Since 1901- Department of Lands has the main objective and important responsibilities to issue land certificate to people, previously the procedure found complexities, difficulties as the contactor was unable to detail their land data and inconvenienceto indicate the official information own property. Therefore it must have the clearly communications gateway which fast, effective, accuracy and reduce the unnecessary of both parties. In 2021 BOKDIN was created with objective to do land surveying occupied without land certificate. The innovative on-line 2-way communication was implementing to serve people by share check-in location via LINE application; it is very basic to all people to familiar and uncomplexity. Department of Lands is able to upload data from BOKDIN to set up fiscal operation budget plan to be transparent and fair. The basic data verified of beyond state land was 256,610 accounts was benefit to setting 2021-2027 fiscal budget for Land Adjudication Project and able to identify 50 provinces for this project which increasing 208% when compare the total 26 provinces of 2021 and in 2022 increasing to 70 provinces.

Department of Lands applied the main communication to manage “BOKDIN” to create service and serve people by receive information and property location then collect, manage on digital data with geographic information system (GIS) to overlay with government data. Then process the government project policy to solve property problem, many cases were from poverty and inequality with efficient budget requisition and meet with the need.

“BOKDIN” process under national strategy on improve the balance and develop the system management by “State for people and common interest” and create opportunity and social equality, creating fairness and reducing the inequality of country economic and social. Offer people who have land but without certificate or Claim certificate (S.K. 1), Certificate of utilization (N.S. 3), Certificate of utilization (N.S. 3 K) and request government to handle with legal, this is comply with SDG 1 End poverty in all its forms everywhere, (1.4) ensuring the right to access economic resources; basic service including the ownership over land and property.
SDG 11 –Make cities and human settlements inclusive, safe, resilient and sustainable, (1.1) The access housing with land for earning and basic service by legally issue land certificate and SDG 16 –Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all leaves (16.10) to access data and primary freedom protection according to PDPA, BOKDIN has password setting for user to protect their privacy.

“BOKDIN” project is reducing weakness point and hardness to contact with officer. User is able to apply Two-way communication and building awareness on this project and adapt the New normal working. User able to report data and arable land without certificate at anytime, anywhere by smart phone. This is fast, convenience to user and reduces travelling cost, impersonation from officer and argument caused communication between officer and user from unable given correct mapping data to verify and process. This data is able to support on state policy project to the need of people and comply with legal.

This project is open for all ages, gender, religion of user, Department of Lands publish to all sectors under Department of Landsand consider publishing for local. If any has limit on using the smartphone technology, the normal process is still available i.e. direct contact to local officer

1. Reduce travelling cost and time to contact office by using online application to serve
2. Upload data from “BOKDIN” for accurately, transparently and fairly operation plan of each annual budget. If the location is beyond the state to issue certificate, it will under the budget of 2021-2027 land certificate survey planning. This is reducing cost and comfort people with the effectiveness. 2021 budget announced land certificate survey in 50 provinces, 2020 was only 24 provinces found increasing 26 provinces (208%)of survey provinces planned
3. “BOKDIN” data that processed and verification able to issue legal certificate – it is offer opportunity for people to invest with land securities and state economic growth in return

SOP–Department of Landswill use data and land location from user via “BOKDIN” to verify with each state data to classify in 2 groups that consist of beyond state land and under state land with developing the service panel from hearing and recommendation from user in order as follows;
1ststage “BOKDIN” 2020 to receive data from LINE official account during February 1 – July 31, 2020. The total user was 11,899 accounts-beyondthe state land 6,625 accounts and under the state land 5,274 accounts
2nd stage 2021–Develop the service platform with using LINE application via smartphone to receive data and land location as the same pattern of MORCHANA. March 5 – June 30, 2020 the total user was 447,306 accounts - beyond state land 249,985 accounts and under state land 197,321 accounts
In case beyond the state land – data will process with Land Adjudication Project Planning for the annual budget 2021-2027 to comply with legal and regulations prior issue land certificate
In case under the state land – it will propose to Natural resources and environment Ministry to consider on Land right according to The National Land Policy Board

“BOKDIN 1” problem found on data received via LINE and it might concern on database security and it found limitation to process both officer and user. The publish channel was not cover as it was pilot project. Then “BOKDIN 2” increases the contact channel with LINE application with smartphone and develop walk in service and it’s propose to the cabinet with all PR channels. The total 4 months user was 447,306 accounts increasing 3,622%. Department of Lands awarded Participatory public administration –Open-minded category, close service to the public – outstanding level from office of the Public Sector Development Commission.

