Question 1

Please briefly describe the initiative, what issue or challenge it aims to address and specify its objectives. (300 words maximum)
With the increase in the unemployment rate in Brazil in recent years, the number of workers who continue in search of a job exceeds the mark of 13 million people in Brazil. According to the Brazilian Institute of Geography and Statistics - IBGE, the number of self-employed workers, such as application drivers or street vendors, grew 1.2% and now totals 24.6 million people, a new record and considering the prospects low economic growth, self-employment will continue to grow due to the lack of opportunity in the formal market. In this context, where informal work is the only subsistence option for workers, this informality can mean being without income in a disease situation, in addition to not having the right to retirement or pension in the future. Thus, aiming to guide and support unemployed workers, the Government of the State of Bahia, through the Secretariat of Labor, Employment, Income and Sports - SETRE, created the CONTRATE.BA Program, a public work and income policy that promotes the intermediation of freelancers offering services to the population through a mobile application (App) and Web Portal (www.contrate.ba.gov.br). This intermediation action makes it possible to increase the family income of the self-employed worker and offer quality services at a fair price to the Bahian population.

The Program is based on the intermediation and training of freelancers, through direct actions to provide services to citizens. The contracting model is straightforward with intermediation, control and monitoring carried out through the WEB platform (www.contrate.ba.gov.br) and mobile (App). The use of the platform for the purpose of offering the services of self-employed workers, as well as the request for services by customers is free, and the maintenance of the platform is the responsibility of the Government. In this way, greater visibility is allowed for self-employed workers who can offer their services in an innovative, efficient, effective, safe and exempt from charging fees.

As a governmental entity, the Secretariat of Labor, Employment, Income and Sport - SETRE, has the responsibility to promote the implementation of the Sustainable Development Goals (SDGs), two of which are important objectives that guide the activities of SETRE and that deal with Labor Decent and Economic Growth and the Reduction of Inequalities. In this sense, considering the high unemployment rates, discouraged and informal workers, SETRE, through the Contrate.BA Program, seeks to qualify and mediate the services of self-employed workers, promoting the generation of work and income. Thus, the Contrate.BA Program - plays an important role in improving the quality of life of workers intermediated by the program. The innovation promoted, through a mobile and web platform, with free access for freelancers who need to publicize their services to the community, has fostered new perspectives of work and income generation. The program also works by offering training and guidance for self-employed workers and small entrepreneurs. It is important to note that, according to data from the Federal Government's Ministry of Economy, there are more than 10 million small entrepreneurs in Brazil.
b. Please describe what makes the initiative sustainable in social, economic and environmental terms. (100 words maximum)
There are many challenges in tackling unemployment and generating income for the vulnerable population in Brazil and especially in Bahia. With the highest unemployment rate in Brazil, it is up to SETRE to propose initiatives that promote the improvement of the living conditions of unemployed workers. These workers receive support from SETRE to re-enter the formal job market, and for those who cannot, training and service intermediation are promoted through the Contrate.BA Program, generating income and enabling the maintenance of the quality of life of these people.

a. Please explain how the initiative has addressed a significant shortfall in governance, public administration or public service within the context of a given country or region. (200 words maximum)
It is worth noting that there are no effective public policies at national level that promote income generation for workers who find it difficult to access the formal labor market due to low schooling or advanced age. With this, a part of the population that is unassisted, seeking their survival and that of their family, ends up resorting to informal and precarious work. In view of this, the Government of the State of Bahia, through SETRE, implemented the Contrate.BA Program, providing self-employed workers, informal workers and small entrepreneurs with a virtual, free and open access platform that promotes the dissemination and intermediation of services of these workers to the general population. Also part of the Program's methodology is the offer of online training for workers served by the Program, including guidance on the importance of formalizing as a small entrepreneur with a view to guaranteeing retirement, sickness and maternity benefits.
b. Please describe how your initiative addresses gender inequality in the country context. (100 words maximum)
Based on the Program's database, it is valid to state that more than 50% of the assisted public are black women who work in the area of domestic services, with low education and over 45 years of age. In this sense, the program also operates in the perspective of remote training of these women, with guidance for formalization as a small entrepreneur, aiming to guarantee social security rights such as retirement, health and maternity benefits.
c. Please describe who the target group(s) were, and explain how the initiative improved outcomes for these target groups. (200 words maximum)
The Contrate.Ba Program is a public policy that aims to promote the intermediation of services of formal and informal self-employed workers, small entrepreneurs with low income, making services of various categories available to the community in general through digital platforms (web and App). In this sense, the Program is an innovative proposal for the promotion and insertion of self-employed workers in the labor market, providing opportunities for the growth of their family income and improving their lives. Currently, 9,200 self-employed workers living in the municipalities of Salvador, Lauro de Freitas, Vitória da Conquista, Juazeiro and Jequié are registered. According to information obtained from the Program's computerized system database, in the period from 2019 to 2020, 2,800 self-employed workers were benefited with 89,000 intermediated services. Based on this, it is possible to affirm that the Program works by supporting these workers in generating income, guiding and training them in order to promote the quality of services and customer loyalty.

