Please describe the objective of the initiative introduced (200 words maximum)
the objective of the initiative was to reduce forest fires (hot spots) in the Gleba Mercedes Settlement Project, located in the municipality of Sinop, in the state of Mato Grosso, Amazonia Legal, during the prohibitive period for the use of fire established annually by a governmental decree. This ban occurs between July 15 and September 15, and may be extended due to weather the instrument adopted is the mixed municipal brigade (MMB). The MMB is an instrument to respond to forest fires, adopted by the Militar Fire Department of Mato Grosso State (MFDMGS) which is based on the concept of integration of efforts, where the State, Municipality, rural enterprises and class entities make commitments in order to structure the first response (level 1) to forest fires in municipalities that do not have a Firefighter Military Unit installed. This tool was developed based on ISDR/ONU. The MMB is composed of 02 (two) military firefighters and 06 (six) brigadistas contracted exclusively or assigned by the city hall, that operate the 90 days of the prohibitive period for use of the fire, from 0800h to 1800h. The prohibitive period is decreed due to climatic conditions (low relative humidity, long drought and high air temperatures) registered in Mato Grosso between July 15 and September 15. Since it was structured in 2015, the MMB Gleba Mercedes Settlement recorded successive reduction of heat outbreaks and burned area. In 2015, 17 outbreaks were recorded in 2016, 5 outbreaks (reduction of 5.88%) and in 2017 none (reduction of 100%). In addition to expanding CBMMT's operations, the operation of the brigade costs less to the State because it is prorated by all partners, and for this reason allows the Corporation to increase its response capacity in the period that Forest Fires intensify. In 2017, the investment to structure the MMB for three months was R $ 139,560.00, and 59.89% of which was funded by the State, 24.66% funded by the municipality and 15.45% by class entities and rural companies.

This initiative involved the state secretary for the environment, the military fire brigade of the state of mato grosso, the municipal environment secretary of Sinop, the rural union of the workers of gleba mercedes and the private company Companhia Energética de Sinop. All joined together to reduce forest fires (hot spots) in that settlement project called Gleba Mercedes. The initiative began in 2015 and in 2017 reduced forest fires and burned area to zero. In 2018 the same result was obtained during the prohibitive period (zero forest fire).

The initiative is contributing to the 2030 agenda, as it positively impacted the population of the Gleba Mercedes settlement project, since the forest fires that occurred there threatened the rural enterprises of that region; This initiative is innovative because it integrates efforts of several public agencies, private and class entities at a low cost, since the expenses are divided by all the participants; It can and is already being expanded to other regions of the Brazilian Amazon, in the state of Mato Grosso between 2015 and 2018 were structured 21 MMB. It is undeniable that these results generated a positive result for future generations, as the local population was involved through the Gleba Mercedes rural workers' union.

The military fire brigade serves only 22 of the 141 municipalities in the state of Mato Grosso. The state is the champion of forest fires and burns in Brazil. And where there are no military firefighter units, the population of this areas is unassisted and more vulnerable to it, which is the main disaster scenario in Mato Grosso. The settlement projects receive Brazilian population of low financial income that depends on this land distributed by the federal government to live (agrarian reform). And most of the times this fires are caused by the settlement's own population. It gives importance to the presence of MMB in the locality. the work developed since 2015 sensitized the population not to use fire in this period, and thus was achieved from 2017 that there would be no fires in the region. This initiative is innovative, because before 2015 had not been employed and is effective, since it enlarges the capacity of response to the forest fires of the military fire brigade of the state of Mato Grosso.

