A. Problem Analysis

 1. What was the problem before the implementation of the initiative?
Selayar Island Regency consist of islands on remote area, with the limit of transportation causes people reluctant to enroll land certification on land office selayar island regency. On that reason causes had often accepted extremely low number of land deed applications. In one single day, less than 10 (ten) applications combined from all kinds of land administration services enrolled from its local inhabitants. Local residents had lack of interest in registering their lands due to passive conventional approach implemented by previous land certification program, in a way that applicants should come to the office to enroll their land deeds. Furthermore, public in general had negative perspective on land deed enr ollment. They believe that the process would be complicated and take much time. Specific community groups such as poor residents, disabled persons, elderly, and illiterate people who cannot be served normally should get distinctive attention.

B. Strategic Approach

 2. What was the solution?
Visiting local residents from door to door. Implementing direct services to the community. Reaching out the unreachable or marginal people.

 3. How did the initiative solve the problem and improve people’s lives?
Through the “KPR” activity, each community member will receive good services without seeing their social status including gender separation and physical condition thus more people would have good perspective related to land administration services. Before this initiative applied only 46 land part cell registration count in period 2013. After this initiative runs there is 3231 land part cell registrated

C. Execution and Implementation

 4. In which ways is the initiative creative and innovative?
hopefully this initiative can also increase the number of land deed applications. Local community does not have to spend any costs to go to the Land Office. In fact, the Land officer itself will come to the local community’s houses to scrutiny all land deed applications. The initiative is innovative because it can provide an easy access for the poorest and vulnerable people in remote area to conduct land certification enrollment and it’s uncommonly method service in government public regulation.

 5. Who implemented the initiative and what is the size of the population affected by this initiative?
In-House Land Certification Enrollment (“KPR”) held by Land Office of Selayar Islands Regency involves all employees including civil servants and non-civil servants which are firmly stipulated on Head Office’s Decree. The initiative implemented for 121.905 people with coverage area 4.055,50 sq ml. Selayar Island Regency is divided into 11 district.
 6. How was the strategy implemented and what resources were mobilized?
The “KPR” activity is carried on every weekend to overcome human resource limitation so as routine tasks at the Land Office could be done each workday regularly. The strategy to implemented the initiative by visiting the people in remote area and giving the explanation about the benefit and the mechanism of land certification. LOSI also coordinate with the village chief officer to mobilized people for the explanation. Helping people to fill the form and count by themselves the cost of Land Certification Fee. LOSI arrange the schedule to conduct the initiative such as officer, transportation, GPS and other instrument and measuring equipment.

 7. Who were the stakeholders involved in the design of the initiative and in its implementation?
The stakeholders involved in the design of the initiative are Head of land Office of Selayar Islands Regency and the employee and the village chief officer.

 8. What were the most successful outputs and why was the initiative effective?
The successful outputs of the initiative are increasing number of land certification enrollment, product of the “KPR” activity is land deed certificates delivered for all layers of society, particularly specific community groups such as poor residents, disabled persons, elderly, and illiterate people. In meantime, this initiative also gives knowledge to people about beneficiary of land certification. The land certificate can gives an extra value to the land ownership. It proves that land registered can increase the investment and economic growth in the future. To increase accountability and transparency of the institution we ask people to count the land service fee by themselves. It also helps to reduce land broker.

 9. What were the main obstacles encountered and how were they overcome?
Geographically, Selayar Islands Regency is divided into several separate islands making it as an obstacle in conducting land administration services. To overcome this matter, the “KPR” officer use all kind transportation to reach the people in remote are. This activity delivers great benefit to all kinds of community groups. The lack of people finance to pay the service fee. To solve this problem we used massive national land registration program (PRONA) which is funded by government.

D. Impact and Sustainability

 10. What were the key benefits resulting from this initiative?
The impacts of the “KPR” activity are as follows: land administration services for each community member are equally distributed; local inhabitants do not have to go to the Land Office and spend money for transportation costs; and community’s perception of land administration would be improved as part of efforts to reduce land disputes and conflicts in the community.

 11. Did the initiative improve integrity and/or accountability in public service? (If applicable)
“In terms of cost transparency, applicants are taught to calculate their own land registration costs based on different kind of services and this activity would eliminate practice of brokering.” Besides that, the “KPR” activity helps the Land Office produce map of land problems in the community so that the Land Office may find suitable procedure to solve the problem.

 12. Were special measures put in place to ensure that the initiative benefits women and girls and improves the situation of the poorest and most vulnerable? (If applicable)
Particularly for poor residents, disabled persons, elderly, and illiterate people; they would be given special services to help them fill the information in the files completely, and to explain the procedure clearly using easy and simple communication method.
