Question 1

Please provide a brief summary of the initiative including the problems/challenges it addressed and the solutions that the initiative introduced (300 words maximum)
Gujarat Government is providing grant to give single point residential lighting connection in Tribal area free of cost. The BPL family or family whose annual income is less than Rs.36000 for urban area and Rs.27000 for Rural area is eligible to avail single phase lighting connection. The list of beneficiaries is to be prepared by project Officer for Tribal area and to be submitted to concern Distribution Company of GUVNL. Kutir Jyoti connection is given to the beneficiary house situated up to 100 meters from the existing Low Tension line. Beneficiary has to pay the energy bill. This Scheme is in operation from the year 1990-91. Grant of Rs. 500.00 lakhs was given to GUVNL to electrify 14400 Nos.of Kutir Jyoti connection for the year 2011-12. Against this at the end of March-12, 11953 Nos. of Kutir Jyoti connection were given at a cost of Rs.502.24 lakhs.

The Objective of the “KutirJyoti” Scheme is to give free electricity connection to the beneficiaries of tribal areas free of cost since they cannot afford the cost of connection due to their financial inability. The beneficiaries of Tribal areas can get electricity connection free of cost with one point wiring, meter and CFL/LED bulb in the Huts. Also scattered beneficiaries are covered under this scheme. It also covers providing sound infrastructure for quality power supply in Tribal Areas.
b. How does the initiative fit within the selected category?

-The selected category is – Reaching the poorest & most vulnerable through inclusive service & partnerships -People in tribal areas are very poor. They cannot afford the cost of connection due to their financial inability. -Under KutirJyoti scheme, tribal families who are living below the poverty line can avail the single point electricity connection in their house. -The benefit of the scheme can be availed by the families who are listed in the “Below Poverty line” (BPL) list. If they are not listed in the BPL list, they can also get the benefit of the scheme if their annual income is less than INR 47000/- for Rural areas and INR 68000/- for residents in urban areas

Electricity is an essential requirement for every household. Electricity in the household connects the people to other parts of the world through various electronic media like Radio and Television. If electricity is available to the households, the women can earn money through self employment by starting small “Gruh Udyog”. So KutirJyoti scheme plays an important role in upliftment of life of the poor families residing in Tribal Areas.

In Gujarat, Scheduled Tribes are mostly concentrated in the areas along the State’s eastern border. The tribal region consists of 48 tribal talukas, 15 pockets and 4 clusters covered under the 14 Integrated Tribal Development Projects. The KutirJyoti scheme addresses the issue of access of electricity to the population in the tribal areas.

Electricity is an essential parameter in the present century and it costs ample amount to access the services. In this regard, the state government decided to provide free of cost electricity connection to localities of tribal areas which in turn is an innovation to upgrade the living quotient of population under tribal areas

In 1988-89, the Government of India launched KutirJyoti Programme in which a single point connection was given to rural households living below poverty line. Government of Gujarat adopted the benefits and impacts of the scheme and formed KutirJyoti Scheme under tribal areas granted by the State Government.

Government of Gujarat has given free electricity connections under KutirJyoti scheme since 1990-91. Household electrification being a continuous process, new applications are received every year. Once the electricity connection is provided to the tribal families, they can take maximum benefits out of it, which changes their lifestyle and connects them to the outside world through electronic media.

Government of Gujarat has given free electricity connections under KutirJyoti scheme since 1990-91. It is the prime requirement to uplift the living standards of tribal areas.

The Government of Gujarat has evaluated the initiative under the scheme in May-2012 and assessed the living standard, usage of various electrical equipment, helpfulness achieved for children to study at night, the financial upliftment by various activities like production of plastic rope, making handicraft items, etc.

The Government of Gujarat has evaluated the initiative under the scheme in May-2012. - Upliftment of standard of education for children. - Upliftment of financial & Social standard of tribal people. - Enhancement of cottage industry & employment thereof - Increase in the safety of tribal people from wild animals, etc

Energy Department – Allocation of funds, Planning & supervision Gram panchayat – Receiving applications from applicants and submitting them to Taluka Panchayat Taluka Panchayat – Receiving applications from Gram panchayat and submitting them to Project officer Project officer – The list of beneficiaries is to be prepared by Project officers for Tribal areas and to be submitted to DISCOMs. Distribution companies – To process the applications and provide electricity connections.
