Question 1

Please briefly describe the initiative, what issue or challenge it aims to address and specify its objectives (300 words maximum)
Land documents at the village level are vital village assets and need to be preserved. One of them is the Village Letter C Book, which is found in every village in Indonesia. The Village Letter C book is used as proof of land ownership as well as basic data in making land certificates. In addition, it contains the history of the land at the village level. The current issue is that the government is seeking to accelerate the provision of legal certainty over land ownership through the Complete Systematic Land Registration Program (PTSL) as stipulated in the Regulation of the Minister of Land Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018 concerning Complete Systematic Land Registration. The challenge faced by the village government in PTSL activities is related to land services at the village level, which takes a very long time because they use manual searches. In addition, the Village Letter C documents are usually old and vulnerable to damage. Furthermore, village officials' high number of land disputes, manipulation and misuse of documents, and the messy land history recording system have contributed to more complicated problems. For this reason, proper handling is needed in order to facilitate the achievement of government targets optimally. The proposed initiative as a form of appropriate handling is the “Village Letter C Book Digitization Program” which is abbreviated as “PROTADES”. "PROTADES" is an activity program that aims to digitally restore archives, especially the technology-based village letter C book, using structured, systematic, and integrated digital applications. PROTADES carries the theme "Village Land Archive Rescue Movement" is one of the efforts to save village assets in the land sector for the long term to improve the quality of land sector services at the most basic village level.

The proposed initiative is to carry out the “Village Letter C Book Digitization Program” (PROTADES) with the theme “Village Land Archive Rescue Movement”. This is one of the efforts to save village assets in the land sector for the long term through technology in a structured, systematic, and integrated application platform. The Village Letter C Book Digitization Program is relevant to the second UNPSA category, namely “Enhancing the effectiveness of public institutions to reach the SDGs”. PROTADES will increase the effectiveness of public institutions, namely village governments, in achieving global sustainable development goals.

The SDGs are a world development agenda that aims for global human welfare. The agenda is a sustainable development program with 17 goals with 169 measurable targets and has been agreed upon by 193 member countries, including Indonesia. PROTADES supports the 16th goal of SDGs, namely “Peace, Justice & Strong Institutions”. Specifically, the contribution of PROTADES in achieving the SDGs goals is to develop public institutions, in this case, are village governments that are effective, accountable, and transparent in the land sector at the village level. PROTADES makes village governments effective in managing land records because they are right on target under existing facts. PROTADES makes village governments accountable for managing land archives because the data contained in PROTADES can be legally accounted for, both according to customary law and state law. PROTADES makes village governments transparent in managing land records because the data contained in PROTADES can be accessed by anyone, anytime and anywhere. This is in line with target 16.6. SDGs, namely developing effective, accountable, and transparent public institutions at all levels.
b. Please describe what makes the initiative sustainable in social, economic and environmental terms (100 words maximum)
In Social Aspect PROTADES has a positive impact on reducing ongoing conflicts due to poor governance of the village government in the land sector resulting from errors in recording land history. In Economic Aspect application of PROTADES is an action in maintaining village land assets, which impacts optimizing the use of village’s land. This activity is also related increasing employment opportunities. With reduced unemployment, the level of community welfare will increase. In environmental aspect The village government can manage land information in a form that is easily accessible, thereby increasing public trust and providing more effective and efficient services.

PROTADES can overcome problems in village governance in the field of land archive management because villages and urban villages in Indonesia do not yet have digital applications in managing land archives. PROTADES has been included in the "National Learning Menu of the 2019 Village Innovation Exchange" so that villages and sub-districts can replicate it throughout Indonesia. Economically, because PROTADES will create economic justice in the field of land archives, no party is harmed, all data regarding land ownership is stored properly (using a digital system so that it will not be damaged, confused, or lost) and correct because it is based on accurate data that can be accounted for). Environmentally because it is paperless so it will not cause environmental damage.
b. Please describe how your initiative addresses gender inequality in the country context. (100 words maximum)
This program has nothing to do with gender equality issues.
c. Please describe who the target group(s) were, and explain how the initiative improved outcomes for these target groups. (200 words maximum)
The target groups for PROTADES are village and sub-district information system managers throughout Indonesia. PROTADES can have a positive impact on all villages and sub-districts in Indonesia because PROTADES is easy to use, right on target, can be accounted for under customary law and state law, and can be accessed by anyone, anytime and anywhere, so it is practical, accountable and transparent in managing land archives in the village.

