Question 1

Please briefly describe the initiative, what issue or challenge it aims to address and specify its objectives. (300 words maximum)
Due to the inequality in Thai society, there are differences in opportunities for people in society, especially among children and youths, which are a group of people who are about to step up to be the main force of the country in the future. Suphanburi is a province that still has many children and youths who still lack the opportunity and support in doing activities, including the lack of opportunities and equipment for those activities. Activities can strengthen physical and mental health. In addition, it can be performed as a career to create income for children and youths in the future. The Suphanburi Provincial Administrative Organization sees the importance of the problems and the importance of children and youths. Therefore, the Suphanburi Youth Dream Project was established with the essential principle under the concept of leaving no one behind, everyone will be given an equal opportunity, and follow the Royal guidance of King Rama IX as quoted”Children are those who will inherit everything from adults. Therefore, every child deserves and needs to be properly and appropriately raised to be steady in faith and virtue, well-behaved, honest, smart and intelligent in reasons…” This guidance became the essential principle in planning and brainstorming the project execution, in collaboration with other relevant sectors in order to create opportunities and encourage the children and youths of Suphanburi Province to grow with quality.

Corresponds with Branch 1, SPAO sees the differences and inequality among children and youths in Suphanburi Province. Therefore the Suphanburi Youth Dream Project was organized, by adhering to the principle of leaving no one behind. That is to say, regardless of the area that those young people live and regardless of their social status, they have equal opportunity to do activities. With participation from various sectors in expressing opinions, making plans and giving counsel, in order to increase the efficiency and effectiveness of the project execution, and to solve the problem of equality in a comprehensive manner.

The Suphanburi Youth Dream Project is consistent with the 10th goal of the SDGs : to reduce inequality both domestic and international (10.3) levels by promoting the coverage of society, economy, and politics for everyone, regardless of race, origin, and economic status. Many children and youths from different schools and different districts participate in the Suphanburi Youth Dream Project. They help strengthen the practices and competions systematically under international standards. Most children and the youths still lack opportunities and equipment, but they are currently being supported by the project, in terms of both opportunities and equipment, in order to further create sustainable development for children and youths which may become a career for generating income for the children and youths in the future.
b. Please describe what makes the initiative sustainable in social, economic and environmental terms. (100 words maximum)
1. There is an integrated cooperation among government agencies, the private and the public sectors in the planning and execution of the joint project. In addition, the operating procedure is to stimulate the community, both for families and educational institutions, as well as to indirectly reduce drug problems and misdemeanors. 2. When children and youths are able to compete, it helps to generate direct income for the children and youths, as well as help support income for the merchants and those involved. 3. When executing the competition, people and communities can sustainably take advantage of the field and surrounding areas

The problem of children and youths who lack the opportunity to access public services, is an important reason of the Suphanburi Provincial Administrative Organization to plan a joint project between government agencies, private sectors and the people sector with the principal objectives of providing the opportunities for disadvantaged children and youths to access various activities of their interests. When these disadvantaged children and youths receive equal opportunities to access activities through practices and competitions, it will encourage them to grow into quality youths and to become a force for national development in the future. Since all children and young people are born with inequality, our department, a government agency involved in the development of children and youths, must provide public services for all children and youths living in all areas, to have the opportunity to access and use national resources without leaving anyone behind.
b. Please describe how your initiative addresses gender inequality in the country context. (100 words maximum)
According to the operation of the previous project, the Suphanburi Provincial Administrative Organization has opened opportunities for both children, young men and women to access activities since the beginning of the project. It is in accordance with the educational provisions under the Constitution of the Kingdom of Thailand B.E. 2560 wherein the state must provide equal education for all children, both male and female, without discrimination. In the past, our young women have entered to the professional level which is a promotion of gender equality that was given priority.
c. Please describe who the target group(s) were, and explain how the initiative improved outcomes for these target groups. (200 words maximum)
The principal target groups in our project consist of children and youth who are disadvantaged and lacking of opportunities to access activities in Suphanburi Province. At the beginning of the project in 2015, there were 250 children and youths that participated in the project, covering schools in 2 districts. In the year 2019, there were 3,000 children and youths participating in the project, covering schools in 10 districts throughout Suphanburi Province. That is to say, in the past 5 years, there is an increase in the number of disadvantaged children and youths participating in the project every year. Therefore, the project is considered an achievement as planned, with children and young people participating in the project having the opportunity to enter football clubs both in Thailand and abroad. Furthermore, the project is deemed to encourage children and youths to use their free time productively, and is part of reducing drug problems in the area as well.

