Please provide a brief summary of the initiative including the problems/challenges it addressed and the solutions that the initiative introduced (300 words maximum)
Institution of Student Loan and Residency aims to contribute to students' education by providing contemporary and reliable accommodation, nutrition, student loans and scholarship services. Institution also contributes to the development of social, cultural and sports activities for students with the social state approach.
The biggest problems of the institution were not reaching enough students in need because of the old and complex bureaucratic processes. In addition to this, the travel costs of students who go to the cities to apply for residency had been increasing quite rapidly. Students had to pick necessary documents from several government institutions and hand deliver them to the Institution’s offices. With KYKNET and Social Aid Program, several government institutions can share information on one platform for all the procedures. Students can apply for residency, student loan and/or scholarship for their education in the comfort of their home without having to go several institutions to get documents or wait in line for hours. By doing this the program allows students in needs complete their application without interference from outside.
Now, Institution use KYKNET to implement Higher Education Social Aid Program. With Higher Education Social Aid Program students can apply for residency and scholarships with ease. They can track and attend social activities on the KYKNET Module “GencizBiz” (We are The Youth) interface.
a. What are the overall objectives of the initiative?

Higher Education Social Aid Program aims to provide equal standards for every student especially orphans, disabled students and war veterans’ children. Program provides reliable accommodation, scholarship and student loans to university students.
Besides this effect, Social Aid Program aims bringing students from different regions together and making possible to fusion of cultures. Students from every region of the country come together in these dormitories and can share their culture with their roommates and other students.

We choose “Category 1. Reaching the poorest and most vulnerable through inclusive services and partnerships” because with KYKNET and Higher Education Social Aid Program is helping students who are orphans, disabled or war veteran’ child. Also, program gives priority to the women. It helps the students in need with money and accommodation. With the modules on the KYKNET, every university students can apply and check their status for student loans, scholarship and residency. Also, they can check social activities they can attend.
With KYKKİM call center and the social media students can give feedbacks about the program and KYKNET. Feedbacks help the Institution of Student Loans and Residency to enhance responsiveness to the demands and needs of citizens and make necessary changes.
Also with the big data KYKNET occurred there can be new developments for students all over the country.

With KYKNET, several government institutions can share information on one platform for all the procedures. Students can apply for residency, student loan and/or scholarship for their education in the comfort of their home without having to go several institutions or different cities for application or wait in line for hours to apply for scholarship and/or student loan. Program provides security, reliable accommodation and financial aid to those in need.
Data gathered in the system and feedbacks from students helps officials make new policies. Also with these data public officials can make analysis and introduce new modules for students.
Also, this program helps the students in need, especially orphaned and disabled and poor. It provides financial aid and accommodation throughout their university education.

Higher Education Social Aid Program is a partnership with Institution of Student Loans and Residency, TÜRKSAT and Tiga Information Technologies to share knowledge and technologies and financial resources to support the university students.
With this program, students can apply for residency, student loan and/or scholarship for their university education in the comfort of their home without having to go several institutions to get documents, spend money for the travel to the application or wait in line for hours.
Besides the benefits of KYKNET’s modules for students, it also helps government officials to conducts their job with several modules such as: verification, placement, dormitories management, fingerprint management system, collection and GencizBiz (We are the Youth) module.

Higher Education Social Aid Program is helping students who are orphans, disabled or war veteran’ child. Also, program gives priority to the women. It helps the students in need with money and accommodation. With the modules on the KYKNET, every university students can apply and check their status for student loans, scholarship and residency.
With this project every student can apply for residency and student loans from anywhere. Institution of Student Loans and Residency's work load is decreasing with every improvement made in the program. The intensity and complexity of the bureaucratic processes are also decreasing because of the several modules which works together other public institutions.

This program is an original project for students everywhere in the country before this system most of the students with special circumstances couldn't get to higher education because of financial or accommodation problems. With this program every student has equal opportunities.

Government invest 3 million Turkish Liras to this project in 2015. KYKNET is using 850 CPUs, 8 TB Ram and 320 TB storage space. Also, an entire division of computer engineers provided by institution, TÜRKSAT and Tiga Information Technologies Inc. are working on the program constantly to improve it every day.

This project can be used everywhere in the world with every complicated application process for students. It can accessible from everywhere with an internet connection. Student can check their residency and student loan status, make payments etc. Also, personnel in the institution can quickly determine if the application is admissible with the help of the several modules.
With its key features, KYKNET and Social Aid Program can be use by every university or Youth and Sports Ministry to improve their application and evaluation system. Every student will have evaluated fairly and equally with this system.

This is a system for the Youth and Sports Ministry. KYKNET significantly decreases the cost and waste of paper based documents. Every step of the system is designed to work online without paperwork. Thus, KYKNET helps protect the environment by reducing paper usage.
Also, online application allows the institution to direct the human resources to different and more needed areas. With this direction of human resources institution save millions of Turkish Liras on employment fees.
One other benefit is the program helps poor and vulnarable students from every region of the country. With the building and real estate plan of the institution every year new dormitories are built and student capacity is raised.

This project is made to be uphold 320 TB data. With the annual and monthly technical services of the hardware system and constant control of the additional modules requested by the Institution, KYKNET is sustainable easily.

KYKNET is developed by Tiga Information Technologies Inc. with a collaboration of Institution of Student Loans and Residency and TURKSAT. Institution gave the project development to TÜRKSAT. TÜRKSAT contracted out the development to Tiga. Also, Tiga Information Technologies provided the engineers to work on the project full time at the Institution for efficiency.

With these type of projects governments can help their students get financial and accommodation aid throughout their education. Also, these kind of programs works with computer and thereby reducing the bureaucratic burden of its users. In addition to this, the human resources that have been lost due to the complex bureaucratic processes can be now used in necessary areas and the personnel gap caused by complex processes can be closed.
