Question 1

Please briefly describe the initiative, what issue or challenge it aims to address and specify its objectives. (300 words maximum)
Roi Et Municipality has an area of 11.63 square kilometers with a population of over 35,000 people, Roi Et is on the plateau considered an important historical and geographic city in the northeast since ancient times. It is a city that has beautifully laid out the city plan. There is a water canal and wall around Roi Et municipality. However, due to the development of the municipality nowadays, the impoverished rural people have come to find work in the city. This creates a rapidly expanding urban community without plans. Problems in invading moat and city walls area causing the ancient places to be damaged and deteriorated which became a slum community. This results in severe poverty, health problems, insecurity of residents, and environmental degradation. From a survey of invaders 250 households and 311 households, Roi Et Municipality has initiated the search for a solution to the problem by using the innovation of intrusion management for public service. The underprivileged people in the area can have secure housing. This helps to restore the environment. The people have good health. Crime is reduced. People have better lives. It reduces social disparity. At the same time, the state has restored the historic area which is an important place in history. The work has created a collaborative mechanism for the organization. Integration of government, private sector, procession, community organization coordinate the operations with the people. They are as the core who co-think, do and make decisions. Since they are secure with having residence rights, they can live life with status and dignity.

Due to the sustainable solutions to the people, which are the authority and responsibility of Roi-Et Municipality, by integrating collaboration between government, private sectors, networks, community organizations and the people, it creates a mechanism for the people to be the main driving force for sustainability. The result is the development of housing security for the poor in slum communities. It is able to solve problems that meet the needs of the community by collaborating and sharing the power of the community. This is in line with the international policy that gives importance to the participation process of every sectors.

Management of invading areas for public services is consistent with the goals of the Sustainable Development Goal 11th which keeps cities and human settlements safe, secure, and ready to receive sustainable changes. The Indicator 1st ensures that all disadvantaged people in slum communities of 311 families live with secure residences and sufficient basic services. Importantly, slum would be disappeared from the area. The people have a safe, secure and independent place to live sustainably for 100% . The 7th indicator, the community has been restored the area for improvement. Restoration of the ancient moat and city wall has increased public and green areas for people to use and with safety.

Group of people drive the operations to create concrete solutions. They build a collaborative network in aiming to target all sectors, including the government, private sector and the public, for the better quality of life. The people are secure and have the rights to live. They can live their lives with status and dignity. Economic dimension covers establishing of savings groups for housing which to create savings habits for the people and be a source of future funds to help solving poverty and starvation. Environmental dimensions cover utility system management, land system management and environmentally friendly city plans.

Management of invading areas for public services is important because it is an operation to support the invading population of 311 families to have standard residences. Strengthening savings systems for housing allow invading people access to the financial system by enhancing the opportunity of access. The integration in housing management, so that all sectors are involved in driving housing operation by promoting the participation of government agencies, private and local sectors to drive housing development. It creates mechanisms by allowing the people to be the core of driving forces. It also strengthens and develops integration mechanisms to build capacity in housing management. Management of restoration of ancient moat sites and city wall of Roi Et helps for receiving the area back from the invading people. Managing of the environment for a better quality of life could enhance utilities system management. The land and city are well planned as being environmentally friendly.
b. Please describe how your initiative addresses gender inequality in the country context. (100 words maximum)
The project creates a balance in basic welfare that everyone has civil rights to receive, covering citizens of all ages. As well as having equal and complete access to services. In addition, the operation also helps to enhance knowledge and understanding and increase awareness of public participation.
c. Please describe who the target group(s) were, and explain how the initiative improved outcomes for these target groups. (200 words maximum)
Poor and underprivileged people in slum areas along the moat and city walls for 250 households or 311 families are targeted. From the project, the integration of the various agencies to help local people in order to have a better quality of life in all areas. The surrounding environment has been revitalized. Invading people have good sanitation, be safe in life and property. It can reduce crime and drug problems in the community.

The project has created a community for people to participate in proposing solution to the problems in accordance to the needs of the people with the right solution by starting the process as follows: Year 1993 - 1999, forming the committee which was chaired by the Minister of Interior. There was an order appointing a working group to solve the problems of the moat-city wall invasion in order to carry out the community relocation project to find a new location for invaders from the moat-city walls to be the public places. Year 2010, conducting the Local Thai House project in Honor the King by coordinating the request to rent the land from the National Buddhism Office to build houses for the poor invaders. Year 2012, ordering the appointment of the committee to implement the housing development plan and the plan to prevent and solve slum problems. Year 2013, there were ongoing operations by having an order to appoint a committee to solve slum problems at the provincial level with the Governor of Roi Et Province as the president. Year 2014, preparing action plans to solve slum communities around the moat-city walls and Wat Nuea community by allowing people to be the main driving force while Roi Et Municipality was an integrated agency working together with all sectors. Year 2017, the city council ordered the appointment of Roi Et City Council with community leaders, government sector and community organization representatives to be a committee in the implementation of the project for the needy people in the slum community of Wat Nuea community area. Year 2019, construction of a Local House project for the underprivileged for 50 households in slum community in Wat Nuea community. Also preparing a housing development plan to expand the effect of other encroachment problem.
b. Please clearly explain the obstacles encountered and how they were overcome. (100 words)
Because the people of the invaders in the slum area are people who block themselves from society, it makes difficult to access them. The work of Roi Et Municipality must be part of the community which makes the process takes a long time. The project area is overlapping areas for many departments causing delays in operations. Therefore, to find a solution by integrating cooperation into a form of an order of the committee by appointing government agencies who own the area and community leaders to become a board member to participate in the operation.

