Initiative: Equality Defence Action Plan

Overview: The Defence Action Plan (2019-2021 and its newest version, 2022-2025) constitutes an innovative approach to the institutionalization of a gender perspective within National Defence in Portugal and underscores a ministerial commitment to gender equality by holding the National Defence accountable for presenting results in this area. The plan is organized in four pillars: Equality, Work life balance, Education and Training, and Women, Peace and Security. The 2022- 2025 Plan establishes four strategic objectives, that give guidance toward the desired end results: (1) Institutionalization of the integration of a gender perspective; (2) Promotion of equality and non-discrimination; (3) Promotion of women's participation; and (4) Promotion of work-life balance and the right to parental protection.

 

 

Impact:  The plan outlines 48 actions with defined responsibilities and timelines, contributing significantly to SDG 5 by enhancing women's participation and leadership across political, economic, and public spheres. It focuses on adopting robust policies for gender equality, empowering women and girls, and eliminating discrimination and violence.


Key results include:

• Integration of gender perspectives in Armed Forces missions
• Increase in female representation in the Armed Forces from 12% in 2019 to 14% in 2022
• Adaptation of uniform regulations for women
• Greater female presence in National Defence Day teams
• Enhanced awareness and training on moral and sexual harassment, with independent reporting channels established


Notable achievements include a rising number of women in leadership roles and traditionally male-dominated positions, such as combat jobs. The plan not only targets increased female participation but also aims to transform organizational culture and challenge gender biases. It emphasizes skill development and training to address gender stereotypes and biases effectively.
