Question 1
Please provide a brief summary of the initiative including the problems/challenges it addressed and the solutions that the initiative introduced (300 words maximum)
Women and children in Indonesia are still vulnerable to violence. Data from the National Commission of Women in 2016 recorded 259,150 cases on violence against women. While on violence against children cases, the Commission for the Protection of Indonesian Children in 2016 recorded as many as 591 cases. This condition is also experienced by one of the regencies in Indonesia, Pasuruan Regency
In Pasuruan regency, 2 years before the innovation being applied, the violent cases raised in high number, and many of which were not being reported (iceberg phenomenon). Data on Integrated Services Center for the Protection of Women and Children found 75 cases in 2014, and 68 cases in 2015. Another factors are (1) most victims and community were reluctant to report the violence acts, (2) slowresponse in handling each case.
In order to answer those challenges, Pasuruan regency initiated a program, entitled “Raising the Awareness on Violence Aganst Women and Children by Approaching the Target”or to be shortened as “SAKERA JEMPOL”

The strategic approaches are :
1. Campaign on Ending Violence Againts Women and Children through a Facebook-Fanspage“PPT-PPA Kab. Pasuruan with SAKERA JEMPOL” and through women and children protection car and motor cycles, by involving active participation of local communities.
2. Approach the Target Hotline: an effort to prevent violence by distributing “cadre’s/consellor’s name card” equipped with SAKERA JEMPOL logo to comunity to ensure early reporting.
3. Three Rapid Actions (Rapid detection, rapid reporting and rapid handling) : by connecting the Public Health Center, hospitals, social affair offices, women empowerment offices, police,children protection institutions through a one day service.
4. Mentoring to approach the target: to conduct sustainable mentoring activity to empower the victims, so they would grow financially independent,and are able to return to the society.

This initiative aims to:
1. Reducing the number of violence cases against women and children by raising the people’s awareness to report case.
2. increasing the active involvement of all components of society in the campaign Campaign on Ending Violence Againts Women and Children
3. Increasing the speed of handling victims through connectivity among agencies involved in handling victims of violence
4. Increasing the resolution of cases of violence by encouraging law enforcement officials in increasing commitment and coordination of case resolution
5. Empowering women victims of violence to become economically independent
6. Providing recommendations for the Pasuruan regency government related to improvement the policy to end violence against women and children

This initiative is in line with category number 3 to promote gender responsive public service in order to reach the SDGs.

"SAKERA JEMPOL" is able to contribute significantly to the target of SDGs no 5 “Achieve gender equality and empower all women and girls” with indicators to end all forms of discrimination and eliminate all forms of violence against women and children. Therefore, SAKERA JEMPOL initiative is able to push the achievement of target SDGs No. 5 through the improvement of public services :
1. Simplify procedures for reporting cases of violence against women and children through Integrated Service Center Team Protecting Women and Children social media and whatsappgroup, starting at village, sub-district, and regency level.
2. Accelerate the process of case handling, which previously took 3-5 days to 1 day by connecting the victims' counselor working groups in village-level with the Integrated Service Center Teams Protecting Women and Children, comprises of Family Planning and Women's Empowerment, public health service, hospitals, social services, non-governmental organizations / child protection institutions and police
3. To speed up the adaptation process carried out by the victims in engaging with the community through sustainable health, psychological and social counselling through the Integrated Service Center Team Protecting Women and Children.
4. Creating financial independence for victims through skills training such as food processing and handicrafts.

The initiative must impact positively a group or groups of the population (i.e. children, women, elderly, people with disability, etc) and address a significant issue of public service delivery within the context of a given country or region.

This initiative is a solution in ending violence against women and children. It becomes pertinent and relevant with issues emerging around the globe relating to gender inequality and violence, and also the raising number of violence cases emerging in Indonesia, particularly in Pasuruan regency.
Thereby, ending any form of violence action against women and children requires a breakthrough, persistent effort, and high commitment from all involving stakeholder in handling violence cases, supports from all parties, and active participation from the society. SAKERA JEMPOL innovation is able to provide implementative and comprehensive solution through combain 4 strategic approaches become one package programme.
This initiative allows the public to have opportunity to be the subject in solving the problem of violence, facilitating the relevant parties with an Integrated Service Center team For Women and Children Protection,as well as active participation from all components of society in handling violence cases against women and children through social media technology, and ensure that victims of violence are receiving a thorough rehabilitation process so they would be able to adapt with their families and communities, and empower women victims of violence.
b. Please explain how the initiative has impacted positively a group or groups of the population within the context of your country or region (200 words maximum)
This initiative results a positive impact on groups of women and children vulnerable to violence ; rural community with minimal access, communities with low socio-economic and education background,and broken home children.
The positive impacts received by the victims, the victims’ family, and the community are described as follows:
1. raises awareness and moral responsibility of the community components to reduces the cases of violence against women and children
2. changes the paradigm which make people reluctant to file a report (that being a victim of violence, especially sexual violence, is a family disgrace), and became more transparent in filing a report to the counsellor working group on victims of violence cases.
3. The speed in handling cases, starting from assisting victims at the village level up to the regency level, the handling violence victims in public health centers / hospitals, processing the issuance of visum et repertum letter by the police, and assisting through rehabilitation process with psychologists.
4. No rejection found within the family and community, the people’s awareness that victims of violence are part of the family that should be accepted, helped, and facilitated.
5. Women victims received skills education to elevate their economy independence.