a. Please describe how the initiative was implemented including key developments and steps, monitoring and evaluation activities, and the chronology. (300 words)
The Suphanburi Provincial Administrative Organization established the Suphanburi Youth Dream Project in 2015 with the objective of opening space and opportunities for children and youths, both male or female in various areas of Suphanburi Province to have the opportunity to do activities (Football) equally. The project consists of the detailed operating procedures as follows: 1. A Plan to implement a joint project between the government, private and public sectors. Regarding to the project operation, we informed children and youths who lacked opportunities and deficiency for an important concept to determine the basic training course (Suphanburi model), competition rules and regulations, competition standards and sufficient competition support. 2. Organize training to educate trainers in the basic training course (Suphanburi model), competition rules and regulations, competition standards for trainers to pass on knowledge to children and youths participating in the project, as well as equipment support used in practice. 3. Arrange meetings and coordinate with relevant departments to implement the project, including schools, government agencies, directors, medical centers, shops, public representatives and other related agencies. 4. Implement the project according to the project plan. 5. Summarize the results of the project in order to improve the project implementation guidelines in the next year to allow the project to be considerably advantageous for children and youth.
b. Please clearly explain the obstacles encountered and how they were overcome. (100 words)
In the beginning stages of the Suphanburi Youth Dream Project, it still lacked participation from various sectors in the planning and implementation stage of the project. Later, the Suphanburi Provincial Administrative Organization publicized and provided outreach to communities, people, and relevant parties in order to understand the intentions and objectives of the project, resulting in the communities, people and relevant parties to fully understand and cooperate with the organization more and more every year. At present, communities, people, and related parties are more interested in the project, resulting in more children and youths participating in the program every year.

The Suphanburi Youth Dream Project helps create opportunities for children and youths that lack opportunities and readiness to do activities by promoting basic training under the Suphanburi model, together with systematic competitions, and international safety standards for athletes. It is the only project in Thailand that is organized for elementary school students to help keep children and youths far away from drugs as well as to increase their income.
b. Please describe, if relevant, how the initiative drew inspiration from successful initiative in other regions, countries and localities. (100 words maximum)
The inspiration of the Suphanburi Youth Dream Project was from observing problems of underprivileged children having low social status, no sport fields, no shoes for activities (playing football), and a wish to allow them equal opportunities with other children in society, as well as To Be The Number One Project, aiming to promote and encourage children and youths to develop themselves and stay far away from drugs.

The Kantrang Subdistrict Municipality, Trang Province conducted a study visit to the Suphanburi Youth Dream Project, organized by the Suphanburi Provincial Administrative Organization. It had implemented this project to increase basic skills of children and youths in their own areas where there were problems of children and youths that lacked opportunities to do similar activities. The result was that the children and youths in the area responded very well to the project. In terms of curriculum improvements or future development processes, the Suphanburi Provincial Administrative Organization has collaborated with Kantrang Subdistrict Municipality to evaluate the curriculum together and continue to improve the curriculum for the future.

a. What specific resources (i.e. financial, human or others) were used to implement the initiative? (100 words maximum)
The financial resources used in the project consisted of annual budgets according to the provision of the bureaucratic disbursement system. In addition, the SPAO has received support from the private sector and networks in the area who realize the importance of the project by offering financial support. In terms of human resources, the project operators consist of government officials and employees of the SPAO. It is also created through the cooperation of the government and private sectors, the Local Administrative Organizations as well as gathering people in the area who are fond of football.
b. Please explain what makes the initiative sustainable over time, in financial and institutional terms. (100 words maximum)
Regarding innovation sustainability, there is an integrated participation between the sectors of government, private, and people. The project operators have prepared Memorandums of Understanding between the district offices to receive financial and equipment support, including the opportunity to organize competitions. In order to achieve sustainable development goals by considering the value of innovation, the project has established a basic football curriculum, organized competitions in accordance with international standards and promoted sportsmanship for athletes to know how act when they lose or win, and to be able to forgive. In addition, it allows everyone to easily access the sports innovation

