The number of poor people in Bali in 2011 was 4.88%. The low access of education for poor students to continue to high school level causes school participation rates of 68.91%. In 2014 the gross enrollment rate of secondary schools only reached 75.33%. In 2014 the pure high school enrollment rate only reached 57.15% and the pure high school participation rate only reached 25.16%. The low number of school participation in Bali shows that poverty is still a major problem in Bali. Children are a very valuable asset for the nation. No child wants to be born into a poor family. Even if that happens, the government must break the poverty chain to realize a quality golden generation of Indonesia. For this reason, the provincial government of Bali has innovated to establish the Bali Mandara Senior High School, a free boarding school specifically for poor students. To break the poverty chain, on April 8, 2011 through the Governor of Bali Decree No. 680/03-A / HK / 2011 The Provincial Government of Bali innovates by establishing Bali Mandara State High School. Boarding quality education services with a special full education assistance system provide access to junior high school graduates in Bali Province from poor families. After 8 years of innovation, it turned out to show very effective results. The school participation rate increased to 82.35% in 2018. Poverty decreased to 4.01% in 2018. Student achievement developed from the sub-district level to the international level. All Bali Mandara High School alumni continue to higher education not only in Indonesia but also abroad such as the United States, the Netherlands, the United Kingdom, Norway and India. It is hoped that these alumni will become the golden generation of Indonesia in 2045.

Before this innovation was made, public services in the field of education in Bali were still low. Visiting guests both from schools in Bali and outside Bali as well as from the executive and legislative circles is increasing. Some of the benefits of this innovation include.
1. Benefit of access; the number of poor students absorbed to get quality education at SMAN Bali Mandara until 2019/2020 is 500 students .
2. Improving student skills through entrepreneurship and extra-curricular activities as capital to get decent work .
3. Providing multicultural and inclusive education services to ensure gender equality and education for all .
4. Implementing literacy education through silent reading and research based school activities and improving numeracy skills through foundation activities .
5. Applying Consciousness-based education through regular meditation activities to optimize students' thinking abilities and self-awareness.
6. Ensuring that all adolescents and a number of adults, both men and women, achieve literacy and numeracy skills
7. Building and improving the quality of educational facilities that are sensitive to gender, children and disabilities and provide a safe, non-violent, inclusive and effective learning environment for all.

1. Social aspect; There is good cooperation between families, schools, and communities in an effort to support the improvement of the quality of innovation. The community will continue to need this school to save poor students in Bali.
2. Economic aspect; Provision of budget by the Provincial Government of Bali to provide educational assistance to students annually through funding from the Provincial Government of Bali.
3. The regulation that overshadows this innovation through Governor Regulation Number 1 of 2015 concerning High School Management System/Bali Mandara Vocational Senior High School in Bali Province.

Before this innovation was made, public services in the field of education in Bali were still low. The government has not maximally worked on school participation rates. Students dropping out of high school education are still high. Poor students who graduated junior high school in 2010 because of limited costs they prefer to work as unskilled laborers rather than continuing to higher education. Access to public services for poor students in Bali in 2010 has not been maximized. So, in 2011 the Bali Mandara Senior High School was established. This public service is carried out to bring government service access to the poor and to give full encouragement and scholarships to students. This innovation is able to increase school participation rates from 68.91% in 2011 to 81.98% in 2016. Until 2019 the number of students who have access to this education is 1001 students.

Acceptance of new students in Bali Mandara Bali is based only on poverty without regard to gender. Student activities at school are carried out uniformly without regard to gender except for the placement of students in the dormitory. Providing multicultural and inclusive education services to ensure gender equality and education for all. Building and improving the quality of educational facilities that are sensitive to gender, children, and disabilities and provide a safe, non-violent, inclusive and effective learning environment for all. Ensuring that all adolescents and a number of adults, both men, and women, achieve literacy and numeracy skills

The impacts of this innovation are as follows .
1. Able to improve continuity of education from junior high school to high school;
2. Increasing the participation of children from poor families and children with special needs ;
3. The using of E-Learning in Bali Mandara Senior High School, has a high influence on other schools in Bali.
4. As a Center of Excellence in the field of education in the Province of Bali, able to be an example and inspire other high schools to continue studying at Bali Mandara Senior High School .
5. To build partnerships with poor communities around schools, the Bali Mandara Senior High School continually organizes community services for vulnerable poor people, including doing social work teaching school dropouts in Buleleng, Bali.
6. School participation rates in 2018 becomes 82.35%.
7. Improving the ability of students with poor backgrounds and below average academic ability to become outstanding students from sub-district to international levels. .
8. The positive impact of this innovation is also felt by students' parents. The multiplier effect that occurs is 100% of students' parents are able to improve their welfare by getting a scholarship at the Mandara Bali Senior High School.

