SEDIPUALB@ es una plataforma de gestión digital completa de la información administrativa, creada desde el ámbito público y que posibilita que cualquier entidad pública, independientemente de sus particularidades (tamaño, riqueza, ubicación, cultura, lengua, etc) acometa un proceso de transformación digital con todas las garantías, en un entorno colaborativo e integrado con todos los niveles de la administración pública española.

Please explain how the initiative is linked to the category and criteria selected (100 words maximum)
La plataforma SEDIPUALB@ proporciona un marco tecnológico común, con integración a todos los niveles de la administración (cooperación interadministrativa) para promover la transformación digital de las TODAS administraciones públicas, con independencia de su tamaño y riqueza. Permite de esta forma garantizar la igualdad de acceso a los servicios públicos en todos los territorios, así como promover la participación ciudadana por medios digitales. Adicionalmente establece mecanismos de integración con el sector privado para proporcionar un acoplamiento óptimo con la entidad pública.

Esta iniciativa contribuye de forma directa a los objetivos: - 10: Reducción de las desigualdades - 11: Ciudades y comunidades sostenibles Permitiendo la integración de cualquier comunidad en el ámbito de la transformación digital y proporcionando un marco de desarrollo e integración para cualquier comunidad que desee avanzar en la línea de una transformación digital sostenible

Nuestro proyecto va claramente a la inclusión digital de los pequeños municipios, ámbito en el que las Diputaciones Provinciales prestamos nuestros servicios. La comunidad rural está compuesta en su mayoría por personas mayores, que en su mayor parte están en riesgo de sufrir lo que podemos denominar como "brecha digital". SEDIPUALB@ constituye un elemento integrador de las entidades locales de menor tamaño para poder acceder y prestar los mismos servicios y en igualdad de condiciones que las grandes ciudades. Además se han hecho esfuerzos en el diseño de la misma para incluir elementos funcionales y tecnológicos(firma biométrica, desacoplamiento entre registro y firma, etc) que fluyen claramente en la línea de rebajar esa brecha digital.

La iniciativa constituye la única plataforma digital de ámbito público cuyo acceso es libre para cualquier administración de nuestro país. Está publicada en el Centro de Transferencia Tecnológica, como exige la normativa vigente y adicionalmente incorpora elementos tecnológicos y funcionales innovadores como: - Firma biométrica - Firma desacoplada de registro en solicitudes - No exigencia de firma ni identificación en el acceso a las pruebas de empleo público (el interés se manifiesta en el pago de la tasa y la identificación física se realiza en el momento de las pruebas)

Todos los elementos innovadores son originales, ya que la plataforma está implementada al 100% por empleados públicos y en ella hemos ido introduciendo los elementos que a lo largo de nuestra experiencia hemos detectado que inciden de una forma más determinante en la vida de las personas.

La iniciativa está siendo usada por TODOS los municipios de la provincia de Albacete, incluidos los de más de 20.000 habitantes (fuera del ámbito competencial de la propia institución) y posteriormente ha sido exportada a administraciones de 6 comunidades autónomas diferentes: - Aragón, Cantabria, Castilla la Mancha, Castilla León, Murcia y Valencia Diputación de León Diputación de Huesca Ayuntamiento de Caravaca de la Cruz Ayuntamiento de Picassent Ayuntamiento de Requena Ayuntamiento de Campoo de Yuso etc.

a. What resources (i.e. financial, human or others) were used to implement the initiative? (100 words maximum)
En cuanto a recursos humanos se han empleado la mitad del personal del Servicio de Modernización Administrativa y TIC de Diputación de Albacete (8 personas de ámbito tecnológico desde el año 2014) más la coordinación del responsable del servicio y del tesorero de la organización. Los equipamientos necesarios, se adquirieron a través de una serie de ayudas de carácter europeo, a través de la empresa pública Red.es y su coste aproximado fue de unos 500.000€ Actualmente no necesitamos de otro tipo de financiación
b. Please describe whether and how the initiative is sustainable (covering the social, economic and environmental aspects) (200 words maximum)
La iniciativa como se puede observar es perfectamente sostenible, los costes están perfectamente acotados y actualmente debido a la expansión de la plataforma hemos creado un riguroso mecanismo de reparto de costes entre todos/as los usuarios/as para permitir una autofinanciación del proyecto. Todos las entidades pagamos una cantidad, estimada en función del número de usuarios que dispone en nuestra plataforma. Esta cantidad se calcula de forma totalmente transparente sobre la parte amortizada anualmente de la inversión total en el proyecto.

Desde el principio del proyecto ha existido un alto compromiso por parte de la Administración General del Estado en coordinación con la entidad titular del proyecto (Diputación de Albacete). El alineamiento ha sido total y ha permitido la generación de sinergias que se han aprovechado de forma inequívoca en el proyecto. Una vez el proyecto iba teniendo repercusión han ido llegando las "ofertas" provenientes del sector privado para colaborar también en la difusión y carácter integrador del mismo, de forma que estamos llegando a un grado de coordinación y asociacionismo óptimo en todos los sentidos.

Las administraciones públicas debemos velar por que el acceso a las nuevas tecnologías se produzca de una forma homogénea y sin crear ningún perjuicio indeseado. Bajo esta premisa, la cooperación interadministrativa es un elemento esencial a intensificar y debemos aprender que en estos momentos cualquier proyecto, sobretodo donde aparezca la tecnología, puede iniciarse desde cualquier lugar del mundo y puede tener una repercusión importante entre nuestros ciudadanos.