a. Please describe how the initiative was implemented including key developments and steps, monitoring and evaluation activities, and the chronology. (300 words)
Implementation phase : First, the Indonesian PROTADES team will disseminate information about the importance of the Village Letter C Book Digitization Program as a movement to save land archives at the village level, especially the Village Letter C Book, to the village government. Then if the village government agrees to implement it, the Indonesian PROTADES team will send officers to input village land data in the PROTADES application. Recording of land history (history of land ownership, history of land sale and purchase transactions, history of land swaps, and history of inheritance) in a good and correct way, namely data obtained from the direct source, namely landowner information and based on legal evidence of land ownership. Then enter the data into the PROTADES application. After the data input process is complete, the Indonesian PROTADES team will conduct training on using the PROTADES application for village officials who are authorized to manage the Village Letter C Book. Moreover, at this stage, the implementation of PROTADES includes socialization, data input, and training is considered complete, which will then be continued at the monitoring or mentoring stage. Monitoring stage : it is the stage to carry out the routine data collection process, measure progress on program objectives, and monitor changes that focus on processes and outputs. The stage ensures that the PROTADES application runs correctly and provides consultation assistance for village governments who wish to conduct further training regarding how to use the PROTADES application to maximize its use in the village. Evaluation stage : it is the stage to assess, measure, correct, and improve land data and research tailored to the needs of the village for the development of the Village Letter C Book Digitization Program (PROTADES) to be more perfect in the future.
b. Please clearly explain the obstacles encountered and how they were overcome. (100 words)
The obstacles and challenges faced during implementing PROTADES are (1) there is no awareness from the village government to use PROTADES, (2) there is no awareness from community members to inform the history of land ownership to the village government (such as a history of transfer of land ownership either based on the buying and selling process, inheritance, grant). These obstacles and challenges can be overcome by: (1) actively socializing PROTADES in various national activities, (2) educating community members and village governments about the importance of recording land ownership by the village government.

PROTADES is an innovative program in land archive management because PROTADES is the first digital application system for land archive management in Indonesia that integrates accurate data with dynamic digital data and has been proven to be effective and efficient in solving land archive management problems in Indonesia. In addition, PROTADES is also included in the "National Learning Menu Catalog for the 2019 Village Innovation Program of the Ministry of Villages of the Republic of Indonesia" and was selected as "TOP 45 Praised for the 2021 National Level Public Service Innovation Competition".
b. Please describe, if relevant, how the initiative drew inspiration from successful initiatives in other regions, countries and localities. (100 words maximum)
PROTADES is the first and only digital application for managing land archives in Indonesia.

So far, the management of land archives in villages has been done manually by using a ledger/manual recording, so it has the potential to be damaged and lost. PROTADES is the first and only digital application for managing land archives in Indonesia. The PROTADES performance process integrates two data: accurate data/scanned Village Letter C, which is used to prove data authenticity, and dynamic digital data. In addition, the use of PROTADES can encourage people to be technologically literate in managing village land archives.

PROTADES is listed as the National Learning Menu for Human Resources in the Village Innovation Program, an attraction for villages to replicate. Currently, the replication in Kendal Regency is 271 villages, while in other districts, 248 villages are bringing the total to 519 villages. The replication process through the local government contacted the contacts listed in the Learning Menu catalog in the Village Innovation Program then the team gave a detailed explanation. The implementation process is through the data input process, so external resources are used as data input officers by mobilizing people in the local area.

This program has already been replicated.

