Please describe the objective of the initiative introduced (200 words maximum)
La Arquitectura Integrada de Gobierno tiene como fin estandarizar y optimizar la forma en que se construyen, evolucionan y documentan las Arquitecturas de TI, adaptando un enfoque de arquitectura empresarial a los organismos del Estado Uruguayo. El objetivo de la Arquitectura Integrada de Gobierno es establecer un marco técnico de arquitectura, que incluya un conjunto de estándares, políticas, productos, recomendaciones y mejores prácticas, con el fin de guiar a los organismos en el diseño de sus soluciones tecnológicas y de negocio promoviendo el uso optimizado de los recursos de TI en el Estado. También provee metodologías de mejora continua a mediano plazo, las cuales se basan en una visión integral que permite mantener actualizada la estructura de información organizacional, alineando los procesos en sus distintas dimensiones. Los organismos siguiendo este enfoque, modelan su arquitectura según seis dimensiones: Negocio, Tecnología (TI), Datos, Aplicaciones, Desempeño y Seguridad.

Esta iniciativa utiliza mecanismos innovadores para desarrollar e implementar el marco institucional que facilite la colaboración y la integración de las políticas gubernamentales en apoyo de estrategias de desarrollo nacional. También desarrolla infraestructuras y procesos que conducen a la participación y la maximización de sinergias entre diferentes sectores gubernamentales. Todo con una visión clara, voluntad política y entendimiento de las herramientas disponibles para mejorar las funciones del gobierno y las capacidades de recursos humanos para trabajar más allá de los límites organizacionales. Todas estas características de la iniciativa evidencian un fuerte vínculo con la categoría 2.

En Arquitectura Integrada de Gobierno se invierte en productos de alta tecnología para aumentar la eficiencia y mejorar los servicios para que todas las personas puedan estar conectadas. Poniendo el progreso tecnológico como base de los esfuerzo para alcanzar los objetivos planteados. Asi se contribuye directamente con el objetivo 9. En el entendido que sólo el crecimiento económico no es suficiente para reducir la pobreza, esta iniciativa favorece la creación de condiciones de acceso y aplicación de políticas para disponer los servicios públicos al alcance de todos. Así se colabora con el objetivo 10. También se contribuye con el objetivo 11, porque esta iniciativa mejora las oportunidades de accesos a los servicios más básicos, en todas las ciudades del país por igual.

La clave es ver el valor agregado de la iniciativa a través de un caso real. Hoy en día, AGESIC cuenta con una plataforma de interoperabilidad, muy demandada, que cuenta con cientos de servicios de interoperabilidad, que facilitan el intercambio de información entre organizaciones públicas. Uno de los objetivos principales al final del mandato de este gobierno en 2020 incluye que todos los servicios públicos estén disponibles en línea, con el fin de acercar el Estado a los ciudadanos al ampliar el acceso a los servicios públicos, reducir los costos y tiempos de espera y ampliar la disponibilidad a los 365 días del año, las 24h. del día en cualquier parte del país, reducir las brechas territoriales y concentración de servicios en la capital y aumentar la transparencia en la gestión del estado. Llevar a cabo este objetivo de manera eficiente y óptima hace que sea necesario construir un marco de arquitectura para estandarizar y optimizar la construcción, evolución y documentación de las arquitecturas de las organizaciones públicas, desde los procesos de negocios hasta la infraestructura de soporte. La construcción de una Arquitectura Integrada de Gobierno ha sido fundamental para el logro de dicho objetivo.

La práctica de arquitectura empresarial no era utilizada en el contexto del gobierno uruguayo, y esta iniciativa logró trabajar en forma colaborativa e integrada a nivel de las tecnologías de la información a través de la aplicación de dicha práctica.

Es original porque no existía en el gobierno una iniciativa de este estilo, que buscara integrar a los organismos del estado desde las tecnologías de la información. En otros países se han adoptado iniciativas similares a nivel gobierno con diferentes aproximaciones al tema.

La iniciativa ha sido adoptada por las organizaciones del estado uruguayo, utilizándola como referencia siguiendo los lineamientos, modelos y objetivos planteados. En américa latina, ha sido referente para varios gobiernos, en particular para Perú, Ecuador y Colombia. La iniciativa también ha sido seleccionada como caso de estudio por “The Open Group”, se han realizado presentaciones en eventos tanto regionales como internacionales. En 2018 dicho consorcio también ha galardonado la iniciativa con el premio “Enterprise Architecture for the People”.