The Government of the State of Bahia, through the Secretariat of Labor, Employment, Income and Sport - SETRE created in 1981, the Program for Assistance to Self-Employed Workers - PATRA with the purpose of promoting social inclusion and income generation of self-employed workers with low education who find it difficult to enter the formal labor market. In 2018, considering the economic crisis and high unemployment rates in Brazil and Bahia, SETRE, seeking to support a greater number of self-employed workers in a situation of social and economic vulnerability, expanded its capacity to meet public policy through new technologies free and accessible to the target public of the actions. Thus, two new platforms in WEB and Mobile (APP and Portal WEB - www.contrate.ba) were made available to self-employed workers and micro entrepreneurs in the municipalities of Salvador, Lauro de Freitas, Juazeiro, Vitória da Conquista and Jequié in the State of Bahia. gov.br), facilitating the intermediation between the self-employed workers assisted by the program, together with the applicants for services registered on the platforms. With the new technology it was possible to increase the number of workers served by the program, which in just two years went from 800 to more than 09 thousand workers enrolled in the Program. It was also possible to expand the range of services offered by professionals from 14 to 52 types of services, distributed in 10 different categories. Steps for registering the self-employed worker: 1- Sign up through the App or through the WEB Portal www.contrate.ba.gov.br; 2- Training and guidance on customer service, formalization as a micro entrepreneur, health and safety at work (in-person training or through the Teams platform); 3- Activation in the system and the worker starts to receive on the cell phone (via SMS or the App) requests to provide the services for which he was qualified in the program.
b. Please clearly explain the obstacles encountered and how they were overcome. (100 words)
The greatest difficulty encountered is related to the low level of education of workers who are unable to handle the technology. Thus, SETRE maintains a service team (call center) for questions about the use of new technologies. To facilitate the use of the application, SETRE offers short videos with guidance for workers through YouTube - Contrate Bahia, contrate.ba - Facebook, @contratebahia - Instagram and WhatsApp. The Program also has a psychology and training sector and another social monitoring sector that acts in the orientation and mediation of conflicts between workers, service providers and customers.

At the national level, there are no effective public policies that promote income generation for workers who find it difficult to access the formal labor market due to low education or advanced age. Vulnerable self-employed workers with very low schooling do not have access to public policies that effectively support their social insertion and income generation. From the Contrate.Ba Program, self-employed workers in the municipalities of Salvador, Lauro de Freitas ,. Vitória da Conquista, Juazeiro and Jequié are able to receive guidance, training and have their services intermediated through a free platform and without charging fees.
b. Please describe, if relevant, how the initiative drew inspiration from successful initiatives in other regions, countries and localities. (100 words maximum)
The public policy to support self-employed workers was implemented in 1981 by the Government of Bahia, having been reformulated in 2018 with the use of new technological tools (Web and App) allowing the expansion of the workers served by the program. It is not known to us that this type of government program is being implemented elsewhere.
c. If emerging and frontier technologies were used, please state how these were integrated into the initiative and/or how the initiative embraced digital government. (100 words maximum)
The technologies used are already consolidated in the market as web platforms and mobile App, widely used in different business environments and easy to use by freelance professionals.

The Self-Employed Worker Support Program began in 1981 in Salvador, and was later implemented in other cities in the interior of the state of Bahia. In 2018, with the technological reformulation, the Program started to operate through a web platform and mobile application and is active in five cities in the state of Bahia: Salvador, Lauro de Freitas, Juazeiro, Vitória da Conquista and Jequié. The program works in a similar way in the five cities, with the availability and free access to the web platforms (www.contrate.ba.gov.br) and App (CONTRATE.BA) for self-employed workers and vulnerable micro entrepreneurs. The registration process for self-employed workers who wish to join the program is carried out through the available platforms and the documentation is sent electronically (contrate.ba@setre.ba.gov.br). Training courses (courses) for customer service and guidance on health and safety in the workplace are also offered. The trainings take place online and through the Teams platform. The program's technological support, training and social monitoring teams are located in the city of Salvador (centralized management of the program).

