for Implementing the 2030 Agenda from an Island States Perspective



Description:

Finite borders and finite resources require Island States to address sustainable development and resilience strategies in tandem. Small Island Developing States (SIDS) are particularly vulnerable to the effects of climate change and the increasing intensity and frequency of natural disasters.

The 2030 Agenda for Sustainable Development with its 17 Sustainable Development Goals (SDGs) is a holistic and universal plan of action for people, planet and prosperity. The Sendai Framework for Disaster Risk Reduction 2015-2030 is an integral part of the 2030 Agenda with its seven targets and indicators embedded across the SDGs.

 

Against this backdrop, the UN Department of Economic and Social Affairs’ (UNDESA) Division for Public Institutions and Digital Government (DPIDG) through its Project Office on Governance (UNPOG), the Ministry of Sustainable Development, Wildlife and Regional Development of Sri Lanka, the UN Office for Disaster Risk Reduction (UNISDR) in collaboration with the UN in Sri Lanka, are co-organizing a Practitioner-to-Practitioner Forum in Sri Lanka. The theme of this Forum is “Strengthening Capacities of Public Administration in Island States: Equipping Public Institutions, Strengthening Resilience and Building Effective Partnerships for Implementing the 2030 Agenda from an Island States Perspective”.

 

The Forum will provide an opportunity for the participants to understand how Sri Lanka adapted the SDGs into its national development plans, policies and institutions, and mobilized its public administration to support the implementation of the 2030 Agenda. It responds to the expressed regional needs of SIDS and Asian countries, identified in 2017 through UNDESA/DPIDG/UNPOG’s Capacity Needs Assessment in which countries stated Disaster Risk Reduction and Resilience as their key priority for capacity development.

 

The Forum is designed for government officials at decision-making level implementing the SDGs in participating Island States, with a particular focus on resilience planning and implementation. To ensure greater policy coherence in line with the cross-cutting themes of the SDGs, as well as to respond to the 2018 High-Level Political Forum theme of "Transformation towards sustainable and resilient societies," the participants will be comprised of inter-ministerial delegations. These will include government officials specializing planning and public administration, the SDGs and in building national resilience and disaster risk reduction strategies.

 

At the conclusion of the Forum, participants will have:

  1. Increased knowledge of results-based management in realizing resilience, including through planning and policy design, management of funds, partnerships and stakeholder engagement;
  2. Increased awareness to support the integration of the SDGs in national development plans and policies through evidence-based policymaking, institutional coordination and policy coherence to achieve the SDGs in line with national public administration systems;
  3. Strengthened skills to help mobilize resources, technologies and other means to strengthen public service delivery and implement the SDGs from national to local levels, ensuring that no one is left behind;
  4. Compared partnership models and stakeholder engagement mechanisms for implementation of the 2030 Agenda; and
  5. Examined key dimensions of disaster risk reduction with enhanced awareness of good practices to strengthen resilience including through innovations in information and communications technologies.

Venue: 

The Forum will be held at the Sri Lanka Institute for Development Administration (SLIDA), located at 28/10, Malalasekara Mawatha, Colombo 07. Government transport will be provided to-from the recommended hotel venue.
