Department of Economic and Social Affairs Public Institutions

Effective, accountable and inclusive institutions are essential to achieving the Sustainable Development Goals. Thus the new 2030 Agenda recognizes that peaceful, just and inclusive societies are built based on:

  • Respect for human rights (including the right to development),
  • Effective rule of law and good governance at all levels, and
  • Transparent, effective and accountable institutions.

In the area of institution building, our division aims at strengthening institutional and human resource capacities of governments for the achievement of national development objectives and the internationally agreed development agenda including the 2030 Agenda for Sustainable Development. Specifically, we focus on assisting countries in: (i) transforming public administration institutions into effective, efficient, transparent, accountable, innovative and citizen-oriented ones to accomplish missions of the State including delivery of services and sustainable development goals and targets; and (ii) promoting the development of public sector human resource and leadership capacities to support leadership and professionalism, as well as ethical conduct and commitment to public service among the civil servants.

Public administration codes of conduct and similar texts from countries all over the world will be available from this page. Our goal is to widen access to documents of this kind from all 193 United Nations Member States. Over 100 countries will be represented here in a variety of formats. The documents will include, for example, ethical codes, rules of conduct, service charters and standing orders. We are in the process of conducting further research to identify others. The web page will be up dated from time to time with new additions based on the research findings.