The project has been evaluated and was selected as a local administrative organization with good management for the year 2019, using the evaluation criteria of efficiency of Local Administrative Organization. It earned 80% of Local Performance Assessment to fill out the application form. When passing the criteria, a 2nd evaluation will be conducted by the educational institution. Public sector Award by the committee appointed by the Office of Decentralization to the Local Government Organization Committee (ODLOC), Office of Permanent Secretary.The Assessment of standard for transparency and promotion of public participation is operated by King Prajadhipok’s Institute
c. Please describe the indicators and tools used. (100 words maximum)
The assessment is conducted by giving a score to each indicator which must consider the actual facts and statistics. It consists of the following indicators: Quantitative Indicator, referring to the number of underprivileged children that were given the opportunity to participate in the project, and Qualitative Indicator, referring to the children and youths who have progressed in their career and are able to use the activities to generate income for themselves and their family.
d. What were the main findings of the evaluation (e.g. adequacy of resources mobilized for the initiative, quality of implementation and challenges faced, main outcomes, sustainability of the initiative, impacts) and how this information is being used to inform the initiative’s implementation. (200 words maximum)
The above evaluation showed an increase in the number of children and youths participating in the program every year, covering all areas of Suphanburi Province, resulting in children and youths who are able to move forward to the professional level in both national and continental levels. In addition, the project received cooperation from various sectors, including government, private and public sectors in providing budget, equipment, and labor every year which confirms that this project is sustainable, efficient and effective. Furthermore, the project implementation in the past period is in the right direction. It can generate income and progress for the children’s and youths’ career, promote the family institution, keep children and youths far away from drugs and encourage equality and equal opportunities.

Question 10

Please describe how the initiative strives to work in an integrated manner within its institutional landscape – for example, how does the initiative work horizontally and/or vertically across different levels of government? (200 words maximum)
The implementation of innovation is in accordance with the development strategy of Suphanburi Province, corresponding to the 5th strategy, namely promoting sport in the heart of the Suphanburi people and allowing the people to have excellent sport abilities. The Suphanburi Provincial Tourism and Sports Office acts to provide advice, introduce basic courses for practice, and becoming a Suphanburi Model which is the only model in Thailand. In addition, the project has also received some financial support from the Million Baht Youth Association of Suphanburi to use for the purchase of uniforms for competitions, including the for the construction of a football practice center covering all 10 districts in the Suphanburi Province. International trainers were invited to give advice about football playing styles for coaches in Suphanburi Province. In addition, the Thailand National Sports University Suphanburi Campus provides information, knowledge, and referees in organizing football competitions. All agencies recognize the importance of children and youths in Suphanburi Province to have the opportunity to do activities without leaving anyone behind.

The 2030 Agenda for Sustainable Development puts emphasis on collaboration, engagement, partnerships, and inclusion. Please describe which stakeholders were engaged in designing, implementing and evaluating the initiative and how this engagement took place. (200 words maximum)
The implementation of this innovation has integrated the cooperation of all sectors, including government, private and public sectors as follows: 1.The government sector, consisting of various departments have made mutual memorandums of understanding and has responsibilities under the following duties and authorities: -Suphanburi Provincial Administrative Organization and Local Administrative Organizations in supporting budget, personnel, knowledge, information and evaluation -Million Baht Youth Association of Suphanburi provides financial support for any expenses that cannot be disbursed by the government. -Educational institutions in Suphanburi Province cooperates in the management of team transportations and coordinating together to organize competitions. 2.State enterprises and the private sectors provide budget and material supports for implementing activities, namely Thai Agro Energy PCL., Idemitsu Apollo Lubricants (Thailand) Co., Ltd 3.The public sector has also participated in the event. It is considered an important strength of the masses in organizing competitions such as parents who help push and encourage their children to be interested in football. In addition, this innovation also affects the economy of the community, resulting in merchants earning more income during football competitions

The implementation of the Suphanburi Youth Dream Project has created opportunities for children and youths in Suphanburi Province in both quality and quantity. In terms of quality, there are children and youths who can move forward to become professional athletes, both in domestically and abroad. In terms of quantity, there is an increase in the number of underprivileged children and youths that lack opportunities to participate in our program every year. Regarding the extension of the ideas for the project in the future, the Suphanburi Provincial Administrative Organization wishes to expand the scope of the project to a greater number and more comprehensive than today. New technologies are being adopted, resulting in greater efficiency and effectiveness for children and youths in Suphanburi province than today. In this regard, the operation has applied the concept of leaving no one behind as a practice principle.
