dump truck drivers, operator assistant (6 persons), 2 workers; 2. Planning Coordinator (1 person) in charge of one person estimator, 2 surveyors, 1 person draftman; 3. Coordinator (1 person) in charge of 2 persons for logistic, 2 persons execitives and 1 person technical administration; 4. Coordinator supervision (1 person) in charge of 4 supervisors. The Unit involves the Department of Public Works that the head of the Public Works Department is the holder, while the Head of the District is as the facilitator and decision maker of which proposals will be the priority by taking into account to the Mid Term Developing Plan which has been drafted by Bappeda of North Penajam Paser and accelerate the urgent infrastructure needs to every village. The organizations that involved are Community Service Institution (LPM), Village Consultant organization and youth organization in each village or villages. The people that involved are farmers, fishermen, entrepreneurs and individuals who have strong motivation in infrastructure development in the villages.
 6. How was the strategy implemented and what resources were mobilized?
The implementation strategy consist of four step action plan to execute the inisiative : 1. Create regulation to regulate and as a patron work for create Responsive Tactical Unit of Public Works in the District Level so the initiation and concept can be execute in the fastest way. 2. Create the unit and fulfill them with people who is capable and reliable for handling the job. 3. Prepare the unit with with heavy equipment consists of Bulldozer, Motor Grader, Vibrator Roller, Excavators, Wheel Loaders, Dump Truck, operational car, Pick-up car, Field motor and etc. 4. Prepare the budget for every Responsive Tactical Unit of Public Works in the District Level so it can work as soon as possible. The Four action plan chronology can be describe bellow: 1. 12 September 2013, The launching of Regent regulation of Penajam Paser Utara No. 14 of 2013 on the Organization and Administration of Responsive Tactical Unit of Public Works in the District Level at the Office of Public Works Penajam Paser Utara; 2. January 13, 2014, the appointed of Responsive Tactical Unit of Public Works in the District Level Officer based Regent Penajam Paser Utara decision, On Appointed of Civil Servants in structural positions (Attached), No. 821/001 / SK-BUP / I / 2014; 3. February 6, 2104, the discussion of the Work Plan at the Responsive Tactical Unit of Public Works in the District Level Meeting Room Head of Public Works PPU 4. February 20, 2014, the Work Plan Synchronization Unit at the Department of Public Works Assistant Ekbang room and Welfare 5. February 25, 2014, the Work Plan Synchronization Unit at the Department of Public Works PPU 3rd Floor 6. February 25, 2014, Meeting Preparation of Unit DPU staff at the Department of Public Works. 7. March 3, 2014, Activity Preparation of Unit DPU in District III Floor PPU Regency Office. 8. June 3, 2014, Implementation of Responsive Tactical Unit of Public Works in the District Level activities and its units in the Head of Public Works Department meeting room. 16. July 8, 2014, the evaluation of work performance of District Unit DPU in the Head of Department of Public Works meeting room. 17. 25 November 2014,the salary plus overtime honor discussion of the Operator and Technical worker for the year of 2015 in the Public Works Department Meeting Room 18. January 13, 2014, Decree of the Regent Penajam Paser Utara Rejent on Appointed of Civil Servants in structural positions.

 7. Who were the stakeholders involved in the design of the initiative and in its implementation?
The basic idea of Penajam Paser Utara Regent, followed by a Focus Group Discussion (FGD) consisting of Vice Regent of Penajam Paser Utara, Secretary, Assistant Secretary, Head of Planning Agency, Head of Department and Secretary of the Department of Public Works, Head of Development, Head of Legal and head of district and some competent work units.  8. What were the most successful outputs and why was the initiative effective?
Some concrete output of Responsive Tactical Unit of Public Works in the District Level can be described as follows: 1. Opening the new road The most important output of Responsive Tactical Unit of Public Works in the District Level is to open a new access road that serves to improve economy of citizens or community groups mobilization, especially in the region which has the potential for plantations or agriculture so that they have new access road to facilitate the process of cultivation and transportation of agricultural products that can trigger economic development. Total new road opened until December 2016 was along 230.951 m (+/- 230 km). 2. Repairing or maintenance Road; Responsive Tactical Unit of Public Works in the District Level also contributes to the improvement and maintenance of roads both in housing environment and the farm roads by coorporating with community groups or villages community so that the material provision could be budgeted through the ADD or from their own village so that the work process can be done more quickly because the use of hard tools equipment as needed. Total road which was successfully treated until December 2016 was along the 243670.85 m (+/- 243 Km) 3. Enlarging the road Enlarging the road is the additional width of the road in purpose of the easier public accessibility and the big vehicle can pass it. Total road which successfully enlarge until December 2016 was along the 108693.75 m (+/- 109 Km) 4. Landclearing (preparing the landscape) Land clearing work aims to prepare the land to be used for the construction of public facilities so that the landscape can be properly formed and ready for the next job. In the area there are nearly 1160593,61 square meters of land until December 2016 5. Cleaning and or manufacture of drainage and irrigation Cleaning is done by removing the weeds and sedimentation in the water channel so that it can disrupt the flow of water for irrigation or disposal of waste water. This activity is necessary for increasing agriculture productivity especially in the centre of farming lands. The waterways that successfully cleaned is 42253,28 m up to December 2016 6. Making / revitalization of ponds or water reservoirs (polders) Responsive Tactical Unit of Public Works in the District Level also take a role in the process of water storage pond resident to help the people who have been difficulties in that process due to the limitation of equipment. Total area of the polder water is 27053,70 meter square. 7. Managing Small Water Treatment Plan There are 5 villages have small WTP with a capacity of 2 liters water / sec with Reverse Osmosis method that requires professionals who can handle and take good care of the facilities for optimally used.