The initiative is innovative because before 2015, when it first worked, it had never been implemented and this mixed model: military and civilian working together to respond to forest fires is totally new in the Amazon. Especially for the low cost to implement. this cost is divided by the parties. The State enters with the largest part, the municipality with a middle part and the rural enterprises and the class entities invest the smaller part.
b. Please describe if the innovation is original or if it is an adaptation from other contexts (100 words maximum)
Currently, forest fires are a major threat to the Amazonian biome. As part of the fight against forest fires in the Amazon region, this model is totally original. Mixing Militant Firemen with Civil Brigades. As it was based on the recommendations of the UN International Strategy for Disaster Reduction, it involves all the various actors in the scenario that have a direct relationship with forest fires, whether public or private.

yes, within the State of Mato Grosso, between 2015 and 2018, MMB has been implemented in 21 municipalities. The good results presented in the MMB of Mato Grosso caused other states in the legal Amazon to look for this model to be implemented. For example we have the State of Rondônia and State of Goias, where these MBB are being implemented.

The investment to structure the BMM for three months was $ 139,560.00, 59.89% of which was funded by the State, 24.66% funded by the municipality and 15.45% by class entities and rural companies. The BMM is composed of 02 (two) military firefighters and 06 (six) brigadistas contracted exclusively or assigned by the city hall, that operate the 100 days of the prohibitive period for use of the fire, from 0800h to 1800h. The prohibitive period is decreed due to climatic conditions (low relative humidity, long drought and high air temperatures) registered in Mato Grosso between July 15 and October 05. they operated in a 4x4 pickup truck with forest firefighting equipment.
b. Please describe whether and how the initiative is sustainable (covering the social, economic and environmental aspects) (200 words maximum)
Yes the initiative is socially sustainable because it involves private public institutions and class entities and the entire population in the Mercedes field. It is economically sustainable since MMB's funding resources are apportioned by all participants. And it can be said that it is environmentally sustainable since no forest fires occur, neither the production of the rural entrepreneurs, nor the legal reserves protected by law are affected by the fires. Being fires a great threat to the patrimony of the population of the settlement, if it reduces or eliminates its occurrence, there will be no social, economic and environmental damages

Yes
yes, the internal assessment was done through reference satellite images (aqua earth) of the national space research institute, available on the website: www.inpe.br/queimadas/bdqueimadas/. And subsequently written and published articles on the work of the MMB. However in relation to MMB Gleba Mercedes, there is still no publication of these results in scientific journals.The external evaluation was made by INPE and is attached at the end of this form.
b. Please describe the indicators that were used (100 words maximum)
The indicators used were the heat sources recorded by the reference satellite (ground water) available on the INPE website. (www.inpe / queimadas / bdqueimadas/) for the declared period (15 july to 05 october).
c. Please describe the outcome of the evaluation (100 words maximum)
In the year 2017 no hot spots (forest fires) were recorded in the Gleba Mercedes settlement project between July 15 and October 5, 2017

The 2030 Agenda for Sustainable Development puts emphasis on collaboration, engagement, coordination, partnerships, and inclusion. Please describe what and how stakeholders were engaged in designing, implementing and evaluating the initiative. Please also highlight their roles and contributions (200 words maximum)
the SDS agenda was met at the MMB because coordination was done by the Fire Department and engaging the state and municipal secretariats, class entity and including the students of the rural schools of Gleba Mercedes. the work of the MMB worked due to the collaboration of all the actors of that scenario.the inclusion of all in the project and the collaborative spirit was fundamental to achieve the best result: zero forest fire and zero heat sources.the presence of MMB in the most critical season of the year (long dry season) in an area not served by the State and environmental education were the main factors that contributed to the involvement of the local population.the population knew its role in reducing fires and the importance of adherence to all.

Please describe the key lessons learned, and any view you have on how to further improve the initiative (100 words maximum)
the lesson learned is that forest fires should be treated as a disaster hypothesis and the involvement of all stakeholders is key to mitigating this threat. The idea is to expand the implementation of MMB in all municipalities of the State of Mato Grosso. another idea is to produce tree seedlings to recover in the places affected by the fires and to involve the cranças in the planting of these trees, so that they have the commitment with the protection of the forest
