Dr JS Moroka Local Municipality did not have a proper fire station to cater for their communities. During the IDP community outreach meetings it was discovered that the emergency medical services response time was prolonged due to the fact they were serviced approximately 70km where Thembisile Hani Fire Station is located. Dr JS Moroka Fire Station was therefore constructed to service its communities.

Please describe the overall objectives of the initiative (200 words maximum)
• To provide an efficient, cost effective, unprejudiced and equitable fire and rescue service to the residents and visitors of Dr JS Moroka Municipality. To respond to emergencies within the shortest possible time.
• Preventing the outbreak or spread of a fire;
• Fighting and extinguishing a fire;
• The control of all incidents involving hazardous or dangerous goods and materials;
• The protection of life or property against a fire or other threatening danger;
• The rescue of life or property from a fire or other danger;
b. How does the initiative fit within the selected category?
Please describe how the initiative is linked to the criteria of the category (200 words maximum)
It is linked by virtue of providing to the poorest and most vulnerable members of the community of Dr JS Moroka Local Municipality the critical and vital emergency fire and rescue services within the shortest possible time.

By bringing a critical service closer to the people, especially in the light of devastating fire and floods which have a potential to unexpectedly devastate the area from time to time.

The initiative of building the Dr JS Moroka fire station does not only provide basic service to children, women, elderly, people with disability, it also extends its services to the neighbouring villages belonging to neighboring and bordering provinces of Limpopo and Gauteng
b. Please explain how the initiative has impacted positively a group or groups of the population within the context of your country or region (200 words maximum)
By minimizing prolonged response time in terms of fire and rescue service; and also providing to the neighboring provinces.It also minimize the outbreak of fire;damage to properties and loss of life.

South Africa is predominantly rural and services such as fire services in rural areas are not easily found. This is the first initiative in the Dr JS Moroka Municipality.

Amongst the Powers and Functions of the District Municipality is to provide Fire and Rescue Services.

The project was funded by Nkangala District Municipality through equitable shares. The municipality has appointed the Consulting Engineers and the contractor to construct the fire station. Some of the material was sourced locally to support Local Economic Development. The local sub-contractors and local laborers were appointed on the project.

No
Rescuers are however able to provide awareness campaigns and training lessons to members of the community on how they can rescue themselves during unexpected disasters. They are able to teach give them swimming lessons, and fire preventative lessons, flood lessons and prevention mechanisms.

It is sustainable because it provides fire and rescue services within the communities of Dr JS Moroka and also created job opportunities.
The Fire and Rescue Services in the area of Dr JS Moroka Municipality have thus far coped well despite insignificant funding allocation, and the impact thereon has so far not been severely felt since disasters are not regularly occurring in the areas due to success in awareness campaigns.
b. Please describe whether and how the initiative is sustainable in terms of durability in time (300 words maximum)
The initiative is sustainable because it provides those services in a 24hour basis.

The municipality conducts oureach programme twice in its financial year to aquire their needs.Service providers(Consultant and contractors) were appointed in implementing the project. The consultant provided other speciality e.g. electrical,mechanical,artchitect and structural services. The municipality appointed environmental consultant to conduct environmental impact assessment studies

Fire and rescue services are specialised field,one of the lesson learnt is to provide training to the local community in order to be employed at Fire Station. The provide training to subcontractors appointed in the project