1. Application of Foundation study to provide a foundation for numerical abilities and ways of student learning.
2. In the academic field, the school curriculum is enriched with TOEFL IBT, TOEFL ITP, and JLPT.
3. Setting up Pathway To Leadership services consisting of leadership, entrepreneurship, and outreach with main activities including community service, safety, Transcendental Meditation, and public speaking training to shape the character of good Indonesian students
4. Preparing research based school innovations, where each student is required to make at least 1 scientific paper in the hope that students can become a generation of creators.
This innovation is evaluated every year. Several evaluations carried out are as follows .
1. Evaluation of innovation is carried out every semester by the School Internal Audit Team (TAIS) which has been certified by TÜV Rheinland Indonesia to determine the achievement of innovation targets and to know early on the problems that arise.
2. Evaluation of innovations carried out by a supervisory team of the Education Agency of the Bali Province to determine the obstacles, success and impact of innovation. The evaluation aspect consists of 8 Education Standards that have been set by the Government.
3. The annual evaluation of customer satisfaction conducted by the Public Relations team of SMAN Bali Mandara to obtain information on primary customer satisfaction (students and teachers), secondary (parents of students), and tertiary (the school of origin of students and related institutions)
4. Examination by the Supreme Audit Board (BPK) to examine the management and responsibilities of state finances. During the implementation of this innovation from 2014 to 2018 this innovation received a fair opinion without exception from the BPK.

1.The input of students come from poor family background is very sensitive, low self-esteem, and their academic abilities are not very good. These obstacles are overcome by increasing student confidence through the formation of peer counseling, foundation and Applying Consciousness-based to optimize students' thinking abilities and self-awareness; 2.The seriousness of the school in providing information and recommendations to prospective students since there are still poor students who do not know this innovation. This was overcome by conducting socialization by Bali Mandara High School students during school holidays and outreach to poor villages.

This innovation was first coined by the governor of Bali to provide access to students from poor families. This innovation was carried out in the province of Bali given the large number of poor people who had dropped out of school. through a new education system that is made with a relational pattern such as in the Taruna Nusantara High School in Java that the learning time becomes longer and focused on learning and training activities.

This innovation is purely an idea of the people's aspirations with the full support of the Provincial Government of Bali. The originality of this innovation can be seen based on :
1. 100% of student input comes from poor families without looking at academic achievement while public schools in general only 20% of poor families and based on achievement.
2. The use of the semester credit system at the Mandara Bali Senior High School can be used as a model school in Bali, the only public school that uses Semester Credit System.
3. Leadership, entrepreneurship, and community service innovations incorporated into co-curricular activities can be adapted by other schools as a vehicle for enhancing students' soft skills and character skills.
4. Awareness-based education and research-based schools are included in extracurricular activities.
5. Students get full scholarships from the government for tuition fees and living expenses.
6. This innovation initiator is the Governor of Bali, then reviewed and developed by a team of 9 consisting of a team of experts, the education board, the Institute for Quality Assurance of Education, and the education office to conduct analysis and prepare innovation designs.

Potential transferability is: 1. Providing access to students graduating from Junior High School (SMP)/Islamic Junior High School (MTs) in Bali Province who come from poor families but they have the potential to progress. 100% students come from poor families with full education support from the Government Provincial of Bali; 2. Improving student skills through entrepreneurship and extra-curricular activities as capital to get decent work; 3. Providing multicultural and inclusive education services to ensure gender equality and education for all; 4. 1. Through the Regulation of Governor of Bali Number 1 Year 2015 able to be used as a guarantee to the community for the sustainability.

3. Community interest in sending their children to school is very high. The number of registrants from year to year is increasing and 16% can only be accepted.
4. Continuous capacity building for educators through teacher training as outlined in the school budget.

1. Student achievements in the academic and non-academic fields increase from year to year with a total of 611 academic achievements and 560 non-academic achievements; 2. All Bali Mandara Senior High School graduates continue their education to universities or official schools not only in Indonesia but to overseas. The distribution of alumni as follows: 45% are studying at the State University, followed by 44.6% studying at private universities; having overseas study1.6%; 6.9% studying in service schools, and 1.6% are working as well. 3. The increase in school participation rates from 68.91% to 82.35% in 2018.

1. The evaluation impact of the School Internal Audit Team is to overcome obstacles in implementing the innovation and find solutions .

1. Department of Agriculture of Bali is preparing seeds and fertilizers to realize the school mission as the green school; 2. The Bali Health Department improve and maintain the health of school residents; 3. The environmental department is to manage the waste in the school; 4. The livestock service is to conduct training on livestock entrepreneurship in schools; 5. public works department to help the arrangement of the location of school buildings;.6. The principal of Junior High School, the process of student recruitment begins with socialization to junior high schools conducted by students on holidays, socialization through work meetings of school principals and counseling teachers, socialization in Disadvantaged Villages, recommendations from Principal of Junior High School to the 10 poorest students. Furthermore, student recruitment is carried out through the stages of paper-based, home visit, and the boot camp.

The challenges faced in this innovation are .
1. Student achievement in various fields can be enhanced by a holistic approach (comprehensive) including mental, character, and academic coaching.
2. The input of students come from poor families is very sensitive, low self-esteem, and their academic abilities are not very good. This obstacle is overcome by arousing student confidence through the activities of The Calling, Inauguration, the formation of peer counseling, and foundation.
3. The school capacity is very limited, only 128 people each year while the number of applicants in the 2018/2019 academic year reaches 1216 people. This was overcome by doing E-Learning-based learning (Virtual Classes).
4. The seriousness of the school in providing information and recommendations to prospective students so that there are still poor students who do not know this innovation. This was overcome by conducting socialization by Bali Mandara High School students during school holidays and outreach to poor villages.
5. Propose a Regional Regulation to umbrella this innovation.
6. Propose to the Ministry of Education to make this innovation as a model to be implemented at other regions.