This initiative is applied under the following 4 startegic approaches:
1. Campaign on Ending Violence Againts Women and Children through Facebook-Fanspage “PPT-PPA Kab. Pasuruan dengan SAKERA JEMPOL” and through women and children protection car and motor cycles for the rurals with limited internet access by involving active participation of local communities.
2. Hotline on Approaching the Target through “cadre’s/consellor’s name card” equipped with SAKERA JEMPOL logo to ensure that the victims would receive services. This SAKERA JEMPOL card is distributed to violence victims, community leader, religious figure, village officials, and key population, so that they would have the contact number to be reached once they found a violence case in the area. SAKERA JEMPOL initiative is original idea that has not been applied anywhere in Indonesia and around the world. This initiative uses a distinctive new method; approaching the target, facilitating the victims to file a report, providing integrated case handling through social media, providing sustainable mentoring service and skills training for the former-victims of violence through the following 4 strategic approaches: first: campaign through Facebook-Fanspage, previously, no active participation from the society. currently, the communities are actively engaged on the campaign directly and through social media. second: approaching the target hotline. previously, there was no early detection initiative toward the family or individual enduring violence. currently, the community has direct access to file a report on violence indication, therefore early intervention can be delivered immediately. Third: Three rapid reaction. previously, the process required 3 days due to beurocracy procedure. Currently, a path and connected handling system are now available which able to cut the process into one day only. fourth: approaching the target counselling / mentoring. previously, no sustainable counselling/rehabilitation process available. Currently, through the ‘ada jempol’ card, the victims’progress is documented from time to time until the victim recovered, and provide victims with skills training to build their economy independency.

a. Financial resources:
- SAKERA JEMPOL financial resource is allocated from PasuruanRevenue and Expenditure Budget, by facilitating the Integrated Service Center for Women and Children Protection. The budget allocated in 2016 was Rp250.000.000; and Rp221.428.000 in 2017.
b. Incidental donation from children protection institution for counselling and violence case handling.
c. Human resources:
- Integrated Service Center Team for Women and Children Protection at the regency level comprises of human resources from Family Planning and Women Empowerment Office, Public Health Service, Hospitals, Social Affairs Office, University, Child Protection Institutions, Police, Community Based Organisations, and Women Organisations.
- The working group team of counsellors/mentors on violence cases at the District and Village level are hired from functional staffs of Family Planning and Women Empowerment Office, Cadres, Volunteers group from the Social Affairs Office, village and district officials, Family Welfare Movement team on the village and district level

a. Has the initiative been transferred to other contexts?
Yes
The pilot project was initially being carried out in 4 regencies. Through the Revenue and expenditure Budget Allocation in Pasuruan, this innovation has been relicated in almost all regencies (24 regencies) through out Pasuruan, and it remains active until now. This innovation draws a serious attention from the central government, particularly from the Ministry of Women’s empowerment and Children Protection, Indonesia Child Commission, and Women Empowerment and Beurocracy Reformation Ministry (received Top 99 Inovator award on Public Service in 2017) (https://kokokadiprayogo.files.wordpress.com/2018/02/top-99-inovator-award.pdf), as well as Universities through the researchs conducted by the students; out of which are Brawijaya Malang University, Health Politechnic Malang, and State University in Malang.
This innovation is also supported by Brawijaya University, Yudharta University, Women Empowerment, Child Protection and Population office of East Java, Governor of East Java, Ministry of Administrative And Bureaucratic Reform and Ministry of Women Empowerment and Child Protection Republic of Indonesian
In addition, several municipalities and provinces also visited and carried out a comparison study activity, they were: West Sumatera Province, East Kalimantan Province, Malang City and Banyuwangi Regency.

Confidence with the sustainaibility of this initiative in the next future due to the following reasons:
1. Resolving issue related to violence against women and children that is related to each individual's basic needs, therefore it is our collective concern to settle the problem
2. The support of Pasuruan Regency Government in the prevention of violence against women and children is strengthened through Draft Local Regulation on Women Empowerment and Child Protection which is currently in the finalization stage. Regent Regulations and formal institutions of integrated public service centers for women and children protection and community support have been issued and established in the community based organizations, women's organizations and the Child Protection Institution.
3. The main indicator in the 5-year Strategic Plan of Family Planning and Women Empowerment as the leading sector of this innovation have included the ratio of Domestic Violence and the percentage of cases of violence settlement in women and children.
4. Fund support set by Pasuruan Regency Government in every running year.
5. A "Safe House" shelter is built for victims of violence against women and children.

The initiative should have gone through a formal evaluation, showing some evidence of impact on improving people’s lives.
a. Has the initiative been formally evaluated?

