Please provide a brief summary of the initiative including the problems/challenges it addressed and the solutions that the initiative introduced (300 words maximum)
• Prior to 2005, the sanitation in Sumedang was quite worrisome. Extraordinary condition of diarrhea occurred and caused fairly high mortality rate every single month. Besides, the human development index in health sector was still low. Corresponding to such issue, the government attempts to draw up a program called CTS (Community-based Total Sanitation) in order to improve health sector by actively involving the community. • The goal of CTS is to improve community awareness towards the importance of good and easily accessible sanitation therefore healthy environment can be achieved. Yet the difficulty of community to procure affordable, easy, fast and healthy sanitation utility has become an obstacle. In line with such issue, the need of sanitation tool also increases thus the existence of Pantasi Mart program can be a solution for the community to easily and quickly access good sanitation utility. Pantasi Mart has successfully facilitated the community needs concerning sanitation utility. • Pantasi Mart is a short term used to mention the Center of Community Sanitation Tool Procurement. Minimarket concept as the center of sanitation facility and utility procurement is conducted with compassionate values and can be accessed by the entire communities through waste saving payment model or based on the customer’s ability. The sanitation activities conducted by the community is reused by the community itself as an attempt of procuring affordable, easy and healthy sanitation. • The initiative concerning the Center of Community Sanitation Tool Procurement facilitates the government to control sanitation problem in the community and facilitates the community to obtain such information as the movement of hand washing with soap, waste processing, waste sorting, as well as sanitation tool and utility, ceramic filter for drinking water.

a. Facilitating education access concerning sanitation, waste sorting (3R) and environmental cleanliness. Pantasi Mart can be the center of information spreading about clean and healthy sanitation, waste sorting, as well as environmental cleanliness. The socialization is conducted by voluntary group supporting Pantasi Mart or community directly visiting Pantasi Mart to collect the related information. b. Enhancing the value of community awareness towards clean and healthy environmental sanitation. After getting the information and education concerning clean and healthy environmental sanitation, the community performs positive response by implementing the rules to improve their environmental sanitation.

c. Providing the ease of access to procure sanitation utility. Many sanitation utilities, like water filtration instrument, water closet, septic tank, waste processing procedure, formerly deemed hard to procure, yet now it can be procured by all community, even the payment system uses waste saving or based on the customer’s ability. d. Enhancing environmental cleanliness Pantasi Mart provides the ease of access to get information and sanitation therefore the people’s behavior of carelessly defecation and littering can be reduced thus it leads to clean environment. e. Improving community’s health through network and partnership Indirectly, a feasible sanitation will be able to change the community’s behavior to be more careful about environmental health. The partnership with the Village Coordinator of Family Welfare Education and Dasawisma group as well as the cadres has expanded the information about environmental health to the community supported by the Village Chief and Civil Society Organization. f. The program is an innovation improving the access of the community towards quality sanitation by providing sanitation utility conducted and utilized by the community itself. Thus the entire groups of community can easily procure the need of affordable, fast and healthy sanitation utility. This program is integrated with the concept of community-based waste utilization, so that the waste possess economic value used for accessing sanitation utility. By conducting network activity or program able to be integrated with Pantasi Mart program, such as Waste Bank, Sanitation Entrepreneur, Community-based Water Supply and Sanitation, etc. Along with the management conducted by the community thus this program can be accessed by the entire community including poor people.

1. No Poverty ERADICATING ALL FORMS OF POVERTY IN THE ENTIRE PLACE. Pantasi Mart allows poor people and all community to utilize waste wisely. The wasted that has been collected can be processed to be some products having economic values like souvenir, household equipment, organic fertilizer, etc. This program will be able to give opportunities for the poor people to earn income, so they can access affordable and healthy sanitation utility in Pantasi Mart. 3. Good health and well being PROMOTING HEALTHY LIFE AND SUPPORTING WELL-BEING FOR ALL AGES. Pantasi Mart supports the community’s welfare by providing easy access towards the need of sanitation utilities and promoting washing hand with soap thus the community can learn to have healthier life. The community’s welfare will increase as they earn income from waste saving and sanitation utility selling. 5. Gender Equality ACHIEVING GENDER EQUALITY AND EMPOWERING ALL WOMEN. Pantasi Mart involves all gender including women in the Coordinator of Family Welfare Education including the cadres to run the program and take part in managing the Pantasi Mart. 6. Clean Water and Sanitation ENSURING ALL THE ACCESS OF CLEAN WATER AND SANITATION. Pantasi Mart ensures the need of water supply and sanitation for all community through Community-based drinking water supply and sanitation, and Community-based Sanitation.

