Dubai Electricity and Water Authority (DEWA) substation is a standard 132-kilo volt/ 11 kilo volt substation consists of 132KV Gas insulated switchgear of 8 feeders and 3 No.s of transformer. Gas insulated switchgear are filled with SF6 (Sulphur Hexa fluoride) gas. 132KV cables are connected to transfer power from Gas insulated switchgear (GIS) to transformer.
In order to test 132KV cables, DEWA followed the standard recognized 25 years practice of performing the cable High voltage test (To check the healthiness of cable) between Gas Insulated Switchgear and transformer by mounting test adaptor device on each bay independently ( total 3 times since 3 number of bays) which involves 428 KG’s of SF6 gas works per substation.
The main objective was to reduce the environmental impact to reduce the usage of SF6 gas with present practice. Action for improvement were prepared for the pilot project. Team members assigned with responsibilities. Team studied in details of different option of pros and cons of new methods to reduce the usage of SF6 gas.
Specific objectives: Sustainable initiative (To reduce environmental impact by reducing the usage of SF6 gas works by 85%). 2. cost saving. 3. Happy society and Happy stakeholders.

The innovation of enhanced design and testing method of high voltage test resulted in optimized usage of SF6 gas work, which saves the environment (avoids SF6 gas emission to ozone) is the key element change from the previous method.
The innovative method is a breakthrough and first kind of new methodology of testing in GCC, which is contributing to sustainability. Team plan to conduct Benchmarking studies with other utilities to utilize this method.
Overall industry level, due to 85%consumption of SF6 gas reduced, the production of SF6 gas will be reduced in the industry and its remarkable breakthrough in contribution to sustainable goals on climate action and responsible consumption and production.

Team formed under the theme sustainability to develop the innovative method on testing of High Voltage cables in 132-kilo volt DEWA substation. The team main objective was to reduce the environmental impact to reduce the usage of SF6 gas with present practice. In addition to main objectives, team also focus in cost saving, optimize risk, happy stakeholder and happy society. Action for improvement were prepared for the pilot project. Team members assigned with responsibilities. Team studied in details of different option of pros and cons of new methods to reduce the usage of SF6 gas.
Team Suggested combining all bays cable High Voltage test together by mounting test adaptor device on common place in switchgear instead of 3 times from each bay independently which simplify the process and reduced the usage of 85% SF6 gas works. Detailed study conducted by team on new testing method with each manufacturer.
Feedback and confirmation obtained from all stakeholders to implement the project (sustainable solution) for all ongoing and future (200 No. s of substation). Challenges like technical vulnerability, original manufacturer confirmation on newly proposed method were overcome. Team initially plan to implement the project for 10 numbers of selected on-going substation, which was successfully tested and completed.
Accordingly, as per the project master plan, team implemented the suggestion and executed in running projects after getting concurrence from concerned stakeholders

Usage of SF6 gas works reduced by 85% (4280 Kg's of SF6 gas works reduced per 10 Substation equals to 97,584 tonnes of Co2 avoided).

DEWA has pledged As a public service Goverment enterprise, DEWA has taken initiative in reduction of environmental usage in core business activity.
This project is a breakthrough and first kind of new innovative testing methodology globally on testing of high voltage cables, which is contributing to environment.
This project contributed to global sustainable development goals of responsible consumption and production, climate action under the sustainability pillar “Environmental”.

Dependency on limited test adaptor with manufacturer (OEM) which affected the implementation of the new proposed solution.
Contractual issue- To make obligatory for the contractors during tendering stage.
Develop and fabricate a test adaptor device in order to suit the requirement and manage contractual issue like warranty.