The Program can be easily implemented in other regions, needing to consult labor issues in each location, availability of internet access and market research on demand for services in each region.

The Program presented here is a public policy for the generation of work and income for vulnerable workers, therefore, within the scope of the responsibilities of SETRE within the scope of the State Government and thus, destined public servants (human resources) that compose the management and program support. The teams are composed of social workers, psychologists, computer technicians and systems analysts. Costs with payment of salaries, maintenance and support of platforms are the responsibility of the State Government (government financing).
b. Please explain what makes the initiative sustainable over time, in financial and institutional terms. (100 words maximum)
The objective is to provide self-employed workers served by the program to achieve customer loyalty, maintaining a satisfactory income standard and seeking to formalize their business with a view to accessing social security benefits. With the advancement of technology and the simplification of procedures, it is possible to reduce costs, maintaining in a sustainable manner the public policy of support in the generation of work and income for vulnerable self-employed workers.

The program evaluation is carried out by SETRE's own internal monitoring team. Satisfaction surveys are carried out with self-employed professionals supported by the action. The same satisfaction survey extends to the population (customers) who hire the services of self-employed professionals through the web and App (mobile) platforms. The evaluation is by indication of the number of stars. In addition, the State Government provides a virtual channel for complaints and suggestions about the actions of the State Government (ouvidoria@setre.ba.gov.br).
c. Please describe the indicators and tools used. (100 words maximum)
The tools used for evaluation are online research questionnaires and reports issued by the web platform with information on the main indicators of the program. The main indicators are: _ Registered and intermediated self-employed workers; - Number of intermediated services; - Average income generated; - Quality of support provided to workers and clients of the program; - Quality of services provided by freelancers.

What were the main findings of the evaluation (e.g. adequacy of resources mobilized for the initiative, quality of implementation and challenges faced, main outcomes, sustainability of the initiative, impacts) and how is this information being used to inform the initiative’s implementation? Strengths: - The support given to self-employed workers and clients of the program was evaluated as positive; - The implementation of new technological tools such as the Web Portal and the App were also pointed out as positive, as they streamlined the intermediation process, allowing more autonomy for self-employed workers and customers of the platform; - Free access to the platform is also pointed out as another positive aspect of the program; - Another well-evaluated aspect is the quality of the service provided by the program's independent professionals. Main Result: The main result detected is the generation of work and income, which in the period between 2019 and 2020, benefited 2,800 self-employed workers through the intermediation of 89,000 services. Challenges: - Constant need for qualification of self-employed workers; - Technological update of platforms; - Increase the number of clients who demand services and, with that, increase the monthly income of the self-employed intermediaries.

The action of the Contrate.BA Program is part of the group of initiatives planned by the Government of the State of Bahia in its Pluriannual Plan - PPA 2020-2023 (http://www.seplan.ba.gov.br/modules/conteudo/conteudo. php? conteudo = 102), in the Productive Partner Inclusion and World of Work Program, Commitment 3 - Promote labor intermediation and professional qualification for workers, young people, self-employed professionals and micro and small entrepreneurs, with the goal of intermediation of 340 thousand self-employed services in 4 years. The Program also comprises a set of services offered to the Bahian population within the scope of the state public policy on employment, work and income implemented in the SAC - Citizen Service network. In the federal panorama, the program dialogues with the actions of the National Intermediation System (SINE), especially in support of self-employed workers and individual and vulnerable entrepreneurs.

The Contrate.BA Program replaced the old PATRA (Support Program for Self-Employed Workers) created in 1981, thereby promoting important changes in the new Program launched in 2018, with emphasis on the implementation of virtual platforms on Web and App to assist workers assisted by the program. There was also a need to update the program's internal procedures and routines to adapt to the new labor legislation (2018), the reformulation of the Participation Terms, changes in the training contents and especially the migration from face-to-face to virtual service through the new ones. platforms. The expectation is to expand the Contrate.BA Program to another 20 (twenty) municipalities in the region, seeking to support more self-employed workers, offering online courses for improvement in the worker's area of activity.