A. Community possesses the center of information about sanitation and sanitation tool procurement. Pantasi Mart provides public service for the community by providing information about sanitation and serves the community by providing affordable and healthy sanitation utility. The village supports the Community-based Total Sanitation and draws up a partnership with Pantasi Mart. The ease of sanitation access increases as much as 94% while the extraordinary condition of diarrhea and other environmental-based diseases decrease.
b. Please explain how the initiative has impacted positively a group or groups of the population within the context of your country or region (200 words maximum)
B. Pantasi Mart is a minimarket concept running as one of Village-owned Enterprises. The minimarket integrated with many parties either private or government facilitates the community to access affordable sanitation utility, creative products as the result of 3R and organic products. Pantasi Mart is integrated into one of Village-owned Enterprises therefore it can ensure the funding and possess healthier financial management. In addition, it can also conduct the Memorandum of Understanding with the other parties in developing the products and funding, thus it comes to be more professional. The villages already possessing Village-owned Enterprises conduct one of business forms that is Pantasi Mart. On the other words, Pantasi Mart is one of Village-owned Enterprises. In the implementation, Pantasi Mart is supported by Waste Bank, Sanitation Entrepreneur, Green Store, Social Insurance Administration Organization payment and electricity pulse selling, Pantasi Mart is also promoted by government institution therefore it further can cooperate with other parties like Unilever through Corporate Social Responsibility activities.

a. Please explain in which way the initiative is innovative in the context of your country or region (200 words maximum)
A. The concept of unique minimarket that provides sanitation utility and facility to realize healthier environment. This innovation is yet to implement by other parties, therefore it attracts people’s interest. The involvement of Village-owned Enterprises covering Pantasi Mart ensures the finance and the sustainability of the program to remain growing. Pantasi Mart provides sanitation tool (wate rcloset, septic tank), toilet, and organic detergent, green house products (organic fertilizer and agricultural product) including Waste Bank products that previously the community found difficulty to access such utilities. In addition to sell some products, Pantasi Mart also takes part in socializing and providing utilities for the movement of hand washing with soap and other programs concerning environmental sanitation. The transaction can be done by performing waste saving system and adjusted with the community’s ability. The transaction is further supported by BNI (Bank of Indonesian Country) so that it can utilize e-money.

B. The concept of minimarket providing sanitation utility for the community through waste saving payment system or the community’s ability is an original idea. However, the integration and partnership system with some parties lead this concept to grow more according to the relevant concepts. For instance, the program of waste bank is adapted from the existing program, yet the innovation context is integrated with the transaction system in Pantasi Mart. This concept has long appeared to correspond to environmental issues frequently addressed for long time, yet the system in Pantasi Mart, the products selling is the result of partnership with the provider parties. Moreover, the concept of superior products selling as the creation of waste (the concept of 3R = Reuse, Reduce, Recycle).

Some stakeholders have both supported the finance and assisted the program implementation since 2008: - Environmental Health Section since 2008 to 2015: Rp 12.500.000.000 (more or less) - Sub district health center operational support: more or less Rp 250.000.000 - AMAN TIRTA - WSP Program (program assistance) - Mitra Prima (program assistance) - Waspola facility (program assistance) - Banking assistance.

