Introduction

Welcome to the e-Library of the Division for Public Institutions and Digital Government (DPIDG) of the United Nations Department of Economic and Social Affairs (DESA). This portable e-Library contains all the latest DPIDG publications in "flip book" format. The e-Library also includes an extensive archive of DPIDG's current and past publications and links to its websites and online training courses. Since third quarter 2010, DPIDG has adopted this new approach for its publications programme, beginning with the release of the United Nations E-Government Survey 2010 as an eBook, available for Apple iPod and iPad, Amazon Kindle, Barnes & Noble Nook, and Sony Reader. The use of expanded e-publishing by the Division, in collaboration with United Nations Publications, is part of an overall plan to harmonize and update the delivery of the Divison's products through mobile devices. Intending to save on paper printing and shipping costs for distribution at major events, DPIDG developed a strategy to lower print volumes by consolidating publications into an e-Library and by developing electronic publications for distribution through major online platforms for consumption on mobile devices, including Apps and eBooks. The Division's first App, UN Innovations in Public Governance, was launched at the United Nations Public Service Day Awards and Forum in June 2011 for iPhone and iPad.

For both developing or developed countries, we often find that there is much to learn from each other, especially in connecting lessons learned with practices. This e-Library embraces the notion of sharing and ease of access to the latest developments of public administration and governance focusing particularly on institutional and human resources development in government with a special attention to countries in post-conflict and post-disaster situations, e-government and e-governance development, citizens' engagement, transparency and accountability in managing internationally agreed development agenda, including the 2030 Agenda for Sustainable Development to facilitate innovation, improvement of public service delivery and prevention of corruption.