 9. What were the main obstacles encountered and how were they overcome?
The constraints faced by the Responsive Tactical Unit of Public Works in the District Level are: ONE, technical and operational constraints. Technical and operational constraints raises because not all people requestscan be accomodated because thelimitation of equipment andoperators. That is why itshould be selected based on the priorities of need analysis with effective work scheduling so that mobility of tools and operators can take effectively and the results can be maximized. This selection emphasis on the technical work of the coordination between Head of Responsive Tactical Unit of Public Works in the District Level synergy withhead of sub-district and village chief who oversees the region; TWO, distance and location among villages. Far distance location among villages is also an obstacle to the effectiveness of the activities of the unit, so it needs good planning program on preparing work activities every month so that it can be analyse effectively and efficiently; THREE, people participation. People participation in every activities is also considered important because of the work activity that was carried in the Responsive Tactical Unit of Public Works in the District Level emphasisthe involvement of people participation as the factor tosupport successfull goal of work, like willingness to donate land or material for the unit in work. To have high people participation, it needs continuous socializing of the successful of Responsive Tactical Unit of Public Works in the District Level work so that it will influence other people to participate in the infrastructure development.

D. Impact and Sustainability

 10. What were the key benefits resulting from this initiative?
Some Positive Impact: 1. The proposal of improvement infrastructure or resolution is quickly served and respon in every region. Concrete example, the proposal which propose usually need a long time process to the Regional Head, they should be accounted by head of village and head of sub-district which takes 3-7 days; for then proposed to the regent and examined again through offices or agencies which take 2-4 weeks or more. This of course is not effective and efficient. After the establishment of the Responsive Tactical Unit of Public Works in the District Level then they should not on-going many times to the office of Regent, its just come to Unit so then they can be served quickly and gain certainty job completion time. Even if there is a proposal that need heavy equipment job, Responsive Tactical Unit of Public Works in the District Level can register it and help it to have processing to the Department of Public Works and regarding it to be appropriate priority as community concerns. Usually the proses of getting response of the submitted proposal up to the decision-making takes 3-4 days, and afford it to realized not more than 2-3 weeks. Since 2015, the work schedule has been arranged from the beginning of the year so that each proposal has been fixed scheduling of its work activity and also the personnels, so they have good preparation to realized it in completion time. 2. An Approach to the Public Service. The Unit efforts to be a goodpublic service so much closer so can create close relationship with the community at the level of villages / wards. 3. Encouraging active participation of citizens in the development process. The establishment of the Responsive Tactical Unit of Public Works in the District Level also expected to encourage citizen participation in the development process. Previously, many government projects are difficult to invite people to engage pro-actively even difficulty in the process of working on the field since the issue of restitution of land and so forth. The example, in the construction process of the road improvements in the Sepan village Penajam district, the people worked together in providing material support for road material and give their land become access road. 4. The increase of Productivity and Economy. Responsive Tactical Unit of Public Works in the District Level is expected to improve productivity and economy of citizens. Previously, many proposals of farmer community and citizens dealing with open new roads and the improvement of farm roads towards the isolated plantation area can not be fulfilled. A concrete example, some farmer communities in Bukit Raya Village, Sepaku district have difficulty to reach the location for cultivating and harvesting palm oil palm plantations. It can only be reached by motorcycle. It has been proposed several times but never succeed. After Responsive Tactical Unit of Public Works in the District Level District was formed then within 2 weeks since the proposal is submitted, they repair the roads and open new road which give the advantages of increasing productivity and the economy mobilization.

 11. Did the initiative improve integrity and/or accountability in public service? (If applicable)
The initiative also improve integrity and/or diminished corruption in the public service because every processes from beginning to the execution show tranparancy. People in the village can consult about the proposal and discuss the proposal with the head of the unit and also head of village directly. The unique part about the Responsive Tactical Unit of Public Works in the District Level, the initiative 100 percent from people in the village, it’s also called bottom up planning. The people who request at the village also give participation by giving their land for the construction for free. The construction execute by self-management system based on Presidential Decree of Indonesian Republic number 54 year 2010 about Government Procurement. Responsive Tactical Unit of Public Works in the District Level responsible for technical and civil design so it can be fulfill the requirement of auditor. Every proposal revised following the civil works design, budgeting and planning follow the regulation from government of Indonesia. Because it is located in district level, every people can discuss about problem in infrastructure at their village continuously without any barrier. Location survey can be done and finished as soon as possible after the proposal submitted to the head of district level, the proccess continued by hand over the proposal from head of district level to head of Responsive Tactical Unit of Public Work. People would know about the time it can be processed and duration of public works schedule. After the Responsive Tactical Unit of Public Work received proposal from people at the village, the head of Responsive Tactical Unit of Public Work command their survey and planner team to make civil work design. After the design complete, the technical team run the phase of infrastructure hand in hand with the supervise by supervision team. The period which is needed from proposal to start the implementation just 6 (six) day for complete proposal. Infrastructure development by Responsive Tactical Unit of Public Work create efficiency government spending about 80%. For sampling, the cost needed for build 4 kilometer new road is Rp. 58.264.000 or USD 4,481.85 (kurs 1 USD = Rp 13,000,-). If carried out by contractor, the cost needed for the same road is Rp 485,570,300 or USD 37,351.56.

 12. Were special measures put in place to ensure that the initiative benefits women and girls and improves the situation of the poorest and most vulnerable? (If applicable)
The Proposed development of the rural communities that have not been accomodated for years, due to budget constraints and the many programs of region development, with the Responsive Tactical Unit of Public Work the issues mention above can be solved with a quick response. With the completion of the proposed activities, the public can enjoyed adequate road access.By the way, the road also facilitate the public’s access to education and health services. Besides, that road also benefited from the economic side where the people who are contrained to market the products of agricultural/plantation become easier.
