Question 1

Please briefly describe the initiative, what issue or challenge it aims to address and specify its objectives. (300 words maximum)
The Weblab is an initiative that aims at contributing for the reduction of the digital exclusion, enabling access to equipment and connectivity, knowledge and use of Technologies. However, besides teaching how to use Technologies, one aims to teach how technology is produced, that is, to train young people how to build and develop ICT, qualifying them to know how to use, but also to know how to build and make, to know how to dream, but most of all, to build dreams. Especific Objectives • Install WebLabs, training centers in all municipalities; • Provide complementary and module training in the fields related to ICT to students, public servants and community; • Support the ICT sector through capacity-building of youth and training target groups by creating knowledge in this field, at the national level; • Support and promote ICT companies that can be later integrated and incubated in the Technology Park; • Promote the economic growth with the provision and export of ICT services; • Contribute for the reduction of the digital exclusion;

In many sections of the said Program, one identifies the need to reformulate the training and capacity-building plans, the introduction of teaching Technologies, the creation of technology centers and innovation environment at schools and the technological proficiency with imperative measures considering the developments of the digital world. One also assumes the existence of a clear gap between the needs and the expectations of youth regarding the use and knowledge of Technologies and contents of the current education system in this area.

The importance of ICT introduction in the school curriculum, as early as possible, is justified not only because digital literacy is an ever increasing primary need, but also for the benefits and skills acquired with teaching Technologies. Many exhibitions and studies have been carried out about this, and the conclusion is that we should increasingly invest in methods that develop skills that don’t get obsolete due to the permanent changes and that provide to people the capacity to adapt to the environment and to change: • the focus of teaching should be on the development of creativity, logical thinking, resolution and decomposition of problems, cooperation and independent learning; • Technology, specially programming, is built through a creative process of mistake attempt. This method teaches an important value, one that mistakes are challenges rather than failures.
b. Please describe what makes the initiative sustainable in social, economic and environmental terms. (100 words maximum)
The WebLab will respect and promote the Human Rights and specific gender policies in its different intervention areas, both in terms of the investment policy, human resources management or in the value chain management. .In addition to financing installation, it is necessary to ensure funds for WebLabs operation;The WebLabs may have some income from renting space to third parties for conducting training or videoconference session.Therefore, these sources of income will not be enough or regular to ensure WebLabs sustainability;It will be necessary to negotiate partnership with the Government, City Councils and Companies for the financing of the WebLabs;The Fund for Information Society may be another source of income to fund the WebLabs operation;Also was developed considering the need to respond to increasing demands of comfort, as well as the new environmental challenges.

One of the priorities of the project is the fight against inequalities and regional asymmetries and the promotion of equality for all.

Equal opportunity for girls and boys to participate in trainnings and robotic challenges

The trainings are mainly aimed at students and youth aged between twelve and fifteen years old, but teachers, public servants and the community as a whole can also be covered.

It is the first project in Cape Verde that uses containers to bring technological knowledge to children and communities for free, allowing beneficiaries to access and manipulate technology. However, besides teaching how to use Technologies, one aims to teach how technology is produced, that is, to train young people how to build and develop ICT, qualifying them to know how to use, but also to know how to build and make, to know how to dream, but most of all, to build dreams.

The project was recognised and congratulated by the effort and commitment to regarding the digital inclusion of youth in the city of Praia. The gains resulting from the project implementation are manifold, amongst which highlight fighting digital exclusion through facilitating access and knowledge of new information technology in the community.
