The international conference "The Role of Parliaments in the Development of an Equitable Information Society in Africa" was successfully closed in Kigali on 5th of March 2009 with the adoption of the "Kigali Declaration". The conference was hosted by the Parliament of Rwanda and organized in collaboration with the United Nations Department of Economic and Social Affairs (UNDESA) and the United Nations Economic Commission for Africa (UNECA). It brought together delegations from 36 African parliaments and regional assemblies, 31 of these were MP's4 were Speakers/Presidents and 3 deputy Speakers.

After two days of thought provoking presentations and discussion, the participating delegations approved the "Kigali Declaration" that calls upon all Africa parliaments to join the Africa Parliamentary Knowledge Network (APKN) and implement a set of parliamentary initiatives to promote equitable access to information, communication and knowledge and provide for favourable institutional arrangements for the ICT sector. The Kigali Declaration concludes by urging parliaments to support the implementation of the Kigali Plan of Action on the Development of an Equitable Information Society in Africa by:

  • setting up a repository of policy, legislation and regulation;
  • training programmes for parliamentarians;
  • identify common research needs;
  • contribute to the online monthly thematic discussion.

All these activities will see APKN and more specifically its Information Society Africa (ISA) section take a leading role.
