Question 1

Please briefly describe the initiative, what issue or challenge it aims to address and specify its objectives. (300 words maximum)
The development of technology is increasingly advanced but not balanced with the development of a real concern for Citizens with Special Needs. This is proven by the discrimination in the world of work and education that we still encounter. For example: the employment is not in accordance with the obstacles owned by the National Education Standards that have resulted in workplace accidents, school refusal by the school apparatus to prospective students. The latest labor opportunity protection for people with disabilities / disabilities / children with special needs is recognized by the Law on Persons with Disabilities.Unfortunately the labor law is not well implemented in the field. Many companies heed the law so that persons with disabilities are still not free to look for work, for reasons of physical and mental limitations they cannot get financial and social independence. One way to make Citizens with Special Needs independent is to involve stakeholders in developing health, education and assistance programs related to prosthetic tools that can help improve the quality of life of Citizens with Special Needss, these stakeholders not only consist of the surrounding community but also business actors, representatives government and related services (education / social and employment) and even assistance from abroad.Based on the background above, the CSR program is an interesting thing to study related to social issues. Researchers want to examine the concern for the Citizens with Special Needs and take the title "Caring Citizens with Special Needs Through CSR Programs in the Medical Rehabilitation Installation of Dr. Soetomo General Academic Hospital Surabaya Surabaya ".The implementation of CSR is expected to produce a solution in solving problems faced by people with disabilities / Citizens with Special Needs especially about developing the potential of Citizens with Special Needs in order to be independent and benefit the community.

In this innovation, we focused in help the disability people, especially for the amputated community to have their prosthesis, so they can have their activity and social life equal with the normal person. That is why we select the "delivering inclusive and equitable services for all". Because, we really want to help the citizen with the special needs through corporate social responsibility (CSR) program. Although, the program we've already done still need more support and improvement to get a better program to achieve the goal. The goal is equality for all.

Reduced Inequalitiies, by 2030, empower and promoted the social, economy and political inclusion of all, irrespective of disability, by improving the quality of life of disabled amputations (Citizens with Special Needs), improving the making of prostheses with "low price" with good quality so that it can help save component finance, improving the quality of the skills of Orthotic Prosthetic Dr. Soetomo General Academic Hospital Surabaya. Some of our concrete movements to date have been in collaboration with Japanese parties in providing volunteers to teach extra in prosthetic orthopedic services, provide training on making prosthetic aids, provide education and help the citizens of Surabaya in terms of medical rehabilitation services and many of our concerns. against Indonesian Citizens with Special Needs. With the help in the form of making prosthetic limbs can make patients with Amputation who have not been able to buy a prosthetic foot feel helped and feel cared for, this shows the concern of the Medical Rehabilitation Installation of Dr. Soetomo General Academic Hospital Surabaya Surabaya to the Citizens with Special Needs

This initiative will be sustainable in social, economic and environmental because we have the mou with one of the faculty technology in Japan to collaborate the program for preparing the prosthesis for the amputated person. And also, this program supported by the regional government. We really hope that this involvement of he stakeholder will promote the program become national program.

The latest labor opportunity protection for people with disabilities / disabilities / children with special needs is recognized by the Law on Persons with Disabilities, every year the government and the Parliament always update and support the issuance of PERMEN PPPA No. 4 of 2017 concerning Special Protection for Children with Disabilities and About Persons with disabilities. Unfortunately the labor law is not well implemented in the field. Many companies heed the law so that persons with disabilities are still not free to look for work, for reasons of physical and mental limitations they cannot get financial and social independence.

The amputation condition can be experience by all gender and ages. So, it must be important to improve the condition and make an improvement for the quality of life for the disabled person.

Based on these data the most cases are amputations of lower limb that affect the mobility of patients, so this is the main concern of the Medical Rehabilitation Installation of Dr. Soetomo General Academic Hospital Surabaya Surabaya because in that case requires aids to walk again (prosthesis feet). To help improve the quality of life of Citizens with Special Needs.

This program strart from CSR Program 2017 Comparative Study to Japan, The result of the visit was the establishment of cooperation between the Japanese and Indonesian parties in terms of technology and social learning, especially in the field of prosthetic orthotics and their application to the Citizens with Special Needs social program at Dr. Soetomo General Academic Hospital Surabaya. Then it continew in CSR 2018 Patient Gathering Program, The Patient Gathering activity was carried out with the aim of providing information on services in the Medical Rehabilitation Installation of Dr. Soetomo and related referral systems to optimize service to customers who need Orthotic-Prosthetic aids so that services can run optimally and efficiently. The final Implimentation we have Visit from Hiroshima University Hospital (HUH) Japan at September 2019, The event that was held was a series of visits to the Prosthetic Orthotic Unit of Medical Rehabilitation Installation Dr. Soetomo in the context of training from the Faculty of Prosthetic Hiroshima International University. This event was held to improve the ability of prosthesis orthosis staff and improve the quality of medical rehabilitation services to patients through presentations and workshops from Professor Keiichi, PO to Staff from the Orthopedic Prosthetic Unit of Medical Rehabilitation Installation Dr. Soetomo. These activities include Workshop the technique of making prosthesis of the lower limbs, Gait Analysis in Transfemoral Prosthesis. Providing material assistance and skills for making prosthetic limbs for Medical Rehabilitation patients as an implementation of Citizens with Special Needs care on CSR programs from Japan. At 2-5 December 2019. From this visite we can make 7 prosthetic limbs for 7 patient, we choose the patient from people who can't buy prosthetic limbs for they mobility.

The obstancles encountered from this program is from human resources quality and the expensive of raw material How we were overcome from this program is we make a good coorporation to make a proper program so coorporation betwen Japan and Indonesia can continue

It is very potential to transfer the innitative to other context and city or region, because there are still many disability persons who need this program in other city

For human we need some orthosis prosthesis specialty. We also need fnancial and equipment support.

This initiative based on the need of prosthesis for amputation person. And, the number of amputated people still increasing and could be there still a lot of person with amputated out there and don't have the prosthesis. That's why we try to make this intiative more recognised by other regional government in Indonesia. It is very possible to implement the iniative in a very long time.

We work together with all the sectors that involve in prosthesis preparation, in the Rehabilitation Medicine Installation also, we report our activity to the director of Dr Soetomo General Academic Hospital.