Village Letter C Book Digitization Program is an effort to improve village governance as part of the Village Information System. In terms of budget planning can be included in the village budget, which can be financed from Village Funds, Village Original Income, Village Fund Allocations, and Tax Restibutions. Of course, this budgeting process is adjusted to the availability and capabilities of each village. The implementation is through data input which takes about one month, so external resources are needed. The strategy is to mobilize these resources by utilizing local people to reduce unemployment, there are 65 people to help input data.
b. Please explain what makes the initiative sustainable over time, in financial and institutional terms. (100 words maximum)
PROTADES can continue both in financial and institutional aspects. Financially, PROTADES is cheap so that it is affordable by all village and sub-district governments throughout Indonesia. Meanwhile, institutionally, PROTADES is needed by all village and sub-district governments throughout Indonesia because there is no digital application system in managing land archives nationally.

The evaluation is carried out by groups outside the target, namely the village community, which is in general, within rural areas. The method used in the evaluation includes the indicators used in the evaluation, namely: 1. Network: areas with good internet networks and poor internet coverage. 2. Hardware: the hardware used by the SID Manager includes computers/laptops, printers. 3. Village Information System Manager or SID: the SID manager has a clear structure determined by the Village Head Decree. 4. Content: village website content is also an assessment and target for Dispermasdes development which handles SID. 5. Software: applications managed by the village include Siskeudes, Siak, Sideka, Dokar, Protades, and others.

The method used in the evaluation includes the indicators used in the evaluation, namely: 1. Network: areas with good internet networks and poor internet coverage. 2. The findings are: 1. The village government is more efficient: providing certificate services to residents is faster than the manual method. 2. Acceleration of PTSL activities: finding and printing letter c books used as the basis for quickly making certificates. 3. Having a more transparent Village government: managing village land history information transparently to increase public trust. 4. Minimizing the occurrence of land disputes: recording the history of land movements will reduce the occurrence of land claims between residents. 5. Citizens can participate more actively in village development: providing electronic media to mobilize citizen participation, such as discussion forums or electronic comment/suggestion forms.

PROTADES follows institutional dynamics, namely the creation of public institutions. In this case, village governments are effective, accountable, and transparent in managing land archives and supporting national policies, namely accelerating the Complete Systematic Land Registration Program (PTSL) as stipulated in the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the Agency National Land Affairs of the Republic of Indonesia Number 6 of 2018 concerning Complete Systematic Land Registration.

The 2030 Agenda for Sustainable Development puts emphasis on collaboration, engagement, partnerships, and inclusion. Please describe which stakeholders were engaged in designing, implementing and evaluating the initiative and how this engagement took place. (200 words maximum)
This program carries the theme of the Village Land Archive Rescue Movement, which of course, cannot be done by only one party. This activity is participatory, without the support of other parties, this activity will be difficult to implement quickly. The stakeholders that can be involved are: 1. Central Government As an internal resource, it plays a role in making the highest policies that can be used as guidelines for local governments in making planned policies in accordance with the conditions and availability of budgets in their regions. 2. Local Government As an internal resource, it plays a role in making policies guided by the policies of the Central Government through laws and regulations that are then adjusted and addressed to village governments in their respective regions. In addition, the Regional Government is also obliged to monitor and evaluate periodically for the development of innovation. 3. Village Government As the object of policy, the Central and Regional Governments have a role in carrying out activities according to the instructions of the regulations made by the local Regional Government. 4. Society Act as an external resource who monitors activities and officers assisting the data input process and trains village information system managers to maintain and implement PROTADES.

An overview of the lessons that can be learned: the world is currently entering the digital era, including Indonesia, contained in the industrial revolution 4.0. and society 5.0. The government has made efforts to digitize various aspects, whether in industry, health, or even governance. PROTADES is one of the efforts to provide a broader impact both economically, environmentally, bureaucratically, and socially. With this innovation, it can accelerate the achievement of the 16.6th target of the SDGs goals, provide solutions to the problems of the land archive management system in Indonesia, especially helping village officials with difficulties in their work related to land management at the village level. It can reduce the occurrence of social conflicts due to land disputes, reduce damage to the environment because it is paperless, creates jobs, and accelerate the achievement of "Advanced Indonesia". The plan to improve PROTADES in the future is through increasing the quantity and quality of PROTADES to make it more efficient and effective.
