Initiative: BQ Portal: the Information Portal for Foreign Professional Qualifications

Institution: Federal Ministry for Economic Affairs and Climate Action

Overview: The BQ-Portal addresses a critical political issue in Germany and the EU: skills shortages and the labor market integration of immigrants. The BQ-Portal is an online work and knowledge-sharing platform that pools all the relevant information on foreign professional qualifications and vocational training systems. Its main purpose is to support over 300 authorities in charge of recognizing foreign professional qualifications in Germany. There are already almost three million people living in Germany who have obtained a professional qualification abroad. However, many of these people do not work in the profession they were trained for – partly due to the lack of reliable information on the content and equivalency of these qualifications. The BQ-Portal provides the necessary information required to ensure a transparent and consistent assessment process.

Impact: The BQ-Portal is designed to assist over 300 authorities responsible for evaluating foreign professional qualifications in Germany. The portal successfully fulfills its objectives by regularly updating content. Authorities now have access to 104 detailed vocational training system descriptions, information on over 5,500 foreign vocational qualifications, and 2,700 recognition procedure outcomes. According to surveyed chambers, the profiles and country-specific data closely align with their needs and are rated highly in quality. In 2022, the portal attracted nearly 200,000 visitors, generating a total of 440,000 page views.
