Initiative: Unified Portal for the Development and Agreement of Draft Legal Acts
Institution: State Chancellery
Overview: The TAP portal is an e-government system designed to oversee the entire lifecycle of draft legal acts, from initial conception to final adoption. It offers a centralized platform for all government agencies and facilitates the consultation of draft legislation by relevant stakeholders. The TAP portal enables Latvian residents to track the progress of government decision-making and to share their opinions on proposed legislation. Through this platform, legal acts are developed digitally, allowing non-governmental organizations, private and legal entities, and the public administration to engage in the legislative process. Previously, there was no centralized access to information on developing legal acts, nor was there a streamlined way for individuals to provide feedback. The TAP portal has enhanced public participation in law-making and reduced both manual and technical steps involved in drafting and circulating legal acts.
Impact: Public participation in law-making has grown significantly, while the manual and technical processes involved in drafting and circulating legal acts have been streamlined.