If yes, please describe how the initiative was evaluated? (200 words maximum)
Evaluation of the progress of the initiative was undertaken through a tiered evaluation of cases of violence against women and children through working groups of Integrated Public Service Centers for Women and Children Protection from the village level, Sub-district level, which will be reported at the district level through the Secretariat of the Integrated Service Center for Women and Children Protection in the Regency.
Regional Integrated Service Center for Women and Children Protection also evaluates the number of complaints addressed by the communities concerning cases of violence against women and children,and into which extent the resolution of women and child violence issues is legally implemented through coordination with law enforcers (police, prosecutors and courts).The results of the recapitulated evaluation were then discussed through a coordination meeting in the Group Discussion Forum held periodically in every 3 monthsthrough the Integrated Service Center for Women and Children Protection in Pasuruan Regency, such as the public health centre, hospitals, child protection institutions, social affairs office, universities, women's organizations, community based organizations and the police to evaluate the obstacles and challenges, as well as important issues in cases of violence against women and children to formulate the next strategy.
b. Please describe the outcome of the evaluation of the impact of the initiative (200 words maximum)
The impact of the initiative are the followings:
a. Decrease in cases of violence against women and children
Based on annual reports, the number of violence cases against women and children is decreased. In 2014 there were 75 cases, 68 cases in 2015, 86 cases in 2016 and 69 cases in 2015. The above data shows the peak of the case occurred in 2016. This is in line with the beginning of innovation starting December 2015, which indicates increased awareness and public courage to file reports, so that the number of cases increased subsequently, yet then decreased to 69 cases by 2017.
b. The increase in percentage of cases settlement in violence against women and children.
Percentage of case settlement in 2014 and 2015 were 96% and 97%,in 2016 and 2017, 100% cases of violence were resolved. This indicates that there has been a high commitment especially from the law enforcers in resolving cases of violence.
c. Faster in handling the violence cases
Based on the forum discussion group result, before the initiative was being applied, it took 3-5 days to handle the violence case, due to procedure and beurocracy, now only requires one day to handle case.

Evaluate the success and impact of initiative implementation through the following 3 indicators:
1. Decreased number of violence cases against women and children
a. Number of violence cases against women and children every year.
b. Increase of people’s awareness about violence against women and children.
c. Fast reaction from the community in filing reports related to the early signs of violence, which then prevent violence actions.
d. Economy independence for former women victims of violence to prevent repeating cases of violence in the future.
2. Faster in handling the violence cases
a. Responsive action in Public Health Care and Hospitals
b. Responsive action in issuing the visumet repertumfrom the Police as a requirement letter to examine the victims to the hospital

Involving stakeholders in this initiative are as below:
1. Relevant Government office
Family Planning and empowering women office as the leading sector of this initiative is supported by 27 stafs and 2 stafs who is assigned to upload campaigns ending violence against women and children through Facebook-Fanspage, 83 specific functional personnels stationed in 24 sub-districts serving as resource persons for the campaign to end violence against women and children in each village, 83 specific functional personnels stationed in 24 sub-districts serving as an endorsement for women in the village.
District and Village assist in strengthening the institutional Integrated Services Protection of Women and Children at the sub-district and village levels which support the implementation of the program. hospitals, and Public Health Service provide treatment to the victims. Social Affairs Office has a role to facilitate the rehabilitation process of victims.
2. University
Yudharta University providing psychologist for victim assistance and rehabilitation
3. Non-governmental organizations and legal aid agencies
Child Protection Institution provides assistance, facilitating to resolve cases, while Bhakti Perintis Legal Aid Foundation provides legal assistance and facilitates case resolution
4. Law Enforcers
The Police has a role to; (1) accommodate public complaints (2) facilitate the process of issuing visum et repartum letter for examination process carried out at the hospital, and (3) coordinating the case processes / reports
5. Community based organization
Family Welfare Empowerment Organisationon village/sub-district/regency, Women Group Organisation, Religious and Women Organisation which have role to support the campaign through either facebook-fanspageor directly, and provides mentoring for the victims when they return to the society
6. The involving community are community leader, religious leader, and volunteer group who provide mentoring to the victims when they return to the society, while individuals who join the the fanspage could spread the campaign through social media.

a. Please describe the key lessons learned, and any view you have on how to further improve the initiative (200 words maximum)
Primary requirement: Good will and support from the Regional Government Heads. The implementation of this initiative is inseparable from the leadership role of Pasuruan Regent who has a strong commitment to carry out improvement in the issue of ending violence against women and children and women empowerment.
The importance of support from related agencies. This innovation has been successful, thanks to the support given by related offices such as Public Health Service, Public Health Center, Regional General Hospital, Social Service, Police and University who have provided psychologist for the victims. Synergy and commitment from the relevant agencies are needed to ensure that this innovation program can be done well in the field so that the acceleration of ending violence against women and children can be achieved in Pasuruan.
The Importance of Government Partnerships - Communities - Strong Community - Community Organizations - Solid Non-Governmental Organizations. Partnership built between government and communities, community leaders, community organizations and the Institute for Child Protection is highly essential, especially in the implementation of this initiative as a reflection of active participation and social responsibility.
