Initiative: Citizen-centric Digital Transformation

Overview: The Western Cape Province in South Africa has a unique demographic profile, with 70% of its population being vulnerable and living in poverty. Many residents in rural farming communities face challenges accessing government services due to the cost and time of traveling to government offices and facilities. The cornerstone of the initiative is the repurposing or transforming of traditional service delivery points into digital hubs that empower citizens with access to digital government services, information, and opportunities. Through this project, residents can access government services through digital infrastructure projects like free public Wi-Fi hotspots and broadband at schools, libraries, and hospitals. These steps contribute to bridging the digital divide and enabling residents to access connectivity, and thus digital services. By promoting digital inclusion, the project embodies the principle of leaving no one behind and seeks to leverage digital innovation to support vulnerable communities in achieving the Sustainable Development Goals.
Impact: Residents can now benefit from telemedicine consultations via the Telehealth System and apply to schools through the Education Department’s Online Admissions System, effectively leveling the playing field with urban areas. This shift has also promoted economic inclusion: unemployed individuals, especially youth, can now search and apply for jobs online, while small-scale entrepreneurs can access opportunities to provide services to the government. This digital transformation has directly improved rural livelihoods, helping to reduce poverty and unemployment. Additionally, the Broadband and Public Wi-Fi project has enhanced digital infrastructure, improving connectivity and network access. This progress supports the overarching Sustainable Development Goal of ensuring no one is left behind by providing equal access to opportunities for all citizens.