Los recursos financieros, humanos, materiales para lograr cada uno de los objetivos están definidos en la planificación quinquenal de la AGESIC, que es la responsable de esta iniciativa. Específicamente se utilizan recursos humanos del equipo de Arquitectura de Gobierno de la AGESIC., recursos económicos parala capacitación de los organismos en la práctica de arquitectura empresarial, y en proveedores locales y academia para la expansión y evaluación de adecuación y uso.
b. Please describe whether and how the initiative is sustainable (covering the social, economic and environmental aspects) (200 words maximum)
La sostenibilidad económica está asegurada porque se prevé en el presupuesto quinquenal que hace el Gobierno al inicio de cada Administración y que es aprobada por Ley en el parlamento. Además, dados los propósitos de esta iniciativa, como: establecer estándares, políticas, productos, recomendaciones y mejores prácticas para guiar a los organismos en el diseño de sus soluciones tecnológicas, hacen que no sea un proyecto puntual, sino que su valor radica en la continuidad y evolución. La sostenibilidad se asegura en el momento que se agrega valor para los organismos, se mantiene actualizada la estructura de información organizacional, alineando procesos, datos, aplicaciones e infraestructura tecnológica. También se elaboran manuales con metodología de mejora continua para aplicar en organismos, lo que garantiza el sentido evolutivo y sostenible de la iniciativa.

Yes
La iniciativa se evalúa internamente mediante una auditoría que se realiza en cada organismo público y verifica la brecha que existe entre lo definido en la arquitectura integrada de gobierno y la realidad de cada organismo para tomar acciones. La iniciativa también es evaluada externamente por el Ministerio de Economía del Uruguay, y por el Banco Interamericano de Desarrollo, mediante compromisos para la asignación presupuestaria.
b. Please describe the indicators that were used (100 words maximum)
En el caso de la evaluación interna los indicadores están relacionados al cumplimiento de los lineamientos y los estándares de arquitectura definidos, los cuales son medidos anualmente. Para la evaluación externa, los indicadores están relacionados a la cantidad de organismos que adaptan o implementan una práctica de arquitectura alineada a la arquitectura integrada de gobierno, a la cantidad de intercambios que existen entre los diferentes sistemas de información de los organismos públicos, y la cantidad de arquitecturas de integración (estándares de integración) a aplicar en los diferentes sectores estratégicos de gobierno. Estos indicadores se miden mensualmente y tienen metas quinquenales
c. Please describe the outcome of the evaluation (100 words maximum)
Para el caso de los indicadores internos, hemos evaluado unos 15 organismos públicos con un cumplimiento promedio del 60%. Estas evaluaciones las realizamos a través de proveedores que contratamos para este propósito. Para el caso de los indicadores externos, contamos actualmente con varios organismos públicos adaptando o implementando la iniciativa, un crecimiento sostenido de más del 25% en los intercambios entre sistemas de información y varias arquitecturas de integración en desarrollo para sectores estratégicos como Salud, Educación etc.

The 2030 Agenda for Sustainable Development puts emphasis on collaboration, engagement, coordination, partnerships, and inclusion. Please describe what and how stakeholders were engaged in designing, implementing and evaluating the initiative. Please also highlight their roles and contributions (200 words maximum)
En Arquitectura Integrada de Gobierno participan todas las partes interesadas en las diferentes etapas de la iniciativa. Uno de los mecanismos de participación es el ciclo ”Jornadas Tecnológicas” que tienen como objetivo compartir, difundir temáticas y buenas prácticas de la aplicación de Tecnologías de la Información en el Estado uruguayo. Además se organizan workshop, charlas y talleres prácticos que tienen como objetivo difundir y favorecer el intercambio de experiencias, compartir conocimientos y aprendizaje en distintas temáticas. Se abordan temas vinculados a la aplicación de las tecnologías de la información y la comunicación en el Estado uruguayo: avances tecnológicos, buenas prácticas, casos de éxitos, informes sobre investigaciones, proyectos y metodologías. En las diferentes actividades han participado más de 15 organismos, representados por 40 personas con perfiles técnicos y de negocio de las áreas de TI de los organismos públicos. Los responsables de la iniciativa son encargados de recolectar los aportes de todas las partes interesadas, para después incorporarlas, con el objetivo de tener una mejor solución para todos.

Como lección aprendida más relevante se podría mencionar la importancia de contar con una buena comunicación interinstitucional para la colaboración conjunta y la definición de estándares para la integración de las distintas organizaciones públicas a nivel de tecnología. Para mejorar la iniciativa podríamos incrementar los recursos humanos y tecnológicos asignados, que nos permitan mejorar las herramientas de trabajo y la comunicación, dentro y fuera del gobierno uruguayo. Dichos recursos nos permitirían también generar capacidades, mejorar las evaluaciones y expandir e incrementar el contenido del marco técnico, identificando puntos comunes de trabajo.
