Because of the expanding approach of road organizations, and to keep up the roads joined with the administrations situated underneath or out and about itself, the Public Work Authority-Ashghal in Qatar has effectively reacted to this call. As both road clients and companies who are looking for the interest of road inhabitance, Ashghal has overseen, controlled, and worked on this interest to convey it expertly. Ashghal has been capable powerfully to deal with all road and street works to diminish and control the disturbance. Ashghal has introduced both Qatar Permit Road Opening and Occupancy system (QPRO) and Qatar Design Review System (QDRS) as comprehensive solutions that work in synchronization permitting the various agencies to work in coordination to share the necessary data effectively and rapidly and to avoid any conflict that may lead to unrequired work issues.

The regulatory weight of manual series has negatively affected the public area. The initiative is being done to facilitate that pressure. It all help in expanding proficiency and straightforwardness, improving and adjusting measures, keen government and intelligent urban communities

The weakening spread over a road framework rapidly has a huge financial impact on the economy and residents.There has been overlaps and clashes between agencies projects. That caused a huge disturbance and time delay, and it also led to unutilized the resources the proper way. In addition, the method back then was still with papers, manual signatures and approvals that cost both time and effort. That is why the initiative came as the ideal solution that has helped in organizing processes and avoiding conflict between different agencies across Qatar.

All government, semi-government agencies and private companies require submitting for permission approvals before undertaking works/activities and for those works/activities to comply with conditions. This helped very much in organizing work between agencies and avoiding conflict. The initiative with the technology used has helped in speeding up the work process by depending on automated digital platform that replaces the old paper-based system.

The initiative allows both genders to use the system and benefit from the new technology.

Target Groups are agencies Across Qatar (government, semi-government, private), and application Users in which they work with one another, instead of against each other, to be significant.

The initiative (QPRO System) has been implemented into enhanced and stable platform with techno-functional advancements. The implementation has been gone into three stages in order for the application to use the latest, safest, and quickest technology that serves users of different agencies all across Qatar. Through the system, KPIs process is established in order to evaluate the success, efficiency and effectiveness of the process and generate performance reports; and through the system the KPI performance reports are analyzed to provide informative basis for process improvement decisions/initiatives.
b. Please clearly explain the obstacles encountered and how they were overcome. (100 words)
1- Getting the approval from all agencies on MOUs (Memorandum of Understanding)
2- Aligning all agencies on the RO (Road Occupancy) approval process.
3- Getting business approval on the UAT (User Acceptance Test) for QPRO. Sometimes, it was taking around 12 UAT cycles.

The initiative has many benefits that includes the huge support of online collaboration in sharing information, reviewing processes, approvals between different agencies in-charge. This helped in speeding time, reducing effort, and organizing matters. It is an automated digital and paperless system that depends on online services. This makes it a more user-friendly system that maintains environment.
b. Please describe, if relevant, how the initiative drew inspiration from successful initiatives in other regions, countries and localities. (100 words maximum)
Upgrading users from the traditional manual methods into the modern digitalized methods has been always a priority. By noticing how the power of new technologies from all over the world has affected both business and consumers excellently, it helped a lot in mind-opening, thinking, and development. There was always that idea, if there is a chance to click one button to do the necessary instead of bringing tens of papers for approvals, then why not sailing through the sea of technology and seeking skill improvement for both companies, and employees. At the end, it is all for the Humanity benefit.
c. If emerging and frontier technologies were used, please state how these were integrated into the initiative and/or how the initiative embraced digital government. (100 words maximum)
The system is integrated with Geographic Information system (GIS). The system shows permit locations in conjunction with features such as right-of-way, roadway centerlines, functional class, utility ducts, signal locations and aerial photography.

If there is a need for an international cooperation with other organizations in different world location, then it would be a great chance to exchange experiences and share knowledge.
This kind of action requires arranging meetings with the required organizations, understanding their needs, and checking on the necessary requirements to adapt such applications. Transferring knowledge and technology can be done with different ways. Some ways may require giving access along with the database of the city or country under of course some conditions and terms. Other ways may need transferring the infrastructure itself in the required new location. In the end, it all depends on the organization's need.

The initiative was the appropriate clash/conflict management solution that assists different agencies, and companies across all Qatar to work in harmony and avoid any troubles. The initiative come to ease complexity in obtaining authorization for access to the system by integrating agencies in State of Qatar and unified team approach for state projects.

The requirements have been gathered from Ashghal Roads Maintenance Department and Road Corridor and Management Office (RCMO) Team. In addition, there were the Memorandum of Understanding (MOU) that has been signed by the other government and semi-government agencies that agreed on terms of mutual cooperation and coordination. Examples of such agencies are Qatar General Electricity and Water Corporation-KAHRAMAA Electricity, Qatar General Electricity and Water Corporation-KAHRAMAA Water, Ooredoo Qatar - Qatar's Leading Telco Provider Qatar, Qatar Rail, ..etc.

In terms of Quality Management precisely Issues/Bugs Reported, there has been an effective functional testing done by the (TechMehindra Company of Testing) TechM Team that helped in completing the UAT (User Acceptance Test) in a span of 2 weeks with very few critical defects reported by the business.
In Terms of Training/Adoption precisely Business Stakeholders, there has been Webex recordings of the training session and the training videos created by the IT team helped with the early adoption of the System by all the stakeholders. The users took less time to adopt the tool due to availability of training videos created by the IT team.