“BOKDIN” project adjust the state service platform, previously the officer and people communication has no format or clearly process to identify land location for verification that people has right to occupy land then the new service improvement with online technology has adapted to receive data from user with transparency and reduce discretion from officer and equality to occupy and benefit the land

“BOKDIN” improve service platform form user need to request the service from indicated office to digital platform. It is convenience, reduce cost and easy using with slogan “scan, share, post” the initiative form state project “chim, shop, chai” to encourage people for state service with smart phone that is our basic communication accessory

“BOKDIN” implement social media innovation to receive data from people and other sectors to indicate land location from user with Google Map and benefit this database management program and verify, grouping with geographic information system (GIS) that it is beyond or under the state land. This data will be used to manage for legal occupying and farming land and gather information as Thailand big data

For the adaptability on “BOKDIN” with the other context, the pilot project to the major responsibility and objective of Department of Lands that people has the right to receive state service especially land strategy and country growth economic and better quality of life. When collect land location from BOKDIN – all land office is able to indicate the area that not process land certificate and database in this project. This procedure is under “BOKDIN by Chaodin”

BOKDIN process under the most efficient resources with sufficiency economic. It starts with LINE application which has average cost 380.-/year and data process to verify the land location in case beyond the state land by post office about 5,000 accounts cost 100,000.- the total for BOKDIN 1 expense 105,000.- with the adding responsibility to the officer from normal duty. BOKDIN 2 changed channel on sending the result by post office to application as personal information with password and no any budget for this process
b. Please explain what makes the initiative sustainable over time, in financial and institutional terms. (100 words maximum)
The sustainable development factor is implement old state service platform to be people and officers are stakeholder to cooperate together and for long with this platform and direct to the need, reduce conflict and distrust with the state procedure and the organization policy. It is develop to be digitalize i.e. right register appointment and legal, survey appointment via electronics etc. This improvement service is expense control and time both user and officer well. It able to manage staff to comply with daily duty with the efficiency.

BOKDIN awarded Participatory public administration – Open-minded category, close service to the public – outstanding level from office of the Public Sector Development Commission 2021.
2 stages evaluations as the follow;
1. Audit from open state service to user in state management from application by the screening committee for government administration awards committee
2. Onsite audit from the project passed from No. 1 audit with 90 scores up with completed verification by the Participatory public administration award assessment committee office of the Public Sector Development Commission

The positive result from the above assessment as the following;
1.Supportive to arrange Big Date by comply received data on land without certificate or any other right and not in process with digitalize for database
2.User land location from BOKDIN ability to arrange project planning comply with state policy to support the need i.e. Set up survey planning to issue certificate of each annual budget, survey service for individual user, Right management on land with The National Land Policy Board policy etc.

“BOKDIN” create data base that reference with Geographic information to support Big Data, in case the location is in land service, data can upload to the other department on verifying i.e. Department of Royal Forest responsible for national reservation forest, Land Development Department responsible for permanent forest area, The Department of marine and Coastal Resources responsible for overseeing the mangrove lands, Department of National Parks, wildlife and plant conservation responsible for overseeing the lands in conservation forests etc. If the above departments has plan or project to issue the right on land to people, it can continual process immediately or if found any error on the overlapping on land it is able to correct and finding the right pathway to reduce affectation both people and governors according to the 20 years national strategy, hence BOKDIN is efficiency integrating work plans to respond the government policy with concrete results.

Department of Lands able to use verify land location that in/of the state land to integrate with other government sector of each area for planning i.e. if the land beyond the state planned survey, the sectors will cooperative work to issue the right certificate, in case the state land that able to identify the responsibility to verify on issue the right for farming or not and also project planning with The National Land Policy Board. Policy for the unarranged land right with land condition to process

Department of Lands is focus on service convenience to the user the continual open service to process BOKDIN from 2020 budget that stage received data from LINE official account during February 1-July 31, 2020 by improve service channel on BOKDIN2 of 2021 budget via application that user able to access with smart phone to fill the information and upload location to Department of Lands server for safety data. We are still serving user with the original service platform (walk in). On 2022 we are target the channel service with BOKDIN3 during February – June 2022 which comply of annual project planning