a. Has the initiative been transferred to other contexts?
Yes
The initiative formerly conducted by several villages. Yet, in line with the support of Regional Budget increasing every year, recently the initiative has been replicated in almost 100% of village and actively executed in 40% of the existing village. Pantasi Mart inspires the existence of Sanitation Entrepreneur in the development of family sanitation with installment system. The Parties getting involved in and supporting this activity such as the District Head, Regional Secretary, Development Assistant, Health Department, Sub-district Health Center, CSR Forum, Compassionate City Team, and other parties like village apparatus, organizations and mass media. Furthermore, the most successful outcomes appear in the form of regulations and circular letter from 2009 to 2012, then the quantity and quality of human resource, sanitation clinic with risk factor management, the change of community habit in defecation issue that has become a village free from careless defecation with the highest achievement in West Java as many as 158 villages from the total 277 villages along with the access of drinking water of 84% and the access of sanitation of 94%. Then the program has been awarded through the Healthy City District like Swastisaba Padapa, Swastisaba Wiwerda and Swastisaba Wistara.

a. Pantasi Mart can sustainably run due to some approaches namely social, economic and environmental approach. Social Approach. Starting from voluntary team conducted socialization concerning the importance of environmental cleanliness and sanitation, now the program has transformed into a system that can be implemented in the villages. The program is executed by implementing the system of network and association thus it remains growing although it relies on the waste saving payment system. Through this economic approach, it is expected that all community can feel the environmental health and cleanliness. Environmental approach is the main goal of the initiative in order to create clean environment (waste collecting for waste saving system, the awareness of defecation in toilet and the importance of washing hand using soap, the use of environmental friendly products, etc.) and utilizing biogas.

b. The sustainability of the program in terms of durability in time can be reviewed from the sustainable concept of the Center of Community Sanitation Tool Procurement from 2006 to 2015. The sustainability of the program has been proposed through development planning deliberation from the majority of village proposing the development of either compassionate sanitation minimarket or Waste Bank, etc. c. Furthermore, to strengthen the institution and legal aspect as well as the security capital, then Pantasi Mart is integrated into one of Village-owned Enterprises. Eventually this program can conduct wider Memorandum of Understanding in Sanitation Utility procurement.

a. The impact of the program implementation can be felt directly by the community and eventually be evaluated in the range of environmental health in Sumedang District. The result of evaluation shows that there is a big change of habit for careless defecation into the use of healthy toilet for defecation. The total access reaches 94% with the number of village by 156 along with the range of drinking water supply as much as 84%. This program has successfully embodied clean and healthy environment.
b. Please describe the outcome of the evaluation of the impact of the initiative (200 words maximum)
b. The community no longer finds difficulty to choose basic sanitation utility based on their need and ability since the branch of sanitary minimarket is available in the villages with payment option based on their ability. The community can be healthy, prosperous and independent through Waste Bank saving and compassionate sanitation minimarket. The impact of the program performance since 2010 has proven that there is no longer extraordinary condition of diarrhea in Sumedang District. Diarrhea outbreak does not include into top ten diseases existing in Sumedang District anymore and the infant mortality rate remains decreasing.

The Indicator of achievement: - 156 villages are free from careless defecation, as much as 94 % of the community has already accessed sanitation as well as the water drinking coverage of 84%. - Padapa, Wiwerda, Wistara awards. - Creative economic productivity has increased through the reach of community towards sanitation utility in compassionate sanitation minimarket along with the built toilets as many as 7000 utilities.

The stakeholders concerning water and sanitation are, Development Planning Agency at Sub-National Level, Health Department, Ciptarum Department, Local Water Supply Utility, and so on. The forum of Corporate Social Responsibility and local Civil Society Organization also support Sumedang to be prosperous and healthy City by participating in compassionate movement to the community. The consultants of National Program for Community Empowerment in city and village level, Community-based drinking water supply and sanitation, Community-based Sanitation, Community-based Total Sanitation, etc., assist institutionally and facilitate the implementation of assistance over the institution in the village. Compassionate City Team of Sumedang District has already taken part in the determination of compassionate program development. Sub-district Head and the Village Chief either helps strengthening the institution in Sub-district and Village level supporting the program implementation. BNI Bank and Sumedang Bank present as the financing institution supporting the revolving capital funds of compassionate sanitary minimarket.