It uses integrated work processes to reduce redundancy. The important mechanism of operation is community organizations at both community level and network of organizations. This is the main mechanism management together with the followings: the National Housing Authority, Roi Et Province Cooperative, Treasury of Roi Et Area, Fine Arts Department, Rajamangala University of Technology Isan Khon Kaen Campus. They improve the quality of life of people in the community. It helps to restore the moat-city wall area, as an important historic site. It develops public utilities systems by building a stable housing and strong community.
b. Please describe, if relevant, how the initiative drew inspiration from successful initiative in other regions, countries and localities. (100 words maximum)
Innovation in invasion area management for public service was inspired by the observation of the stable house operation at Chum Phae Municipality, Khon Kaen. In using the important principles allowing the villagers in trouble to join together to solve problems such as establishing a committee to represent the villagers, exploring information and trouble, establishing a savings group as a capital for building a house, and integrating cooperation with relevant agencies to support. They are such as the municipality, the Treasury Department, the Fine Arts Department, the Institute for Community Organization Development etc.

Roi Et Municipality is a prototype of a housing development plan and of a plan to prevent/solve slum problems for the National Housing Authority, Chiang Mai University and the lower northeast provinces consist of Buriram, Surin, Maha Sarakham, Kalasin, Yasothon and Roi Et. From the past operation, Roi Et Municipality received the Good Management Award of Local Administrative Organization in fiscal year 2013, in the municipality category for the 1st prize: landscape improvement of the moat-city wall project to improve the quality of life of Roi Et people. Also, the award for local administrative organizations with good management, fiscal year 2019, excellent category, 1st prize. Moreover, the ASEAN award for sustainable environment, fiscal year 2014. It is a place to study for different departments and various local administrative organizations.

Appointment of a working group to solve the problems of the invasion of the moat - the city wall in 1999. Appointment of a committee to implement the housing development plan and slum prevention / solution plan in 2012. Appointment of the provincial committee for slum problems in 2013. Appointment of Roi Et Municipality Board in 2017. Roi Et Municipality's Budget Total amount of 8,810,520 baht. Budget support from the Community Organization Development Institute (Public Organization) amount of 3,750,000 baht. Housing savings of 10% of the project's people, which is 800,000 baht. Total in budget is 13,360,520 baht.

There was an evaluation of the operation within Roi Et Municipality for data collection according to the indicators in the form of monitoring and evaluation committee for the project to achieve the specified objectives. There were evaluations from external agencies, the National Institute of Development Administration (NIDA), which evaluated according to the criteria for assessing local administrative organizations that have good management in the topic of local innovation assessment for annual budget year 2019.

Internal indicators include percentage of people who have a stable home, savings groups for housing, community occupation group, and community leaders to represent the coordination of various departments. External indicators include the consistency of innovation with the problem situation and the urban context. Also, with concrete objectives in the operation to create mechanisms for public participation. The integration of collaboration is among government agencies, private sector, community organizations. The people are the networks for implementing local innovations to create works resulting from local innovation projects to impact on social development, economy, or quality of life of the people.

What were the main findings of the evaluation (e.g. adequacy of resources mobilized for the initiative, quality of implementation and challenges faced, main outcomes, sustainability of the initiative, impacts) and how this information is being used to inform the initiative’s implementation. The result is that 100 percent of the people have safe and secure housings. Roi Et Municipality has received the area of the ancient moat-city wall as a model for various departments to study visit.

The project had appointed a committee to create a housing development plan at the provincial level by integrating the collaboration of government agencies, the private sector, and the people as a driving mechanism for the operation to continue. There was co-operation with the Community Organization Development Institute (Public Organization), which the Community Organization Development Institute caused by the participation of those involved all the time. From the development agencies, among the government, private sectors, and communities, attended the brainstorming meeting to find suitable ways to establish an organization that is responsible for strengthening community development. This can be an important foundation in social development with the strategy of community organization as the core area. Strategic issues operate under 4 strategic issues, namely: 1. Development by using area-based in supporting local communities to have system developed for self-management. 2. Organizing the system of relationship of local communities and associated parties to change the structure and policies. 3. Potential development of people in the community organizations. 4. Development of organization management systems.

Roi Et City Municipality makes a plan to solve the housing problems in the slum area together with the people by integrating with various agencies to strengthen communities for sustainable and self-reliant solutions. The agencies that are in the network are as follows: 1. Roi Et Province joint actions in the form of a committee to solve slum problems, 2. Roi Et Municipality is an agency to coordinate collaboration, 3. Office of the Treasury Department Roi Et Area as the land owner, 4. The Fine Arts Department, the administrative department of the ancient moat-city walls area, 5. National Housing Authority issuing expenses for basic utility systems and making housing development plans, 6. Roi Et Province Cooperative in establishment of the Cooperative Housing Development Co., Ltd. as a juristic person, 7. Community Organization Development Institute (Public organization) in supporting public utilities and housing development subsidies as a source of low-interest loans, 8. Rajamangala University of Technology in making a housing development plan to prevent and solve slum problems, 9. Community organization Networks and community organizations at both the community level and the community organization network are the main mechanisms,10. People in the areas are the core of driving mechanism.

The lesson learned is Integrating collaboration to reduce agency redundancy with the people as the main driving forces along with Roi Et Municipality is a coordinating agency working together. It results in people's housing security and the state has restored the historic site. It creates the innovative ways to solve the problem of living systematically which will lead to the solution that meets the needs. The innovation uses worthwhile local resources in the most beneficial approach under the cooperation among Roi Et Municipality, local people, and government agencies.
